November jobs report is landing at an odd time \u2013 on a Tuesday in mid-December, instead of (what\u2019s usually) the first Friday of the month \u2013 due to the lingering impact of the historically long government <a href=\"https:\/\/www.cnn.com\/2025\/11\/13\/politics\/government-shutdown-ends-federal-workers-return\" rel=\"nofollow noopener\" target=\"_blank\">shutdown<\/a>.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj77n3jw00063j6qv62phmtp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The 43-day federal funding lapse resulted in a flash-freeze of crucial economic data at a critical juncture for American businesses and households.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj78egw9000m3j6qr55zqp03@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The slow, steady thaw of deferred data over the past month, is building more into a deluge this week: In the next three days, major reports on retail sales, inflation and the labor market will be released.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj78dir0000h3j6qgzh5du87@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n             And the latter two come with a bit of a holiday bonus: The jobs report and the Consumer Price Index release for November both will be packaged with roughly half of October\u2019s data.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj78dp8j000k3j6q8a7bjmb2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            If it wasn\u2019t so unprecedented, it would be quite fitting in a season filled with buy-one-get-one-50%-off deals.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj77nzg6000a3j6qmh2ezdaa@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Tuesday morning\u2019s jobs report is expected to  show that just 40,000 jobs were added last month and the unemployment rate held steady at 4.4% \u2013 historically low but still higher than in recent years.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj364iff000f3j6qbja6ct41@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Still, economists say the report could be more than a little muddled this time around.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj75xynx000b3b6p2bvt6uv5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThese government shutdowns don\u2019t come around very often, and so there\u2019s always a little bit of uncertainty when you have an operation as large as what the [Bureau of Labor Statistics] does for the jobs report,\u201d said Daniel Zhao, chief economist at Glassdoor. \u201cSo, I think it bears being humble going into the report and being prepared for anything.\u201d\n    <\/p>\n<p>        Why one and a half jobs reports?<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj37uu3m000a3j6q1x1yhrbw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The BLS\u2019 monthly snapshot of the labor market is generated from <a href=\"https:\/\/www.bls.gov\/web\/empsit\/ces_cps_trends.htm\" target=\"_blank\" rel=\"nofollow noopener\">two robust surveys<\/a>: One of businesses and public sector entities (tracking payroll, wages and hours) and the other of households (tracking labor force status with demographic detail). The latter survey is conducted in partnership with the US Census Bureau, whose workers interview households and collect the raw data from in-person visits, phone calls, emails and online.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj38f6ey000m3j6qvmt4xgit@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            However, the major federal statistical agencies effectively went dark during the shutdown that lasted from October 1 to November 12. The vast majority of workers were furloughed, and the agencies themselves suspended the collection, processing and distribution of practically all data.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/12\/gettyimages-2246208801.jpg\" alt=\"The US Capitol in Washington, DC, on November 14.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1334\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj38z7ff000y3j6qksz7yncq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIn practice, it\u2019s surprisingly hard to ask people what they were doing in the past,\u201d Zhao said. \u201cTheir recall diminishes pretty quickly. And so, instead, it\u2019s reasonable just to start looking at the data moving forward.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj38h3h3000p3j6qglzkpjcj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            With no workers able to conduct the household interviews during the survey week, the BLS later announced that October labor force data \u2013 including the unemployment rate \u2013 would not be available and the agency would not release a separate jobs report for that month. Instead, October data collected electronically would be included with the November jobs report.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj38k40m000s3j6q0c9p0sqk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            For November, the collection period for both surveys was extended, and extra processing time was afforded, BLS said. As a result, the November jobs report was pushed back from December 5 to December 16.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj3a7auy001s3j6qqnsgw69p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI think there\u2019s a placid pace of jobs growth that seems most likely for the report,\u201d Zhao said. \u201cThere is, of course, a big asterisk on that.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj76d9de000n3b6plzh10tnv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That\u2019s because the impact of the shutdown disruptions should become much clearer on Tuesday: The BLS, which has robust transparency practices, inserts box notes into reports when important context or technical matters warrant.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj3a9ioe001w3j6qje571lr4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While more than 700,000 federal workers were furloughed during the 43-day shutdown, a large negative number for October and a subsequent employment boom for November is not expected, Bank of America economist Shruti Mishra wrote in a recent note to investors.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj3anuyy00293j6q4u455t5p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe establishment survey counts workers who were paid\/expect to be paid for any part of the reference week as employed,\u201d she wrote. \u201cIndeed, the shutdown had a minimal impact on payrolls in 2013 and 2019.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj3aotrn002c3j6qygsam1pf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            If anything, it\u2019s possible that the jobs data for both October and November could be fuller and less subject to revision because of the longer submission and collection time frames, Zhao said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj3al0gu00273j6qf1f3evf0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While Tuesday\u2019s report will have a more-partial-than-typical picture of the labor market, a slew of private and public data released in recent weeks has helped fill in the blanks.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj3as99g002l3j6qe2ibsk7j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Payroll giant ADP\u2019s monthly private-sector employment reports estimated a net gain of 47,000 jobs for October and <a href=\"https:\/\/www.cnn.com\/2025\/12\/03\/economy\/us-adp-private-jobs-report-november\" rel=\"nofollow noopener\" target=\"_blank\">a net loss of 32,000 jobs for November<\/a>.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/12\/gettyimages-2237355016.jpg\" alt=\"Job seekers at the Mega JobNewsUSA South Florida Job Fair in Sunrise, data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj3b0v6s002x3j6qllua0jbh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Weekly unemployment claims, which are watched closely as a proxy for layoff activity, have largely held steady (minus distortions caused by the Thanksgiving holiday week).\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj3b46du00333j6q9v5jsh17@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Also, <a href=\"https:\/\/www.cnn.com\/2025\/12\/09\/economy\/us-jolts-job-openings-october-september\" rel=\"nofollow noopener\" target=\"_blank\">new BLS data released last week<\/a> showed that although job openings increased in October, hiring continued to stall, layoff activity picked up, and employees clung to their jobs with white knuckles.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj3b940y00363j6qp65lvtm3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI think the September jobs number was probably a high-water mark for what we\u2019re going to see in the more recent data,\u201d said Tyler Schipper, an associate professor of economics at the University of St. Thomas in St. Paul, Minnesota. \u201cI think my estimation is somewhere between 0 and 50,000 jobs between the two reports. One of them might end up being negative and one of them might end up being positive.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj3bc3qm003a3j6qqjzulzfe@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cBut I don\u2019t expect a change from this stalemate where we\u2019re not creating enough jobs to keep the unemployment rate down,\u201d he added.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj3au4mu002q3j6qb4y23nvt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Still, even before the shutdown, the October jobs report was projected to show weak, if not negative, employment growth.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj37tqv500073j6qrchp11zv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Between 100,000 and 150,000 federal workers were expected to drop off the payrolls on October 1, after accepting the \u201cfork in the road\u201d paid leave buyout offers put forth months earlier by the Trump administration\u2019s Department of Government Efficiency initiative.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj39eb2s001c3j6qfwivsyz0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That\u2019s roughly 5% of overall federal employment and a sliver of overall employment, but the bulk decrease will distort October\u2019s payroll estimates.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj3a24si001k3j6qhv04nq0y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It\u2019s possible that October could show a net loss of 65,000 jobs, Mishra wrote, pegging a loss of 120,000 jobs in the public sector and a 55,000-job gain in the private sector.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj3a0yts001i3j6qcti7xu6u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That would be a steep downturn from the higher-than-expected employment growth of 119,000 jobs in September, a figure that Mishra said could be revised lower.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj39rsr6001f3j6qkirwn4fr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Beyond the headline payroll numbers and the November unemployment rate, the innards of last month\u2019s establishment and household surveys could provide an even more critical look at how the backbone of the US economy is faring, economists say.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj3bt5yv003r3j6qbg86ae4u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The industry-specific breakdown of job gains will be important to watch, noted Dean Baker, senior economist at the Center for Economic and Policy Research.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/12\/gettyimages-2233563133.jpg\" alt=\"A server in a New York restaurant on September 6.\" class=\"image_large__dam-img class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj3bk5ro003p3j6qedncqf4j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            He expects goods-related sectors to see employment fall again while health care and potentially restaurants will continue to lead job gains.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj3buvjg003w3j6q4c9hi30e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Wage growth is expected to slow, which could further put pressure on future consumer spending.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj3bfid3003g3j6qe7jdoqq9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trajectory of labor force participation rates, employment to population ratios and unemployment data will be important guideposts to how Americans are experiencing the jobs market, said Cory Stahle, economist at the Indeed Hiring Lab.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj398krp00163j6qz2fr82jp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAt the end of the day, if you\u2019re making 100,000 jobs a month but \u2026 the unemployment rate is going up or people are saying, \u2018I just can\u2019t find anything; I\u2019m not going to participate and look for a job anymore,\u2019\u201d that will eventually catch up to the labor market, Stahle said.\n    <\/p>\n","protected":false},"excerpt":{"rendered":"The November jobs report is
