The 2025 NFL season is just around the corner, with rosters for all 32 teams largely set aside from a few position battles and training camp competitions. This sets the stage for an evaluation of every club, comparing the most talent-rich lineups with the worst NFL rosters.<\/p>\n

Let\u2019s dive into our list of the 10 worst rosters in the NFL entering the season.<\/p>\n

23. Las Vegas Raiders\"Worst<\/p>\n

The Las Vegas Raiders<\/a> offense should be a lot better in 2025. Las Vegas added arguably a top-14 quarterback in Geno Smith, who should thrive as he plays behind a quality offensive line for the first time in several years. The Raiders also added running back Ashton Jeanty to be the featured back of this unit. Offensively, we feel good about the Raiders\u2019 roster. It\u2019s a defense that, outside of Malcolm Koonce and Maxx Crosby, inspires zero confidence. Las Vegas has the worst cornerback room in the NFL and is equally bad at off-ball linebacker. It just cracks the list of the worst NFL rosters, but Raider Nation will at least enjoy watching the offense this season.<\/p>\n

24. Miami Dolphins\"Worst<\/p>\n

The Miami\u00a0Dolphins<\/a> might\u00a0not regress too\u00a0much in terms\u00a0of their win\u00a0total in 2025, but\u00a0the state of\u00a0the roster is\u00a0an indictment\u00a0of general manager\u00a0Chris Grier. Miami\u2019s offensive line\u00a0is marginally improved, which should\u00a0lead to real\u00a0strides in the\u00a0run game. If\u00a0Tua Tagovailoa stays\u00a0healthy, Miami\u2019s defense will\u00a0rebound in a\u00a0big way. Unfortunately\u00a0for the Dolphins, their secondary\u00a0is a bottom-five unit. So, even if\u00a0Bradley Chubb and\u00a0Jaelan Phillips\u00a0return healthy\u00a0and to form, opposing\u00a0quarterbacks\u00a0will likely pick\u00a0apart Miami\u2019s corners. On top of all\u00a0that, the Dolphins\u2019 roster lacks\u00a0much depth.<\/p>\n

25. Atlanta Falcons\"Worst<\/p>\n

If quarterback\u00a0Michael Penix Jr. takes the step\u00a0forward that\u00a0the\u00a0Atlanta Falcons<\/a>\u00a0expect\u00a0in 2025, this\u00a0could easily\u00a0be a top-20 roster. However, we\u2019re not willing\u00a0to bet on that\u00a0based on the\u00a0small sample\u00a0size of his rookie\u00a0season.<\/p>\n

The Falcons\u2019 offense is exciting, featuring Bijan Robinson and All-Pro talent Drake London, a bona fide No. 1 receiver. Atlanta\u2019s offensive line should also be at least league average, and there is quality depth among the pass catchers.<\/p>\n

As with previous iterations of this team, though, the defense remains a concern. A.J. Terrell is still a quality starter, and Jessie Bates is coming off an outstanding season, but cornerback remains a weakness, and a lot is riding on rookie pass rushers.<\/p>\n

26. New York Giants\"Worst<\/p>\n

There should be a lot of optimism surrounding the New York Giants<\/a> defense this fall. A defensive front of Dexter Lawrence, Brian Burns, Kayvon Thibodeaux and Abdul Carter is going to wreak havoc on opponents. It\u2019ll also make this new-look secondary, featuring Paulson Adebo and Jevon Holland, look even better and the ceiling is even higher if Tyler Nuvin and Dru Phillips take a step forward.<\/p>\n

Sadly, New York\u2019s offense will likely be its undoing. Russell Wilson is awful when pressured, and he is going to be under duress routinely in 2025 behind this Giants offensive line. It\u2019s a shame, because the skill group of Tyrone Tracy Jr., Cam Skattebo, Malik Nabers, and Darius Slayton can do some real damage with the football in their hands.<\/p>\n

27. Indianapolis Colts\"Worst<\/p>\n

The\u00a0Indianapolis Colts<\/a>\u00a0general\u00a0manager Chris\u00a0Ballard finally\u00a0addressed the\u00a0secondary this\u00a0offseason by\u00a0bringing in cornerback Charvarius Ward\u00a0and safety Camryn Bynum. Pair\u00a0that with a defensive\u00a0line banking\u00a0on a second-year leap\u00a0from Laiatu Latu, and this\u00a0defense can make\u00a0significant strides\u00a0in 2025. Our\u00a0main concern\u00a0with the Colts\u2019 roster, however, lies with the\u00a0offense. Indianapolis\u00a0lost center Ryan\u00a0Kelly and guard\u00a0Will Fries this\u00a0offseason. Significant\u00a0regression from\u00a0the Colts\u2019 offensive\u00a0line is a recipe\u00a0for disaster, regardless of\u00a0whether it\u2019s Anthony\u00a0Richardson or\u00a0Daniel Jones\u00a0under center.<\/p>\n

28. New York Jets\"Worst<\/p>\n

The New York Jets<\/a> have one of the worst NFL rosters in 2025, but it might not be quite as weak as everyone thinks. New York boasts a pair of All-Pro talents in Quinnen Williams and Sauce Gardner. There are also high-end starters Jamien Sherwood, Quincy Williams, and Michael Carter II rounding out this defense. Offensively, the line projects to be above average, and the trio of Breece Hall, Garrett Wilson, and rookie tight end Mason Taylor is expected to surpass league-wide expectations. Of course, the Jets\u2019 quarterback situation and the lack of depth at wide receiver and on the defensive line are what drop this unit down our rankings.<\/p>\n

29. Tennessee Titans\"Worst<\/p>\n

The\u00a0Tennessee Titans<\/a>\u00a0did the right thing this offseason by focusing their moves on building more of a supporting cast around rookie Cam Ward. While it\u2019s still one of the worst rosters in football, the additions to the Titans\u2019 offensive line (Kevin Zeitler and Dan Moore Jr.) should at least ensure Ward isn\u2019t running for his life on every play. On the defensive side, the tandem of Jeffery Simmons and T\u2019Vondre Sweat on the defensive line can cause a lot of disruption. Those two remain the only bright spots in the Titans\u2019 front seven, and the secondary isn\u2019t much better. Rebuilding the Titans\u2019 roster will take several years.<\/p>\n

30. Carolina Panthers\"Worst<\/p>\n

All that really matters for the Carolina Panthers<\/a> in 2025 is this offensive line keeping Bryce Young upright and the third-year quarterback building off what he showed last season. Carolina does have a good offensive line and the future at wide receiver is bright with the tandem of Tetairoa McMillan and Xavier Legette. Defensively, Derrick Brown is back and Jaycee Horn could be an elite cornerback if he stays healthy. Outside of that core group, except for Nic Scourton, Ja\u2019Tavion Sanders and Trevon Moehrig, there\u2019s little to like on the roster.<\/p>\n

31. Cleveland Browns\"Worst<\/p>\n

Myles Garrett\u00a0recognized that\u00a0the\u00a0Cleveland Browns<\/a>\u00a0had\u00a0one of the worst\u00a0NFL rosters in\u00a02025, and all\u00a0it took was a\u00a0$160 million\u00a0contract to convince\u00a0him this team\u00a0could contend. At least he\u00a0got paid. Even\u00a0with linebacker\u00a0Jeremiah Owusu-Koramoah out\u00a0for the 2025 season, the Browns\u2019 defensive\u00a0talent is good\u00a0enough to be\u00a0a top-12 unit. Offensively, just\u00a0about everything\u00a0is an issue. Cleveland\u00a0is projected\u00a0to have a bottom-three offense\u00a0this season, and\u00a0this unit will\u00a0drag the team\u00a0down to the bottom\u00a0of the standings, no matter how\u00a0good the defense\u00a0is.<\/p>\n

32. New Orleans Saints\"Worst<\/p>\n

The\u00a0New Orleans\u00a0Saints<\/a>\u00a0have the worst\u00a0roster in the\u00a0NFL. Self-preservation seems\u00a0to be the only\u00a0reason general\u00a0manager Mickey\u00a0Loomis refuses\u00a0to even consider\u00a0the desperately\u00a0needed rebuild. New Orleans\u00a0lacks depth, its\u00a0defense has lost\u00a0the battle to\u00a0Father Time, and\u00a0wide receiver\u00a0Chris Olave has\u00a0an alarming history\u00a0of concussions.
