Energy regulator delays forecast"},"content":{"rendered":"<p>Canada\u2019s national energy regulator has postponed its report outlining future demand for fossil fuels, citing an \u201cevolving energy and policy landscape.\u201d<\/p>\n<p>The move comes as both Ottawa and Washington have recently scrapped numerous climate rules while Prime Minister Mark Carney has promoted oil and gas projects as \u201cnation-building\u201d endeavours.<\/p>\n<p>The regulator had expected to issue updated projections for \u201c<a href=\"https:\/\/www.cerdialogue.ca\/canada-s-energy-future\" rel=\"noopener nofollow\" target=\"_blank\">early in 2025<\/a>,\u201d but it\u2019s been more than a year since it released the results of its public <a href=\"https:\/\/ehq-production-canada.s3.ca-central-1.amazonaws.com\/19a4bf87463917d45fa7035bb45b6a0abfd75f28\/original\/1729542645\/065dd57724235f8a74174dd253d64f5a_A_Summary_of_What_We_Heard.pdf?X-Amz-Algorithm=AWS4-HMAC-SHA256&amp;X-Amz-Credential=AKIA4KKNQAKIII4DU7AG%2F20251218%2Fca-central-1%2Fs3%2Faws4_request&amp;X-Amz-Date=20251218T151451Z&amp;X-Amz-Expires=300&amp;X-Amz-SignedHeaders=host&amp;X-Amz-Signature=a28d778ea0533e9c97369bcbd1dc4b88296c328de9ecb3a4d2e927c4f35372c0\" rel=\"noopener nofollow\" target=\"_blank\">consultations<\/a> for that report. Now it has decided to hold off publishing for the time being, communications officer Amanda Fedorchuk told The Narwhal.<\/p>\n<p>\u201cWith the recent significant shifts in North American energy markets and policy context, we decided to defer the release of the next [Canada\u2019s Energy Future]. The report was delayed to allow for a comprehensive assessment of the evolving energy and policy landscape, ensuring our analysis is relevant, fact-based and timely,\u201d she said.<\/p>\n<p>The Canada Energy Regulator oversees pipelines and powerlines that cross national or provincial borders, as well as offshore drilling and some exploration in the North. When the regulator put out the most recent version of its \u201cenergy future\u201d <a href=\"https:\/\/www.cer-rec.gc.ca\/en\/data-analysis\/canada-energy-future\/2023\/\" rel=\"noopener nofollow\" target=\"_blank\">report<\/a> in 2023, it caused a major stir. It found that, in a world aiming for net-zero carbon emissions and easing away from fossil fuel dependency, oil production in Canada would begin to <a href=\"https:\/\/www.cbc.ca\/news\/science\/cer-energy-report-net-zero-1.6883225\" rel=\"noopener nofollow\" target=\"_blank\">decline<\/a> as early as next year and drop off a cliff over the next three decades.<\/p>\n<p>\u201cCanada\u2019s energy landscape would look dramatically different than it does today in a net-zero world,\u201d the regulator <a href=\"https:\/\/www.cer-rec.gc.ca\/en\/about\/news-room\/news-releases\/2023\/canada-energy-regulator-projects-major-transformation-canada-energy-system-net-zero-world.html\" rel=\"noopener nofollow\" target=\"_blank\">said<\/a> in June 2023. It noted the push for emissions reductions would mean Canadians and others around the world switch to electric vehicles and heat pumps, actions that would leave countries oversupplied with petroleum and lower demand for Canadian fossil fuels.<\/p>\n<p>The shift to clean energy is meant to combat a rapidly heating planet caused by the emissions from burning fossil fuels, as well as the extraction, refining and transporting necessary to produce gasoline, diesel and natural gas.<\/p>\n<p>The federal government <a href=\"https:\/\/www.canada.ca\/content\/dam\/eccc\/documents\/pdf\/climate-change\/erp\/2025-ERP-Progress-Report-EN-Canada-ca.pdf\" rel=\"noopener nofollow\" target=\"_blank\">noted the urgency of this shift<\/a> in a report released last week examining Canada\u2019s progress on climate goals.<\/p>\n<p>\u201cCanada is facing more frequent and severe weather events that affect the daily lives of Canadians \u2014damaging homes, increasing cost of living, affecting health and raising insurance costs,\u201d reads the report from Environment and Climate Change Canada.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" width=\"2560\" height=\"1707\" src=\"data:image\/svg+xml,%3Csvg%20xmlns=\" http:=\"\" alt=\"A highway with industrial activity in the background.\" class=\"wp-image-151639\" data-lazy- data-lazy- data-lazy-src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/12\/TN-DanvillePark-SaugaSN-6-scaled.jpg\"\/>The federal government previously put in place an emissions reduction plan that called for more electric vehicle adoption and a cap on oil and gas emissions. Photo: Sid Naidu \/ The Narwhal<\/p>\n<p>\u201cIn recent years, Canadians have seen firsthand the devastating impact of wildfires, floods, drought and melting permafrost on communities across the country. These impacts are not abstract \u2014 entire communities have been displaced and livelihoods upended by disasters.\u201d<\/p>\n<p>In a statement responding to the report, Rick Smith, president of the Canadian Climate Institute, said it showed the country is \u201c<a href=\"https:\/\/climateinstitute.ca\/news\/canadas-climate-progress-well-off-track-and-needs-immediate-policy-delivery-government-report-shows\/\" rel=\"noopener nofollow\" target=\"_blank\">significantly off track<\/a>\u201d from meeting its emissions targets and the federal government needs to take greater action over the next six months to correct course.<\/p>\n<p>Meanwhile the oil and gas industry in Canada has been <a href=\"https:\/\/www.cer-rec.gc.ca\/en\/data-analysis\/energy-markets\/market-snapshots\/2025\/market-snapshot-canada-sets-new-record-in-crude-oil-production-in-2024-and-first-half-of-2025.html\" rel=\"noopener nofollow\" target=\"_blank\">setting records for production<\/a>, driven by the oilsands expansion and the government-owned Trans Mountain pipeline expansion, and Canadian oil producers are posting <a href=\"https:\/\/thenarwhal.ca\/carney-alberta-pipeline-grand-bargain\/\" rel=\"nofollow noopener\" target=\"_blank\">billions of dollars in profits<\/a>.<\/p>\n<p>Shining a light in dark corners<\/p>\n<p class=\"mt-2\">The Narwhal\u2019s reporters dig deep to uncover facts that politicians might prefer to keep hidden. Every dollar you donate will be matched!<\/p>\n<p><a href=\"https:\/\/give.thenarwhal.ca\/member\/?campaign=701JQ000013tFHDYA2&amp;utm_source=site-main&amp;utm_medium=eoy-box\" class=\"pill-button pill-button--red mt-0\" rel=\"nofollow noopener\" target=\"_blank\">Let\u2019s make double the difference<\/a><\/p>\n<p>Last energy forecast was during the Trudeau and Biden era<\/p>\n<p>At the time the last energy forecast was released, the federal government under former prime minister Justin Trudeau had put in place its <a href=\"https:\/\/www.pm.gc.ca\/en\/news\/news-releases\/2022\/03\/29\/delivering-clean-air-and-strong-economy-canadians\" rel=\"noopener nofollow\" target=\"_blank\">Emissions Reduction Plan<\/a>, which called for Canadians to switch to electric vehicles and green their homes, while the government also planned to clean up electricity grids and cap oil and gas emissions. In the United States, then-president Joe Biden was spearheading what was called the <a href=\"https:\/\/grist.org\/politics\/senate-republicans-just-voted-to-dismantle-americas-only-climate-plan\/\" rel=\"noopener nofollow\" target=\"_blank\">Inflation Reduction Act<\/a>, effectively the country\u2019s national climate plan.<\/p>\n<p>The International Energy Agency, too, had by that time <a href=\"https:\/\/www.iea.org\/reports\/net-zero-by-2050\" rel=\"noopener nofollow\" target=\"_blank\">offered up a scenario<\/a> where global oil consumption nosedived from 94 million barrels per day to 22 million barrels per day in 2050, as much of the world put strong climate policies in place. The Canadian regulator\u2019s findings prompted questions about whether Canada\u2019s bet on fossil fuels in a net-zero future <a href=\"https:\/\/thenarwhal.ca\/bc-lng-export-future\/\" rel=\"nofollow noopener\" target=\"_blank\">was too risky<\/a>, and whether the country should be <a href=\"https:\/\/www.pembina.org\/media-release\/energy-future-2023-report-charts-inevitable-global-energy-transformation\" rel=\"noopener nofollow\" target=\"_blank\">investing more in renewables<\/a>.<\/p>\n<p>Then came the inauguration of Donald Trump as U.S. president in early 2025. His administration immediately launched a campaign to <a href=\"https:\/\/www.politico.com\/news\/2025\/11\/06\/trump-fossil-fuel-crusade-climate-faithful-00638202\" rel=\"noopener nofollow\" target=\"_blank\">embrace fossil fuels<\/a>, wipe away <a href=\"https:\/\/www.eenews.net\/articles\/trump-gutted-climate-rules-in-2025-he-could-make-it-permanent-in-2026\/\" rel=\"noopener nofollow\" target=\"_blank\">emissions rules<\/a> and dismantle <a href=\"https:\/\/www.msn.com\/en-us\/news\/us\/trump-administration-plans-to-break-up-largest-federal-climate-research-center\/ar-AA1Sxl7i\" rel=\"noopener nofollow\" target=\"_blank\">scientific research into climate change<\/a>, among other changes.<\/p>\n<p>The Trump administration also <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-10-27\/trump-bullies-countries-to-keep-burning-oil-gas-as-cop30-nears\" rel=\"noopener nofollow\" target=\"_blank\">pressured<\/a> the International Energy Agency to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-10-27\/trump-bullies-countries-to-keep-burning-oil-gas-as-cop30-nears\" rel=\"noopener nofollow\" target=\"_blank\">change its forecasts<\/a> to show a brighter future for fossil fuel demand, according to Bloomberg News. The organization\u2019s <a href=\"https:\/\/www.iea.org\/reports\/world-energy-outlook-2025\" rel=\"noopener nofollow\" target=\"_blank\">World Energy Outlook<\/a>, published last month, shifted away from its previous expectations for a quicker clean energy transition, instead saying global oil and gas demand looks like it <a href=\"https:\/\/www.reuters.com\/sustainability\/boards-policy-regulation\/world-oil-gas-demand-could-grow-until-2050-iea-says-2025-11-12\/\" rel=\"noopener nofollow\" target=\"_blank\">could keep growing for decades<\/a>.<\/p>\n<p>Fedorchuk said the Canada Energy Regulator had not faced any similar political pressure and that the scenarios it prepares are \u201cbased on what is relevant to the Canadian energy dialogue.\u201d<\/p>\n<p>Carney, elected this spring, has rolled back some of Canada\u2019s climate policies and promoted new fossil fuel projects. He\u2019s <a href=\"https:\/\/thenarwhal.ca\/carney-alberta-pipeline-grand-bargain\/\" rel=\"nofollow noopener\" target=\"_blank\">backing the idea of a new oil pipeline<\/a> and <a href=\"https:\/\/thenarwhal.ca\/mark-carney-climate-change-explainer\/\" rel=\"nofollow noopener\" target=\"_blank\">new natural gas facilities<\/a>, ditched both the <a href=\"https:\/\/thenarwhal.ca\/mark-carney-canada-carbon-tax\/\" rel=\"nofollow noopener\" target=\"_blank\">consumer carbon tax<\/a> and the <a href=\"https:\/\/thenarwhal.ca\/carney-alberta-pipeline-grand-bargain\/\" rel=\"nofollow noopener\" target=\"_blank\">proposed emissions cap<\/a> on the oil and gas sector, froze a policy requiring <a href=\"https:\/\/thenarwhal.ca\/mark-carney-climate-change-explainer\/\" rel=\"nofollow noopener\" target=\"_blank\">electric vehicle sales targets<\/a>, moved to weaken a <a href=\"https:\/\/thenarwhal.ca\/greenwashing-law-cuts-industry-silence\/\" rel=\"nofollow noopener\" target=\"_blank\">federal law against greenwashing<\/a> and proposed looser restrictions in Alberta for <a href=\"https:\/\/thenarwhal.ca\/carney-alberta-pipeline-grand-bargain\/\" rel=\"nofollow noopener\" target=\"_blank\">electricity generation and methane gas<\/a>.<\/p>\n<p>Some provincial governments have also cut back on their own <a href=\"https:\/\/thenarwhal.ca\/ford-repeals-ontario-climate-plan\/\" rel=\"nofollow noopener\" target=\"_blank\">climate commitments<\/a>, while financial regulators <a href=\"https:\/\/thenarwhal.ca\/corporate-climate-change-transparency-regulator-pause\/\" rel=\"nofollow noopener\" target=\"_blank\">halted work earlier this year<\/a> on mandatory rules requiring corporations to disclose how climate change will disrupt their business.<\/p>\n<p>At the same time, the Carney government says it\u2019s committed to keeping industrial carbon pricing in place, is relying on tax incentives to promote clean technology use, has recently introduced <a href=\"https:\/\/www.canada.ca\/en\/environment-climate-change\/news\/2025\/12\/government-of-canada-delivers-on-climate-competitiveness-strategy-commitment-to-lower-methane-emissions-from-major-sources.html\" rel=\"noopener nofollow\" target=\"_blank\">new methane restrictions<\/a> and released a \u201c<a href=\"https:\/\/budget.canada.ca\/2025\/report-rapport\/chap1-en.html#a20\" rel=\"noopener nofollow\" target=\"_blank\">climate competitiveness strategy<\/a>\u201d as an \u201c<a href=\"https:\/\/thenarwhal.ca\/carney-climate-plan-oil-lobbying\/\" rel=\"nofollow noopener\" target=\"_blank\">update<\/a>\u201d to the Emissions Reduction Plan.<\/p>\n<p>\u201cThe world economy is undergoing a historic transformation towards low-carbon energy and clean technology,\u201d the strategy stated. \u201cLowering our emissions is critical to protecting the competitiveness of Canada\u2019s oil and gas and steel sectors.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Canada\u2019s national energy regulator has postponed its report outlining future demand for fossil fuels, citing an \u201cevolving energy&hellip;\n","protected":false},"author":2,"featured_media":362350,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[22],"tags":[49,48,295,66],"class_list":{"0":"post-362349","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-environment","8":"tag-ca","9":"tag-canada","10":"tag-environment","11":"tag-science"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/posts\/362349","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/comments?post=362349"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/posts\/362349\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/media\/362350"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/media?parent=362349"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/categories?post=362349"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/tags?post=362349"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
