{"id":357412,"date":"2025-12-20T10:31:10","date_gmt":"2025-12-20T10:31:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/357412\/"},"modified":"2025-12-20T10:31:10","modified_gmt":"2025-12-20T10:31:10","slug":"brazil-commits-to-rapid-energy-roadmap-deadline-for-key-ministries","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/357412\/","title":{"rendered":"Brazil commits to rapid energy roadmap deadline for key ministries"},"content":{"rendered":"<p>Stay informed with free updates<\/p>\n<p class=\"article__content-sign-up-topic-description o3-type-body-base\">Simply sign up to the Climate change myFT Digest &#8212; delivered directly to your inbox.<\/p>\n<p>Brazil has committed to a two-month deadline for key ministries to set out plans for how to end a dependency on oil and gas, after the UN COP30 chief executive affirmed President Luiz In\u00e1cio Lula da Silva\u2019s backing for a \u201croadmap\u201d for a transition from fossil fuels.<\/p>\n<p>A presidential dispatch this month ordered four government departments to prepare within 60 days draft guidelines for the development of a \u201croadmap for a just and planned energy transition, with a view to gradually reducing the country\u2019s dependence on fossil fuels\u201d.<\/p>\n<p>It applies to the departments of mines and energy, finance, environment and the chief of staff\u2019s office. UN COP30 chief executive Ana Toni told the recent <a href=\"https:\/\/globalboardroom.ft.com\/\" title=\"\" data-trackable=\"link\" rel=\"nofollow noopener\" target=\"_blank\">FT Global Boardroom<\/a> conference that she believed Brazil could demonstrate to other economies how to wean themselves off fossil fuels. <\/p>\n<p>The directive calls on the ministries to propose financing mechanisms for putting in place an energy transition policy, including the creation of a dedicated fund that will be backed by government oil and gas revenues.<\/p>\n<p>Most of the South American nation\u2019s domestic energy needs are met by renewable energy or biofuels, but it is a top-10 producer of crude oil, which is the country\u2019s top source of export revenues.<\/p>\n<p>\u201cPresident Lula was extremely helpful in the way he put it. We need to end our dependency,\u201d Toni said. \u201cAnd that dependency is of companies, a dependency of countries, of municipalities.<\/p>\n<p>\u201cSo what I hope the roadmap will do is to show\u2009.\u2009.\u2009.\u2009the criteria for us to start thinking about how to diminish those dependencies,\u201d she added. \u201cFor the first time, people are able to imagine a scenario in which we are [either] much less \u2014 or not \u2014 dependent on fossil fuels in the economy.\u201d<\/p>\n<p>As crude output rises from the country\u2019s deep-sea fields in the Atlantic, Bras\u00edlia has a goal to become a top-five producer globally by the end of the decade, when production is forecast to peak.\u00a0<\/p>\n<p>The \u201croadmap\u201d effort will involve elements of the Lula administration that are known for diverging positions on fossil fuels. Together with state-controlled oil company Petrobras, mines and energy minister Alexandre Silveira has pushed strongly for new hydrocarbon prospecting off <a href=\"https:\/\/www.ft.com\/brazil\" title=\"\" data-trackable=\"link\" rel=\"nofollow noopener\" target=\"_blank\">Brazil<\/a>\u2019s coastline in order to replenish reserves.\u00a0<\/p>\n<p>This resulted in the controversial move, just weeks before Brazil hosted COP30 in the port city of Bel\u00e9m, to grant Petrobras a permit for test drilling in the sea hundreds of miles from the mouth of the Amazon river.<\/p>\n<p>Silveira has argued there is no contradiction with Brazil\u2019s aspirations to lead the world\u2019s transition to green energy. <\/p>\n<p>By contrast, the environment ministry, headed by life-long green campaigner Marina Silva, has advocated for more decisive action on fossil fuels. While avoiding open clashes with cabinet colleagues, Silva has previously called for a \u201cceiling\u201d on <a href=\"https:\/\/www.ft.com\/oil\" title=\"\" data-trackable=\"link\" rel=\"nofollow noopener\" target=\"_blank\">oil<\/a> exploration.<\/p>\n<p>COP30 chief Toni said that Brazil would \u201cneed to plan\u201d because its economy would suffer from the wind-down of revenues from fossil fuels. \u201cSo if we don\u2019t plan, if we don\u2019t use the resources that we have in a wise manner \u2014 countries that will not plan \u2014 they will be left behind.\u201d<\/p>\n<p>The roadmap proposal became a lightning<a href=\"https:\/\/www.ft.com\/content\/ba98ceac-b9c0-40bc-8b83-f06c4914852e\" title=\"\" data-trackable=\"link\" rel=\"nofollow noopener\" target=\"_blank\"> rod at the UN climate summit <\/a>in Brazil last month, after more than 80 countries backed it. It was, in effect, blocked by petrostates and developing nations, however, as the UN consensus approach required all of the 194 countries to agree. <\/p>\n<p class=\"n-content-recommended__title o3-type-body-highlight\">Recommended<\/p>\n<p><a href=\"https:\/\/www.ft.com\/content\/959937d6-d9af-46ab-b7ea-cbd4f183080c\" data-trackable=\"image-link\" data-trackable-context-story-link=\"image-link\" tabindex=\"-1\" aria-hidden=\"true\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" class=\"o-teaser__image\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/12\/https:\/\/images.ft.com\/v3\/image\/raw\/https%3A%2F%2Fd1e00ek4ebabms.cloudfront.net%2Fproduction%2Ff332d7.jpeg\" alt=\"A shepherd dog stands on cracked, dry ground beside a flock of sheep grazing in the parched Studen Kladenets reservoir bed.\"\/><\/a><\/p>\n<p>But Brazil pledged to press ahead with its own plans, and hopes other nations will join. Toni cited the efforts of Norway, which has similarly made a domestic shift to clean energy and is reliant on oil and gas exports.<\/p>\n<p>Suely Ara\u00fajo, public policy co-ordinator at the non-profit Climate Observatory, agreed the roadmap initiative could help the country move away from fossil fuels, but that it needed to \u201cgo beyond the narrative sphere\u201d.
