{"id":353924,"date":"2025-12-18T19:59:07","date_gmt":"2025-12-18T19:59:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/353924\/"},"modified":"2025-12-18T19:59:07","modified_gmt":"2025-12-18T19:59:07","slug":"ottawa-to-shift-nearly-1-billion-from-public-service-pension-fund-to-general-revenues","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/353924\/","title":{"rendered":"Ottawa to shift nearly $1-billion from public-service pension fund to general revenues"},"content":{"rendered":"<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/NVOMOXOJDJE5FKNLYTDQKYACG4.JPG?auth=687079f1cc5cbdf9c65d98573ca6478da1dbe8fdb41d7310be806a7cc721407a&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"0\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Treasury Board President Shafqat Ali announced on Thursday plans to shift nearly $1-billion from public-service pension fund to the government&#8217;s general revenues.Sean Kilpatrick\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">The federal government is shifting nearly $1-billion in surplus funds from the public-service pension fund into general revenues, a move that is legally allowed but sharply criticized by unions.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Treasury Board of Canada Secretariat Shafqat Ali announced the decision Thursday afternoon. <\/p>\n<p class=\"c-article-body__text text-pr-5\">He said in a statement that independent actuarial reports show the public-service pension fund remains well managed and sustainable. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The Public Service Superannuation Act states that the size of the pension\u2019s funded ratio cannot exceed 125 per cent. The Minister said the fund is at 125.5 per cent, meaning there is an excess surplus of \u201capproximately $0.9-billion\u201d as of March 31, 2025.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The government intends to transfer the non-permitted surplus to the consolidated revenue fund, a central government bank account, where it will be held along with last year\u2019s non-permitted surplus. He said discussions with stakeholders about how those funds will be used \u201cwill be held as appropriate.\u201d \u201cOnce the transfer is made, there will no longer be a non-permitted surplus in the fund,\u201d the Minister said. <\/p>\n<p class=\"c-article-body__text text-pr-5\">In a news release, the Treasury Board said the public pension plan is fully guaranteed by the Government of Canada. It notes that the government is required to top up the fund in the event that it falls into a deficit. This situation occurred between 2013 and 2018, when $2.8-billion in deficit payments were made to the fund.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Last year, Ottawa collected a $1.9-billion non-permitted surplus from the fund.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Public Service Alliance of Canada has long criticized the practice of shifting surpluses into general revenue.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The union has a \u201cStop Pension Theft Campaign\u201d on its website.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWorkers and employers contribute together to the pension fund.
