But China has pivoted \u2013 and exported more.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiy8uvnx001m3b6qj7ib0rkh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In a striking display of resilience, the world\u2019s second-largest economy notched a <a href=\"https:\/\/www.cnn.com\/2025\/12\/08\/business\/china-exports-growth-november-intl-hnk\" rel=\"nofollow noopener\" target=\"_blank\">record trade surplus of $1 trillion<\/a> in just the first 11 months of the year \u2013 a milestone no other nation has achieved.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiy8uvnx001n3b6qkoj0thqf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The stunning outcome \u2013 underscoring that the American market is not entirely irreplaceable \u2013 has bolstered Chinese leader Xi Jinping\u2019s confidence in taking a hardball approach with Trump throughout this year\u2019s protracted trade war. While the two countries have dialed back tensions and returned to a fragile trade truce after Trump and Xi\u2019s meeting in October, a final agreement remains nowhere in sight.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiy8uvnx001o3b6qaq7zn2sz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The key to China\u2019s export success under Trump\u2019s tariff pressure is straightforward \u2014 and not entirely driven from the top. Growth in exports to Europe, Southeast Asia and Africa \u2013 up 8.9%, 14.6% and 27.2% respectively \u2013 more than offset an 18.3% plunge in shipments to the US in the same period, <a href=\"http:\/\/www.customs.gov.cn\/customs\/302249\/zfxxgk\/2799825\/302274\/302275\/6868590\/index.html\" target=\"_blank\" rel=\"nofollow noopener\">customs data<\/a> showed.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiy8vqs2001y3b6qirla3qya@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Still, China\u2019s soaring trade surplus cannot obscure its underlying economic troubles. Its glaring export performance partly reflects deeper structural challenges \u2014 including lethargic domestic demand and weak consumer confidence.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiy8vqs2001z3b6qd4am2fby@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            China\u2019s manufacturing prowess has cemented its position as the world\u2019s factory, laying the foundation for its agile export pivot. Their quality and low prices offer an irresistible appeal, and market forces determine that China\u2019s supply chain is unmatched in today\u2019s world,\u201d he <a href=\"https:\/\/mp.weixin.qq.com\/s\/atebtH2kKsAxPmL6AIEj-Q\" target=\"_blank\" rel=\"nofollow noopener\">wrote on social media<\/a> Monday.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiy66m8l000j3b6qdzm8527p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But economists have pointed out that part of China\u2019s export growth to other regions may simply reflect transshipments \u2013 goods routed through countries such as those in Southeast Asia where they undergo additional processing and assembly before being re-exported to the US.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiyajosn00033b6quz5k9zja@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The actual volume of these transshipments remains challenging for government officials and economists to quantify, complicating US tariffs enforcement, even though Trump has imposed additional levies on re-routed goods and struck deals on transshipment tariffs with countries like Vietnam.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiyajosn00043b6qlkl0maoi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Economists have also questioned whether such rapid export growth is sustainable. Even before this year, governments from the European Union to India and Brazil had raised concerns about Chinese \u201cdumping\u201d of goods into their markets. The expanded exports this year are likely to intensify such worries.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiyakp32000c3b6qxoaw2xy1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The EU has already imposed tariffs and other anti-dumping measures on Chinese electric vehicles and other exports.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiyakp32000d3b6q65w8vzpx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            During a visit to China last week, French President Emmanuel Macron highlighted the \u201cunbearable\u201d trade imbalances between European countries and China, warning in an interview with a <a href=\"https:\/\/www.lesechos.fr\/monde\/europe\/la-chine-vient-percuter-le-coeur-du-modele-industriel-europeen-previent-emmanuel-macron-2203223\" target=\"_blank\" rel=\"nofollow noopener\">French newspaper<\/a> later that further tariffs could be imposed.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiy66m8l000r3b6qttd3dhu9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Behind the impressive growth in exports, economic challenges linger within China.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiyals96000l3b6qqjki6njq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The property sector, once another major growth pillar, remains in slowdown, now entering its fifth year. That is why for the first 11 months of the year, imports, a gauge of domestic demand, have risen only 0.2% compared with a year ago.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiyals96000n3b6qitkj2g2z@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Adding to the mix of problems, deflation has clouded the economy for much of the year, driven by overcapacity and cutthroat price wars, particularly in sectors such as <a href=\"https:\/\/www.cnn.com\/2025\/09\/26\/cars\/chinese-electric-cars-price-wars-intl-hnk-dst\" rel=\"nofollow noopener\" target=\"_blank\">electric vehicles<\/a>, e-commerce and construction materials.
