text-pr-5\">Parliament wrapped up for its holiday break Thursday, as MPs ended a standoff over a handful of bills that they agreed could advance to the next stage toward becoming law. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The minority Liberal government has clashed with opposition parties over bills in committees and on the floor of the House of Commons in the past few months, in often acrimonious exchanges. <\/p>\n<p class=\"c-article-body__text text-pr-5\">In a stunning finale to the fall parliamentary sitting, Conservative MP <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-mp-michael-ma-crosses-floor-liberals-carney-conservatives-markham\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-mp-michael-ma-crosses-floor-liberals-carney-conservatives-markham\/\">Michael Ma crossed the floor<\/a> to join the Liberals, which brought Prime Minister Mark Carney one step closer to a majority.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Before Parliament adjourned Thursday, MPs reached a deal to allow a number of bills to progress.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-conservatives-major-projects-office-private-sector-recruitment\/\" rel=\"nofollow noopener\" target=\"_blank\">Conservatives criticize Major href=\"https:\/\/www.theglobeandmail.com\/politics\/article-borders-bill-immigration-asylum-seekers-refugees-tories-conservatives\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-borders-bill-immigration-asylum-seekers-refugees-tories-conservatives\/\">border-security bill<\/a> that tightens immigration and asylum rules and a tax bill that confirms existing tax breaks cleared the House entirely on Thursday and were sent off to the Senate.<\/p>\n<p class=\"c-article-body__text text-pr-5\">A bill on approving funding for the federal civil service received royal assent in the Senate before senators adjourned for the holidays until early February. <\/p>\n<p class=\"c-article-body__text text-pr-5\">On Wednesday, MPs allowed the government\u2019s omnibus budget bill to move beyond the opening stages of debate and on to committee study.<\/p>\n<p class=\"c-article-body__text text-pr-5\">In the final days of the parliamentary sitting, MPs on the justice committee sparred over a bill combatting hate, which the Conservatives asserted could threaten freedom of religious expression.<\/p>\n<p class=\"c-article-body__text text-pr-5\">On Tuesday, Liberal and Bloc Qu\u00e9b\u00e9cois MPs on the committee had voted to <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-liberals-to-accept-bloc-amendment-to-remove-religious-exemption-from\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-liberals-to-accept-bloc-amendment-to-remove-religious-exemption-from\/\">remove a long-standing religious exemption<\/a> to Canada\u2019s hate-speech laws despite lobbying by Christian and Muslim groups to retain it.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-pierre-poilievre-mark-carney-conservatives-legislative-tricks\/\" rel=\"nofollow noopener\" target=\"_blank\">Robyn Urback: Conservatives persist with cute legislative tricks, while the government tries to run a country<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">The exemption to the Criminal Code currently allows a person who quotes from a religious text to escape prosecution for hate speech. The Bloc has argued for years that this can be used as cover for promoting homophobia, racial abuse and antisemitism.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Conservatives said removing the religious exemption could stop people reading the Bible and other religious texts, an assertion refuted by Justice Minister Sean Fraser and legal and constitutional experts. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Some Conservative MPs turned up to the justice committee on Thursday with Bibles that they displayed on their desks to reinforce their arguments. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The impasse over the anti-hate bill has caused a logjam in the justice committee\u2019s timetable, preventing another bill, on bail changes, from moving forward for consideration by the committee. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Conservative Leader <a href=\"https:\/\/www.theglobeandmail.com\/topics\/pierre-poilievre\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/pierre-poilievre\/\">Pierre Poilievre<\/a> added his voice to the parliamentary squabble at Question Period on Thursday, criticizing the removal of the religious exemption and accusing the Liberals of blocking repeated attempts by his party to move on swiftly to the bail bill. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Government House Leader Mark MacKinnon at a press conference after Question Period blamed the Conservatives for using what he called obstructionist tactics in Parliament to hold up government bills. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cMake no mistake, this is a minority Parliament. And in that scenario, the opposition parties have the ability to hold up government legislation,\u201d he said. \u201cResponsible opposition parties do that in a responsible way to offer alternatives and present reasoned arguments.\u201d<\/p>\n<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/T5XQHQ2EGNC53IRDJCOVGQZFUI.JPG?auth=a71e27bd0f877506fb749ba6a06b28f7cf645888e1669c85aa58fc7efe0639f1&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"1\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Government House Leader Mark MacKinnon blamed the Conservatives for using what he called obstructionist tactics in Parliament to hold up government bills.Spencer Colby\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">He accused the Tories of pursuing a \u201cself-serving and selfish\u201d strategy whose aim is to \u201cobstruct, obstruct, obstruct.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Carney did not attend the rowdy final Commons Question Period before the holidays, with Mr. MacKinnon standing in for the Prime Minister.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Poilievre was rebuked by the Speaker for mentioning the Prime Minister\u2019s absence in the chamber, which is not allowed under Parliament\u2019s rules of decorum. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Before Question Period, Mr. MacKinnon told reporters that it had \u201cbeen an incredibly productive session\u201d with a number of government bills, including to protect victims of crime, being introduced. <\/p>\n<p class=\"c-article-body__text text-pr-5\">But Kennedy Stewart, of Simon Fraser University\u2019s School of Public Policy, said the fall sitting has not been as fruitful as claimed.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cFor all the chatter and hullabaloo, not much got done and Canada is pretty well in the same place it was when the session began,\u201d said Prof. Stewart, a former NDP MP whose academic research includes democratic governance. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The fall sitting, which began in September, saw what is known as the <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-lost-canadians-bill-royal-assent-citizenship\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-lost-canadians-bill-royal-assent-citizenship\/\">Lost Canadians bill<\/a> become law. The bill, which received royal assent in November, means Canadians born abroad now have the right to pass on citizenship to future generations.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-canadian-democracy-electoral-system-notwithstanding-clause-carney\/\" rel=\"nofollow noopener\" target=\"_blank\">Andrew Coyne: Something is wrong with Canadian democracy<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">With the election earlier this year, MPs have spent far fewer days than usual in the House of Commons this year. They are scheduled to return to Ottawa on Jan. 26.<\/p>\n<p class=\"c-article-body__text text-pr-5\">On the last day before the parliamentary break, the Conservatives supported sending the government\u2019s border-security bill, known as Bill C-12, to the Senate. <\/p>\n<p class=\"c-article-body__text text-pr-5\">To secure the opposition\u2019s support, the Liberals voted with the Conservatives on Thursday for an amendment tabled by Michelle Rempel Garner, Conservative immigration critic. Earlier this month, she suggested the amendment was crucial to securing her party\u2019s support for the bill.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The amendment would restrict the use by the immigration minister of new powers in the border bill to cancel or vary immigration documents en masse.
