Christmas, as cash-strapped shoppers <a href=\"https:\/\/www.theguardian.com\/business\/2025\/nov\/25\/black-friday-discounts-fail-to-offer-cheapest-prices-which-research-finds\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">held back on Black Friday spending<\/a>, and uncertainty before the budget dampened consumer confidence.<\/p>\n<p class=\"dcr-130mj7b\">Sales volumes in Great Britain fell 0.1% month on month in November, according to official figures from the <a href=\"https:\/\/www.theguardian.com\/uk\/office-for-national-statistics\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Office for National Statistics<\/a> (ONS).<\/p>\n<p class=\"dcr-130mj7b\">Economists had been expecting sales growth of 0.4% compared with October, fuelled by the annual <a href=\"https:\/\/www.theguardian.com\/business\/black-friday\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Black Friday<\/a> sales bonanza.<\/p>\n<p class=\"dcr-130mj7b\">The ONS said that its seasonally adjusted data \u2013 which takes into account that last year Black Friday fell into its December reporting period, instead of the usual November \u2013 showed that its impact on retail sales was <a href=\"https:\/\/www.theguardian.com\/business\/2025\/nov\/25\/black-friday-discounts-fail-to-offer-cheapest-prices-which-research-finds\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">\u201cslightly weaker than usual\u201d<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThis year November\u2019s Black Friday discounts did not boost sales as much as in some recent years,\u201d said Hannah Finselbach, a senior statistician at the ONS. \u201cMeanwhile, our separate household survey showed that although some people said they were planning to do more shopping this Black Friday than last, almost twice as many said they were planning to do less.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Sales at non-store retailers, primarily online retailers, dropped 2.9% month on month in November.<\/p>\n<p class=\"dcr-130mj7b\">Sales in Great Britain have fallen for <a href=\"https:\/\/www.theguardian.com\/business\/2025\/nov\/21\/uk-retail-sales-drop-black-friday-budget\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">two consecutive months<\/a> in the crucial \u201cgolden quarter\u201d for retailers in the run-up to Christmas.<\/p>\n<p class=\"dcr-130mj7b\">\u201cSpeculation around potential tax hikes and the wettest weather seen this year dampened retail sales in November,\u201d said Jacqui Baker, the head of retail at RSM UK. \u201cThe drop in sales compounded a bleak start to the all-important golden quarter.<\/p>\n<p class=\"dcr-130mj7b\">\u201cHowever, consumer confidence has ticked up in December, highlighting a potential budget bounce which will hopefully translate into a late surge in sales as people hit the high street in a last-minute rush.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The ONS revised <a href=\"https:\/\/www.theguardian.com\/business\/2025\/nov\/21\/uk-retail-sales-drop-black-friday-budget\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">October\u2019s 1.1% sales slump to 0.9%<\/a> and revised down the 0.8% growth recorded in September to 0.7%.<\/p>\n<p class=\"dcr-130mj7b\">Supermarket sales fell for the fourth consecutive month, down 0.5% month on month, while online jewellery sales also suffered.<\/p>\n<p class=\"dcr-130mj7b\">Non-food stores \u2013 the total of department stores, clothing, household and other non-food retailers \u2013 rose 1% month on month.<\/p>\n<p class=\"dcr-130mj7b\">Department stores, footwear and leather goods retailers reported an increase in sales.<\/p>\n<p class=\"dcr-130mj7b\">\u201cAfter a dip last month, retailers will be disappointed to see sales fall again in November, especially given the significance of Black Friday in the industry calendar,\u201d said Deann Evans, the managing director for the European region at Shopify. \u201cThe blow is heightened further following what were encouraging signs and positive sentiment in the lead-up to Black Friday weekend.\u201d<\/p>\n<p class=\"dcr-130mj7b\">On Friday, the UK financial watchdog confirmed that the \u00a3100 limit on contactless card purchases <a href=\"https:\/\/www.theguardian.com\/money\/2025\/sep\/10\/uk-contactless-payments-could-go-above-100-pounds-or-become-unlimited\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">was to be lifted<\/a> from March.<\/p>\n<p class=\"dcr-130mj7b\">The Financial Conduct Authority said banks and card providers would be given the power to set their own limits on how much shoppers will be able to spend in a single payment without having to insert their card and use a four-digit pin.<\/p>\n","protected":false},"excerpt":{"rendered":"Retail sales unexpectedly
