{"id":34481,"date":"2025-07-30T14:13:07","date_gmt":"2025-07-30T14:13:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/34481\/"},"modified":"2025-07-30T14:13:07","modified_gmt":"2025-07-30T14:13:07","slug":"how-chinas-pandas-became-its-most-valuable-diplomats-and-its-vulnerable-children","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/34481\/","title":{"rendered":"How China\u2019s pandas became its most valuable diplomats \u2013 and its vulnerable children"},"content":{"rendered":"<p>Anthony Albanese\u2019s <a href=\"https:\/\/www.abc.net.au\/news\/2025-07-17\/naus_pandadiplomacynr_1707\/105544568\" rel=\"nofollow noopener\" target=\"_blank\">recent visit<\/a> to <a href=\"https:\/\/www.panda.org.cn\/en\/\" rel=\"nofollow noopener\" target=\"_blank\">Chengdu\u2019s panda breeding base<\/a> showed the enduring power of China\u2019s <a href=\"https:\/\/theconversation.com\/charming-ambassadors-with-big-appetites-and-universal-appeal-chinas-long-history-of-panda-diplomacy-232487\" rel=\"nofollow noopener\" target=\"_blank\">panda diplomacy<\/a>. <\/p>\n<p>China has been <a href=\"https:\/\/www.scmp.com\/news\/china\/diplomacy\/article\/3222175\/how-has-chinas-panda-diplomacy-evolved-and-where-are-its-stars-now\" rel=\"nofollow noopener\" target=\"_blank\">sending pandas to other countries<\/a>, sometimes for <a href=\"https:\/\/www.sixthtone.com\/news\/1011656\" rel=\"nofollow noopener\" target=\"_blank\">obviously political<\/a> <a href=\"https:\/\/www.globaltimes.cn\/page\/202210\/1277477.shtml\" rel=\"nofollow noopener\" target=\"_blank\">reasons<\/a>, since the 1940s. The term \u201cpanda diplomacy\u201d became widespread when China gifted two pandas to the United States on <a href=\"https:\/\/www.washingtonpost.com\/history\/2022\/03\/16\/pandas-china-nixon-dc\/\" rel=\"nofollow noopener\" target=\"_blank\">Richard Nixon\u2019s 1972 visit<\/a>.<\/p>\n<p>In a <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/09512748.2025.2537424\" rel=\"nofollow noopener\" target=\"_blank\">new paper<\/a> published in The Pacific Review, we explain the importance of panda diplomacy for the Chinese state. This importance persists during times of high political tension between China and other countries that host pandas, such as the United States. And it persists despite <a href=\"https:\/\/www.theguardian.com\/world\/2019\/sep\/18\/outrage-in-china-as-giant-panda-on-loan-to-thailand-zoo-dies\" rel=\"nofollow noopener\" target=\"_blank\">growing concerns<\/a> about it <a href=\"https:\/\/edition.cnn.com\/2025\/01\/26\/china\/china-panda-diplomacy-intl-hnk\" rel=\"nofollow noopener\" target=\"_blank\">in China<\/a>. <\/p>\n<p>No other animal can match the giant panda\u2019s combination of <a href=\"https:\/\/www.smithsonianmag.com\/history\/the-science-behind-why-pandas-are-so-damn-cute-4271947\/\" rel=\"nofollow noopener\" target=\"_blank\">universal appeal<\/a> and <a href=\"https:\/\/www.thinkchina.sg\/politics\/not-just-cute-how-pandas-became-politicised-symbol-around-world\" rel=\"nofollow noopener\" target=\"_blank\">national distinctiveness<\/a>. The global popularity of pandas is a rare source of <a href=\"https:\/\/education.cfr.org\/learn\/reading\/what-soft-power\" rel=\"nofollow noopener\" target=\"_blank\">soft power<\/a> for China, inspiring <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/01292986.2020.1725075\" rel=\"nofollow noopener\" target=\"_blank\">warm feelings<\/a> and <a href=\"https:\/\/en.wikipedia.org\/wiki\/Kung_Fu_Panda\" rel=\"nofollow noopener\" target=\"_blank\">cultural acceptance<\/a>.<\/p>\n<\/p>\n<p>But the flipside of cuteness is vulnerability. Pandas are seen as \u201cnational treasures\u201d in China, and nationalist <a href=\"https:\/\/qz.com\/15080\/why-netizens-are-so-important-for-china\" rel=\"nofollow noopener\" target=\"_blank\">netizens<\/a> are <a href=\"https:\/\/www.nbcnews.com\/news\/world\/toxic-fans-china-panda-diplomacy-rcna158238\" rel=\"nofollow noopener\" target=\"_blank\">becoming upset<\/a>  about the practice of entrusting them to foreign powers. This is <a href=\"https:\/\/en.wikipedia.org\/wiki\/2005_anti-Japanese_demonstrations\" rel=\"nofollow noopener\" target=\"_blank\">not the only case<\/a> where Chinese popular nationalism has been at odds with the official nationalism of Chinese foreign policy.<\/p>\n<p>In our article, we explore these issues by looking at the Chinese government\u2019s response to the death of a panda in an American zoo. And we examine how the panda came to be such an emotionally charged and politically powerful symbol in the first place. <\/p>\n<p>The Memphis Zoo controversy<\/p>\n<p>In February 2023, the 25-year-old giant panda Lele <a href=\"https:\/\/www.commercialappeal.com\/story\/news\/2023\/02\/03\/memphis-zoo-giant-panda-lele-dead-at-25\/69869772007\/\" rel=\"nofollow noopener\" target=\"_blank\">died of heart disease<\/a> in Memphis Zoo, shortly before he was due to return to China at the end of his 20-year loan. His female companion, Yaya, <a href=\"https:\/\/edition.cnn.com\/2023\/05\/29\/asia\/china-us-ya-ya-panda-returns-beijing-zoo-intl-hnk\" rel=\"nofollow noopener\" target=\"_blank\">went back to China<\/a> soon after.<\/p>\n<p>Yaya had suffered from a skin condition for many years, and in 2020 American animal rights groups In Defense of Animals and Panda Voices <a href=\"https:\/\/www.commercialappeal.com\/story\/news\/2022\/02\/08\/billie-eilish-wants-giant-pandas-memphis-zoo-returned-china\/6705072001\/\" rel=\"nofollow noopener\" target=\"_blank\">began posting photos<\/a> of the pandas appearing dirty and emaciated, with missing fur. <\/p>\n<p>These photos generated <a href=\"https:\/\/thechinaproject.com\/2023\/04\/26\/the-memphis-zoo-pandas-touched-a-nerve-on-chinese-social-media\/\" rel=\"nofollow noopener\" target=\"_blank\">rumours on Chinese social media<\/a> that the pandas were being fed substandard bamboo and contaminated water. Much of the outrage and concern, expressed across millions of social media posts, was couched in nationalist terms.<\/p>\n<p>One Weibo user commented: <\/p>\n<p>our national treasure panda begging for food while kneeling is the same as us 1.4 billion Chinese people begging for food while kneeling!<\/p>\n<p>Another complained:<\/p>\n<p>pandas are claimed to be national treasures, but they are more like princesses in diplomatic marriages. In the face of national interests, whether a panda is doing well or dying is fundamentally unimportant.<\/p>\n<p>Many called for the <a href=\"https:\/\/www.globaltimes.cn\/page\/202303\/1286512.shtml\" rel=\"nofollow noopener\" target=\"_blank\">abolition of panda diplomacy<\/a>.<\/p>\n<\/p>\n<p>The Chinese government responds<\/p>\n<p>The Memphis Zoo controversy happened at one of the <a href=\"https:\/\/www.theguardian.com\/world\/2023\/jul\/22\/us-china-cultural-exchange-at-low-point-after-tensions-and-covid-data-shows\" rel=\"nofollow noopener\" target=\"_blank\">lowest points<\/a> in the recent history of relations between the US and China.<\/p>\n<p>Former president Joe Biden had just <a href=\"https:\/\/edition.cnn.com\/2023\/02\/04\/politics\/china-spy-balloon-tick-tock\" rel=\"nofollow noopener\" target=\"_blank\">ordered the destruction of a Chinese surveillance balloon<\/a> that had spent weeks in American airspace. Planned diplomatic talks had been cancelled, and both sides were accusing each other of infringing their sovereignty.<\/p>\n<\/p>\n<p>Under these circumstances, we might expect the Chinese government to exploit popular nationalist outrage directed at the United States. Instead, its response to the death and illness of the Memphis pandas was measured and conciliatory.<\/p>\n<p>Following Lele\u2019s death and just before Yaya\u2019s return, <a href=\"https:\/\/www.fmprc.gov.cn\/mfa_eng\/xw\/fyrbt\/lxjzh\/202405\/t20240530_11347609.html\" rel=\"nofollow noopener\" target=\"_blank\">Chinese Foreign Ministry spokesperson Mao Ning told reporters<\/a><br \/>\nthe pandas had received <\/p>\n<p>good care from the zoo and great affection from the American people [\u2026]. China stands ready to continue to work with cooperation partners including the US to play our part in protecting endangered species. <\/p>\n<p>Chinese zoological authorities <a href=\"https:\/\/www.giantpandaglobal.com\/zoo\/memphis-zoo\/joint-statement-by-cazg-memphis-zoo\/\" rel=\"nofollow noopener\" target=\"_blank\">confirmed<\/a> Lele and Yaya\u2019s conditions were normal for pandas \u201cin the geriatric phase of their lives\u201d. They declared that Memphis Zoo\u2019s care of the pandas was \u201cexcellent\u201d.<\/p>\n<p>The hawkish state-owned newspaper Global Times ran editorials <a href=\"https:\/\/www.globaltimes.cn\/page\/202303\/1287030.shtml\" rel=\"nofollow noopener\" target=\"_blank\">exonerating<\/a> the Americans, even while acknowledging nationalist concerns. It would <a href=\"https:\/\/www.globaltimes.cn\/page\/202305\/1291234.shtml\" rel=\"nofollow noopener\" target=\"_blank\">also exonerate a zoo in Thailand<\/a> where a panda died a few months later. Other newspapers ran stories about the broader benefits to China of panda diplomacy.<\/p>\n<\/p>\n<p>How the panda became a symbol with many meanings<\/p>\n<p>Both the online nationalist outrage and the calming state response to the Memphis controversy show the emotional weight and political importance of pandas in China.<\/p>\n<p>How did they get to be so important? <a href=\"https:\/\/www.h-net.org\/reviews\/showrev.php?id=55436\" rel=\"nofollow noopener\" target=\"_blank\">Historians have documented<\/a> that pandas were virtually absent from Chinese art, literature and culture until the 20th century.<\/p>\n<p>In historical terms, the panda is an unusual political symbol. Many national animal symbols are chosen for their ferocity, such as <a href=\"https:\/\/www.greenpower.org.hk\/eng-amazing-natures\/national-animals\" rel=\"nofollow noopener\" target=\"_blank\">lions<\/a>, eagles, and the <a href=\"https:\/\/www.chinahighlights.com\/travelguide\/article-chinese-dragons.htm\" rel=\"nofollow noopener\" target=\"_blank\">dragons<\/a> that long symbolised Imperial China.<\/p>\n<p>Pandas, on the other hand, are loved for their roundness, innocence and clumsiness. If a dragon can be seen as a nation\u2019s protective parent, a panda is more like its vulnerable child.<\/p>\n<p>The fact that wild pandas are only found in China deepens this attachment, much as it does for <a href=\"https:\/\/theconversation.com\/koalas-platypuses-and-pandas-and-the-power-of-soft-diplomacy-42051\" rel=\"nofollow noopener\" target=\"_blank\">Australians with koalas<\/a> or <a href=\"https:\/\/www.theguardian.com\/world\/2023\/may\/24\/we-have-offended-a-nation-miami-zoos-treatment-of-kiwi-bird-enrages-new-zealand\" rel=\"nofollow noopener\" target=\"_blank\">New Zealanders with kiwis<\/a>.<\/p>\n<p>Our search for mentions of xiongmao (panda) in China\u2019s People\u2019s Daily newspaper shows a developing consciousness of pandas as a rare national animal from the 1950s onwards. This was accelerated in the 1970s by the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Chi_Chi_(giant_panda)\" rel=\"nofollow noopener\" target=\"_blank\">popularity<\/a> of <a href=\"https:\/\/nationalzoo.si.edu\/animals\/history-giant-pandas-zoo\" rel=\"nofollow noopener\" target=\"_blank\">pandas gifted to other countries<\/a>, and the widespread commercialisation of panda images.<\/p>\n<p>In 1983, the wild panda population in Sichuan was <a href=\"https:\/\/time.com\/archive\/6860281\/science-battling-a-bamboo-crisis\/\" rel=\"nofollow noopener\" target=\"_blank\">brought to the brink of starvation<\/a> by the flowering and death of bamboo plants. This led to the <a href=\"https:\/\/www.csmonitor.com\/1983\/1222\/122209.html\" rel=\"nofollow noopener\" target=\"_blank\">mass mobilisation of the population to save the precious bears<\/a> through donations and volunteering. <\/p>\n<p>This incident enshrined the language of pandas as \u201cnational treasures\u201d. It also elevated the panda as a global icon of wildlife conservation. Today, conservation research is China\u2019s <a href=\"https:\/\/www.globaltimes.cn\/page\/202411\/1323830.shtml\" rel=\"nofollow noopener\" target=\"_blank\">main public reason<\/a> for sending pandas abroad.<\/p>\n<p>The 21st century panda has many layers of accumulated symbolism. It is a symbol of China, a symbol of international friendship, a symbol of global environmental consciousness, and a symbol of the universal <a href=\"https:\/\/aeon.co\/ideas\/why-the-power-of-cute-is-colonising-our-world\" rel=\"nofollow noopener\" target=\"_blank\">power of cute<\/a>.<\/p>\n<p>These symbolic layers have generated complex and contradictory political emotions around pandas in China. <\/p>\n<p>In 2023 there was widespread speculation that pandas would not be returning to the <a href=\"https:\/\/www.nytimes.com\/2023\/11\/08\/us\/politics\/panda-zoo-china.html\" rel=\"nofollow noopener\" target=\"_blank\">United States<\/a> and <a href=\"https:\/\/www.abc.net.au\/news\/2023-12-09\/what-is-china-panda-diplomacy\/103185260\" rel=\"nofollow noopener\" target=\"_blank\">Australia<\/a> because of their poor relationships with China. That speculation turned out to be <a href=\"https:\/\/www.georgetown.edu\/news\/dc-pandas-return-ask-a-professor\/\" rel=\"nofollow noopener\" target=\"_blank\">premature<\/a>.<\/p>\n<p>But the question of whether \u201cnational treasure\u201d pandas should be diplomats will remain a difficult one in a world defined by both environmental and human vulnerability.<\/p>\n","protected":false},"excerpt":{"rendered":"Anthony Albanese\u2019s recent visit to Chengdu\u2019s panda breeding base showed the enduring power of China\u2019s panda diplomacy.
