{"id":368424,"date":"2025-12-25T17:53:12","date_gmt":"2025-12-25T17:53:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/368424\/"},"modified":"2025-12-25T17:53:12","modified_gmt":"2025-12-25T17:53:12","slug":"the-shadow-russia-casts-over-europe-has-forced-it-to-face-the-truth-the-risk-of-war-is-once-again-real","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/368424\/","title":{"rendered":"The shadow Russia casts over Europe has forced it to face the truth: the risk of war is once again real"},"content":{"rendered":"<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj776964003q2bph089k7gcj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            When a group of defense insiders gathered in Whitehall, the home of the British government, last month to discuss how prepared the United Kingdom and its allies were for a war they believe could come in the next few years, their verdict was pretty grim: They are not.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m100043b6nfcuptv9z@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The people gathered at the conference, hosted by the London-based think tank the Royal United Services Institute (RUSI), were not warmongers; they were people in the know. Current and former members of the armed forces, government and NATO officials, researchers and defense industry professionals whose thinking is based on the widely accepted intelligence assessment that Russia is preparing for the possibility of a direct conflict with Europe.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m100053b6niezvzcyy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The only way to prevent that from happening, they say, is to make sure that if a war were to break out, Europe would win.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m100063b6nw3kiojmn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            More investment into chronically underfunded European defense is key, but security experts are increasingly warning that a big shift in mindset is needed across the board too. It is time, they say, for European governments to get their citizens on board and make it clear that the time when Europe was able to ignore the threat of war is over.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m100073b6njkvx65ey@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI think that there is an indication that societies are willing to have this conversation, but I think that we are also seeing governments that are still not quite confident enough to have that conversation with their publics,\u201d said Sam Greene, a professor of Russian politics at King\u2019s College London and an expert in democratic resilience.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m100083b6n52uzhg3u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            There is a growing consensus among experts that Russia is already <a href=\"https:\/\/www.cnn.com\/2024\/06\/30\/europe\/russia-hybrid-war-nato\" rel=\"nofollow noopener\" target=\"_blank\">waging a hybrid war<\/a> on the West by conducting sabotage operations and injecting chaos and disinformation into domestic political discussions. They point to the overwhelming evidence, including <a href=\"https:\/\/www.cnn.com\/2025\/10\/01\/europe\/drone-wall-eu-leaders-counter-russia-intl\" rel=\"nofollow noopener\" target=\"_blank\">repeated incursions<\/a> into NATO airspace by Russian planes and <a href=\"https:\/\/cnn.com\/2025\/09\/25\/politics\/nato-divided-repeated-russian-incursions-response\" rel=\"nofollow noopener\" target=\"_blank\">drones<\/a> and GPS jamming in the Baltics, to disinformation campaigns, and sabotage attacks against <a href=\"https:\/\/cnn.com\/2025\/11\/17\/europe\/poland-train-track-ukraine-aid-sabotage-intl\" rel=\"nofollow noopener\" target=\"_blank\">critical infrastructure<\/a> in multiple countries that have been traced back to Russian secret services. Russia has consistently denied involvement.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m100093b6n1w7hstcj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Greene said that these attacks have already shifted the views of many in Europe, even if some politicians remain unwilling to name them outright as hybrid warfare.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000a3b6nsvyp918r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI think that people are spooked, particularly as this becomes more visible,\u201d he said. \u201cWe see drones outside airports, and I think that there is a growing sense that it is probably (only) a matter of time before one of these drones brings down an airliner.\u201d\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/12\/2025-09-11t072244z-1421980432-rc21pgamulwr-rtrmadp-3-ukraine-crisis-poland-attack-house.JPG\" alt=\"The house of Alicja and Tomasz Wesolowski in Poland's Wyryki-Wola was destroyed after Russian drones violated Polish airspace during an attack on Ukraine.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1333\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000c3b6nxiofe0ta@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While Moscow has not carried out any direct attacks against NATO allies in Europe \u2013 experts say this is partly because <a href=\"https:\/\/www.cnn.com\/2024\/06\/30\/europe\/russia-hybrid-war-nato\" rel=\"nofollow noopener\" target=\"_blank\">Russia knows it couldn\u2019t defeat<\/a> the alliance with its current capabilities \u2013 there are increasing signs that this could change in the future.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000d3b6n2pv4ce44@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            NATO\u2019s Secretary General Mark Rutte warned earlier this year that Russia could be ready to use military force against NATO within five years. German Foreign Minister Johann Wadephul echoed that warning in a speech last month, saying that German intelligence services believe that Moscow is \u201cat least keeping open the option of war against NATO by 2029 at the latest.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000e3b6n1qzry7md@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Russian President Vladimir Putin said in early December that while Russia is not planning to go to war with Europe, \u201cif Europe suddenly wants to go to war with us and starts, we are ready right now.\u201d\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/12\/2025-12-08t173807z-2014815308-rc2hciawm3nz-rtrmadp-3-russia-putin-csto.JPG\" alt=\"Russian President Vladimir Putin speaks during a meeting of the Council of the Collective Security Treaty Organization (CSTO) at the Senate Palace of the Kremlin in Moscow on December 8.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1333\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000f3b6n36dwyv4k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The consensus among Baltic countries is that an attack against them could come as soon as in three years\u2019 time. When researchers at the <a href=\"https:\/\/www.russiamatters.org\/blog\/would-russia-attack-nato-and-if-so-when\" target=\"_blank\" rel=\"nofollow noopener\">Belfer Center for Science and International Affairs<\/a> at the Harvard Kennedy School looked into the warnings and predictions made by various officials about Russia\u2019s readiness and willingness to launch a war against NATO, they found that the most often mentioned years are 2027 and 2028.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000g3b6nneisrzw6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Recognition of this threat has led NATO to develop contingency plans for how to defend against a possible Russian aggression against the Baltics.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000h3b6nwody6tnk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But experts warn the alliance\u2019s plans don\u2019t stack up.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000i3b6nuu2rf3lb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThere\u2019s a plan, with numbers. But the governments are not taking the necessary steps to implement it. We are still planning based on things that don\u2019t exist,\u201d said Jack Watling, a senior research fellow at RUSI. He highlighted the risk of trying to structure a defense response based on a wish list rather than reality, instead of accepting the resources that are available, and planning based on those.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000j3b6naymtqw5k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The British government earlier this year asked three high-profile experts \u2013 former NATO chief George Robertson, Gen. Richard Barrons, former head of the Joint Forces Command, and Fiona Hill, a former senior director at the US National Security Council \u2013 to conduct a strategic review of UK defense. The trio <a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/683d89f181deb72cce2680a5\/The_Strategic_Defence_Review_2025_-_Making_Britain_Safer_-_secure_at_home__strong_abroad.pdf\" target=\"_blank\" rel=\"nofollow noopener\">presented it<\/a> with a manual on the steps needed to be ready for war.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000k3b6nokwh72zd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Speaking at the RUSI event last month, Barrons said that the UK must rethink the resilience of its infrastructure, build up its armed forces, reserves and civil defense, and invest in its health service, industry and the economy, to allow a quick pivot to a war footing.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000l3b6nma0jqg2p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe frankly don\u2019t need much more analysis to tell us what it is we need to do. The problem is that we need to actually do it,\u201d he said. He points to \u201ccivil society and our politicians\u201d having other concerns as the reason for the lack of haste.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/12\/gettyimages-2204759955.jpg\" alt=\"Soldiers of the 88th Gun Battery of the British Army prepare an artillery gun during the Allied Spirit 25 military exercise in Germany.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1387\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000m3b6nt1usg4wd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While the UK is moving in the right direction, he said, at the current pace it would take the country about 10 years to be ready for a war.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000n3b6nbo2yq2u0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAnd our analysis and our allies are saying to us, well, maybe you\u2019ve got three to five years\u2026 so this is a matter of will, societal as much as political, and then competence. Maybe we need to do better,\u201d he said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000p3b6nawuu9obv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Many European capitals, including London, have spent the past few decades barely thinking about defense. With no major direct military conflicts taking place on the continent since 1945, Europe has enjoyed the longest period of continuous peace in centuries.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000q3b6ngq3mx0fr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            These decades of relative calm came with a significant peace dividend. Successive governments were able to spend money on welfare instead of defense, making the lives of ordinary Europeans much more comfortable, while relying on the United States, the world\u2019s biggest military spender, to come to the rescue should the need arise.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000r3b6nl4ygmvml@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Then came two harsh awakenings: a US president, in Donald Trump, who made it clear to NATO allies that they could no longer rely so heavily on the US, and Russia\u2019s full-scale invasion of Ukraine.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/12\/2025-06-25t144604z-206305399-rc2q9fac34oi-rtrmadp-3-nato-summit-trump.JPG\" alt=\"US President Donald Trump during a press conference at the NATO summit in The Hague, Netherlands on June 25. Of Nato's 32 members, 31 are set to meet the target of spending 2% of GDP on defense this year \u2013 up from just six in 2021.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1333\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000s3b6n8bgy8nxk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            This upending of the status quo prompted most of NATO\u2019s European members to increase defense spending. According to <a href=\"https:\/\/www.nato.int\/content\/dam\/nato\/webready\/documents\/finance\/def-exp-2025-en.pdf\" target=\"_blank\" rel=\"nofollow noopener\">data from NATO<\/a>, 31 of its 32 members are set to meet the target of spending 2% of GDP on defense this year \u2013 up from just six in 2021, the year before Russia launched its invasion. Iceland, a founding member of NATO and the only country that is not projected to meet the target, does not have its own armed forces. Instead, it contributes financially, with civilian personnel, and with air defense and surveillance systems.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000t3b6npqqq6kop@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            NATO members agreed, in June, to increase the target to 5% of GDP by 2035. However, many analysts are skeptical about the goal \u2013 especially because most European countries are facing financial pressures even without thinking about a massive boost to their defense spending.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000u3b6nc340464r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Explaining to voters that some resources might need to be reallocated, and that, perhaps, more people might need to serve in reserve or regular forces, is not something most politicians want to do.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000v3b6nn4wqdzyq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Several Eurobarometer surveys, which measure public opinion across the European Union, this year showed that an overwhelming majority of Europeans \u2013 <a href=\"https:\/\/europa.eu\/eurobarometer\/surveys\/detail\/3372\" target=\"_blank\" rel=\"nofollow noopener\">78%<\/a> \u2013 are concerned about the EU\u2019s defense and security in the next five years. A <a href=\"https:\/\/europa.eu\/eurobarometer\/surveys\/detail\/3378\" target=\"_blank\" rel=\"nofollow noopener\">third of people<\/a> believe defense should be among the bloc\u2019s spending priorities.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000w3b6nxn90d5tz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Nonetheless, Gen. Fabien Mandon, France\u2019s armed forces chief, sparked outcry last month when he warned the French public that the country needed to steel itself for possible future losses against Russian aggression, saying France must <a href=\"https:\/\/www.cnn.com\/2025\/11\/27\/europe\/france-conscription-voluntary-military-macron-intl\" rel=\"nofollow noopener\" target=\"_blank\">\u201caccept losing its children\u201d<\/a> to \u201cprotect who we are.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000x3b6ni87r1p29@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Robin Potter, an academy associate at the UK-based think tank Chatham House, said that the willingness of people across Europe to understand the threat \u2013 and to play part in countering it \u2013 varies significantly.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/12\/2025-04-05t130553z-768402476-rc2mrda27izy-rtrmadp-3-ukraine-crisis-poland-civilians-training.JPG\" alt=\"A group of civilians takes part in training military techniques in a session billed as \" train=\"\" with=\"\" the=\"\" army=\"\" by=\"\" country=\"\" defence=\"\" ministry=\"\" in=\"\" gdynia=\"\" poland=\"\" on=\"\" april=\"\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1333\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000y3b6nqljothga@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIf you\u2019re in the east, if you perhaps border Russia, if you\u2019re in Poland or in the Baltic states, the threat is very real for people there, and they are taking a lot more steps in terms of public shelters because they think the risk of an air attack is higher,\u201d he said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m1000z3b6nfcklessz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Sweden and Finland updated guidance to their citizens on how to <a href=\"https:\/\/www.cnn.com\/2024\/11\/18\/europe\/nato-sweden-finland-wartime-guidance-intl\/index.html\" rel=\"nofollow noopener\" target=\"_blank\">survive war<\/a> last year, distributing booklets that included instructions on how to prepare for communications outages, power cuts and extreme weather. Several countries, including Lithuania, Latvia and Sweden, have reintroduced conscription over the past decade, while other countries like Germany, Poland, Belgium, Romania and Bulgaria have brought in voluntary military training programs for their citizens.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m100103b6nzlvrg823@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Potter said citizens with deeper trust in their countries\u2019 institutions are more likely to accept sacrifices for the wider good.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7770m100113b6npccdjx4a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIf people feel the state is working for them, they\u2019re probably more inclined to want to give something back,\u201d he said.
