{"id":353670,"date":"2025-12-18T17:09:08","date_gmt":"2025-12-18T17:09:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/353670\/"},"modified":"2025-12-18T17:09:08","modified_gmt":"2025-12-18T17:09:08","slug":"hhs-moves-to-slash-funding-and-access-to-care-for-transgender-minors","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/353670\/","title":{"rendered":"HHS moves to slash funding and access to care for transgender minors"},"content":{"rendered":"<p id=\"anchor-4ec61a\" class=\"body-graf\">The Trump administration announced Thursday that it would begin to take steps aimed at ending transition-related care \u2014 or what the Department of Health and Human Services has termed \u201csex-rejecting procedures\u201d \u2014 for minors nationwide. <\/p>\n<p id=\"anchor-cddece\" class=\"body-graf\">\u201cThese actions will ensure that the federal government in no way funds directly gender transition procedures on minors and also does not fund facilities that perform these procedures,\u201d a department official said in a call with reporters Thursday. <\/p>\n<p id=\"anchor-028600\" class=\"body-graf\">Health and Human Services Secretary Robert F. Kennedy Jr. and other department officials are scheduled to provide details about the moves later Thursday.<\/p>\n<p id=\"anchor-75ffef\" class=\"body-graf\">The HHS official said the Centers for Medicare and Medicaid Services will begin the rulemaking process to prohibit hospitals from providing puberty blockers, hormone therapy and surgeries to minors as a condition of participation in Medicare and Medicaid, and to bar Medicaid funding from being used for such care.<\/p>\n<p id=\"anchor-a6d859\" class=\"body-graf\">Dr. Kenneth Haller, a pediatrician based in St. Louis, called HHS\u2019 actions \u201canti-science\u201d during a press briefing held by the Human Rights Campaign, the nation\u2019s largest LGBTQ advocacy group, on Tuesday. He said efforts to restrict access to such care still allow the treatments for children with other conditions that affect hormone production, for example.<\/p>\n<p id=\"anchor-aa5e76\" class=\"body-graf\">As long as the treatments affirm a child\u2019s birth gender, Haller said, \u201cthese people don\u2019t have a problem with it.\u201d He added, \u201cthat same care for kids who are transgender is what they say is wrong. There\u2019s no science behind it.\u201d<\/p>\n<p id=\"anchor-1d41c1\" class=\"body-graf\">HHS also announced Thursday that the Food and Drug Administration will issue warning letters to 12 manufacturers and retailers of breast binders for minors for the purposes of treating gender dysphoria, which is the distress that results from a misalignment between a person\u2019s gender identity and birth sex, alleging that the manufacturers are participating in illegal marketing, the department official said.<\/p>\n<p id=\"anchor-bdc6a2\" class=\"body-graf\">HHS\u2019 Office for Civil Rights also proposed a revision to Section 504 of the Rehabilitation Act of 1973, which prohibits discrimination in federally funded programs, to clarify that the definitions of \u201cdisability\u201d exclude gender dysphoria that does not result from physical impairments. The HHS official said the clarification is intended to \u201cresolve an ambiguity\u201d that the Biden administration introduced into the preamble of Section 504 in 2024 that suggested gender dysphoria may qualify as a disability and, as a result, \u201ccreated confusion about the scope of HHS funding recipients obligations to those individuals under the disability rights requirements of section 504.\u201d<\/p>\n<p id=\"anchor-bb8604\" class=\"body-graf\">The proposed CMS rules will be finalized after a 60-day comment period, the department official said. <\/p>\n<p id=\"anchor-3555db\" class=\"body-graf\">The HHS proposals are the latest effort from the Trump administration to restrict access to certain transgender care for both minors and adults. <\/p>\n<p id=\"anchor-96c451\" class=\"body-graf\">In the first few weeks of his second term, President Donald Trump issued multiple executive orders targeting trans people, including an order declaring that there are <a href=\"https:\/\/www.nbcnews.com\/nbc-out\/out-politics-and-policy\/trump-sign-executive-orders-proclaiming-are-only-two-biological-sexes-rcna188388\" target=\"_blank\" rel=\"nofollow noopener\">only two unchangeable sexes<\/a> and another <a href=\"https:\/\/www.nbcnews.com\/nbc-out\/out-politics-and-policy\/trump-signs-sweeping-order-restrict-transgender-care-minors-nationwide-rcna189719\" target=\"_blank\" rel=\"nofollow noopener\">barring federal funding<\/a> from going to hospitals that provide transition-related care to minors. In May, HHS <a href=\"https:\/\/www.nbcnews.com\/nbc-out\/out-health-and-wellness\/hhs-breaks-major-us-medical-groups-review-pediatric-gender-care-rcna204185\" target=\"_blank\" rel=\"nofollow noopener\">released a review declaring that the quality of evidence<\/a> regarding the effects of gender-affirming care for minors \u201cis very low,\u201d breaking with the majority of U.S. medical associations, which support access to such care and have condemned efforts to restrict it.  <\/p>\n<p id=\"anchor-d95072\" class=\"body-graf\">The Trump administration\u2019s policies built on an increasingly restrictive environment for trans care. In the last few years, <a href=\"https:\/\/www.lgbtmap.org\/equality-maps\/healthcare_youth_medical_care_bans\" target=\"_blank\" rel=\"nofollow noopener\">27 states have enacted measures<\/a> prohibiting access to certain transition-related treatments for minors, according to Movement Advancement Project, an LGBTQ think tank. Families who could afford it began traveling to the remaining states where care remained legal.<\/p>\n<p id=\"anchor-142ce2\" class=\"body-graf\">But in July, the <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/doj-subpoenas-20-doctors-clinics-provide-trans-care-minors-rcna218141\" target=\"_blank\" rel=\"nofollow noopener\">federal government began investigating providers<\/a> across the country, resulting in <a href=\"https:\/\/www.nbcnews.com\/nbc-out\/out-news\/least-21-hospitals-ended-restricted-trans-care-minors-january-rcna226640\" target=\"_blank\" rel=\"nofollow noopener\">more than 20 hospitals<\/a> \u2014 including those in liberal cities such as Los Angeles and Boston \u2014 rolling back or ending their gender-affirming care programs for minors and some young adults. <\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/12\/251218-Gonzales-family-gk-adf5c9.jpg\" alt=\"Image: Frank and Rachel Gonzales with their kids: Libby, 15, Cecilia, 12, and Henry, 10.\" height=\"2500\" width=\"1875\"\/>Frank and Rachel Gonzales with their children: Libby, 15, Cecilia, 12, and Henry, 10.Courtesy Rachel Gonzales<\/p>\n<p id=\"anchor-f26566\" class=\"body-graf\">The environment has led some trans adults and families with trans children, like the Gonzales\u2019, <a href=\"https:\/\/www.nbcnews.com\/nbc-out\/out-news\/families-say-leaving-us-anti-transgender-climate-rcna206560\" target=\"_blank\" rel=\"nofollow noopener\">to leave the country<\/a>. Rachel Gonzales\u2019 three children are fifth-generation Texans, and she has been fighting anti-trans legislation in the state since her trans daughter, Libby, was 6 years old. <a href=\"https:\/\/www.nbcnews.com\/nbc-out\/out-politics-and-policy\/texas-considered-dozens-anti-trans-bills-moms-helped-stop-rcna2355\" target=\"_blank\" rel=\"nofollow noopener\">For years, she has said<\/a> they had no plans to leave the state. But due to the federal government\u2019s actions to restrict access to transition care, she and her husband moved Libby, who is now 15, and their other two children out of the United States to a country Gonzales declined to disclose.<\/p>\n<p id=\"anchor-f939c1\" class=\"body-graf\">\u201cLiving in Texas, we became targets of politicians who have boldly rejected the consensus of medical experts and decided that they know better than Libby, my husband and I, and our team of physicians and have opted to use us as their political targets, instead of allowing us the parental rights that they so claim to advocate for,\u201d Gonzales said during the press briefing held by the Human Rights Campaign.<\/p>\n<p id=\"anchor-fa2e58\" class=\"body-graf\">Just a day before the HHS announcement, the House <a href=\"http:\/\/nbcnews.com\/politics\/trump-administration\/live-blog\/live-updates-trump-set-deliver-national-address-fcc-chair-testify-sena-rcna249040\/rcrd94673?canonicalCard=true\" target=\"_blank\" rel=\"nofollow noopener\">passed a bill<\/a> that <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/3492\/text\" target=\"_blank\" rel=\"nofollow noopener\">would charge doctors with a felony<\/a> punishable by up to 10 years in prison if they provide gender-affirming care for minors. The legislation, introduced by Rep. Marjorie Taylor Greene, R.-Ga., is expected to die in the Senate but marks the harshest federal penalty for doctors providing transition-related care to minors ever passed by the House. <\/p>\n<p id=\"anchor-3aff76\" class=\"body-graf\">Greene called the bill\u2019s passage \u201ca win for children all over America,\u201d <a href=\"https:\/\/x.com\/RepMTG\/status\/2001452310627770401\" target=\"_blank\" rel=\"nofollow\">in a post on X<\/a> on Wednesday.<\/p>\n<p id=\"anchor-ef0e3a\" class=\"endmark body-graf\">Rep.
