4. Temporary resident numbers drop to their lowest level since the pandemic<\/a>\u00a0\u00a0<\/p>\n

Statistics Canada confirmed what colleagues were already\u00a0feeling\u00a0when it released\u00a0data revealing an 11% decline\u00a0in study permits for Q1 2025 as compared to the previous year.\u00a0The figures showed the largest drop in temporary residents since the pandemic, a trend the government welcomed as evidence that its immigration reduction measures were working.\u00a0<\/p>\n

5. Cap fallout sees\u00a0mounting sector layoffs<\/a>\u00a0\u00a0<\/p>\n

The figures\u00a0revealed\u00a0a near-50% reduction in study permits compared to 2024, far surpassing federal targets set by the caps, which experts said had gone\u00a0\u201ctoo far, too fast\u201d.\u00a0\u00a0<\/p>\n

Carney\u2019s\u00a0recently announced 2026 budget saw study permit targets reduced by a further 7% next year,\u00a0sparking dramatic headlines and fears of further pain to the sector. However, following two years of missed targets and record-low approval rates,\u00a0experts said study\u00a0permit\u00a0issuance\u00a0\u201cwon\u2019t come close\u201d to\u00a0next year\u2019s\u00a0reduced target,\u00a0as they called\u00a0on the government to urgently fix processing delays and approval outcomes. \u00a0\u00a0<\/p>\n

9. Graduate students are once again exempted from study permit caps<\/a>\u00a0\u00a0<\/p>\n

In a clear sign of support for Canadian innovation, the government\u00a0released its new Immigration Levels Plan the day after the budget, which saw graduate students exempted from next year\u2019s study permit caps.\u00a0Not only did stakeholders welcome the news which will ease institutions\u2019 ability to attract high-quality talent, but they also said the provision would free up cap allocations for students below the master\u2019s level.\u00a0\u00a0<\/p>\n

10. Canada ramps up efforts to attract international talent<\/a>\u00a0\u00a0<\/p>\n
