That makes it a far more significant player in the global drug trade than Venezuela.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy00043b6p9s9rxso0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But Trump\u2019s description of the Mexican trafficking world \u2013 one dominated by a few cartels that can be swiftly defeated \u2013 is at odds with how the crime organizations actually operate, experts say.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy00063b6psil0zlsq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            For years, books, movies and Netflix series have portrayed Mexican cartels as top-down organizations led by colorful drug lords like Joaquin \u201cEl Chapo\u201d Guzm\u00e1n, whose Houdini-like escapes from prison turned him into a celebrity. In the 1980s and 1990s, a half-dozen such cartels dominated Mexico\u2019s trafficking industry, several based near the US border.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy00073b6pn56bwoln@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Today, the criminal landscape has been transformed. Most of the old cartels have splintered. Around 400 groups of different sizes now operate around the country, said Eduardo Guerrero, director of Lantia Intelligence, a Mexican consulting group that tracks them.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy00083b6pc33hjc1s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThey\u2019re practically everywhere,\u201d he said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy00093b6pupwdyfi3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The biggest ones have become more sophisticated and more complicated. The most powerful, the Jalisco New Generation Cartel, is composed of around 90 organizations, Guerrero said, up from 45 just a few years ago.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000a3b6pworqqufu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThis fragmentation has meant that you\u2019ll need a more complex, more sophisticated strategy to weaken and dismember them,\u201d he said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000b3b6ppl47bt57@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Even snatching several of the top drug lords wouldn\u2019t necessarily cripple a trade worth billions of dollars a year. Mexican authorities tried that approach in an aggressive, decade-long hunt for narcotics \u201ckingpins\u201d starting around 2007. The Mexican military and police, backed by US intelligence and equipment, arrested or killed dozens of leading cartel figures. But others emerged to take their place. Tons of drugs continued to flow over the US border.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000c3b6pk76bw3if@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The cartels have evolved into intricate economic networks with a large consumer base, more like multinational corporations than traditional terrorist groups, said Benjamin T. Smith, author of \u201cThe Dope: The Real History of the Mexican Drug Trade.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000d3b6p7eoox41d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIf you took out the CEO of Coca-Cola tomorrow, you wouldn\u2019t stop Coca-Cola sales,\u201d he said. \u201cAs long as you have a major demand for the drugs, you\u2019re not going to get rid of the supply.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000e3b6ph30d2jav@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Indeed, many analysts argue the \u201ckingpin\u201d strategy backfired, fracturing cartels into smaller groups that battled each other and the government and leading them to change the way they operate.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000f3b6pvkhf1ukh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Increasingly, they have sought to control territory and impose \u201ctaxes\u201d on nearly everyone in their turf. That includes both legitimate businesses like avocado growers, and smugglers moving drugs and migrants toward the United States. Those who don\u2019t pay risk being killed.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000h3b6p5tacou3u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            What makes the country\u2019s security particularly challenging is that \u201cno one is firmly in control, neither the cartels nor the government,\u201d said Falko Ernst, a researcher of Mexican organized crime. In some areas, like Mexico City, the government has the upper hand. In others, armed groups rule.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000i3b6p84fmx4fg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cYou have a mosaic of different forms of power,\u201d he said. \u201cThis makes it so complex that you cannot simply execute one simple solution for the entire country. Power, conflict violence, drugs and crime don\u2019t follow one model. That was evident in the 2024 national elections, when crime groups openly sought to install their own mayors in different regions. Three dozen candidates were killed during the campaign, and hundreds more dropped out because of intimidation.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000k3b6p0afcbrur@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Crime groups are embedded in many local police forces and have assumed a growing role in the economy. In some areas they effectively operate their own intelligence services, paying or threatening local street vendors, construction workers, taxi drivers and others to report on the movements of security forces.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000l3b6p2wvntrt6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Removing the leaders of cartels won\u2019t eliminate that kind of structure, Smith said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000m3b6p108krrb5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Criminal organizations have shored up their support by providing jobs. A <a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.science.org%2Fdoi%2F10.1126%2Fscience.adh2888&amp;data=05%7C02%7Candrew.raine%40cnn.com%7Ce6b966a861034ae10f2a08de4fb220fd%7C0eb48825e8714459bc72d0ecd68f1f39%7C0%7C0%7C639035823666656316%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=NaasjIj7vua%2FDo9c1xKRhWFWwg2JbyzG30lksM4Jt3Q%3D&amp;reserved=0\" target=\"_blank\" rel=\"nofollow noopener\">2023 study by Mexican and European researchers<\/a> published in Science magazine estimated cartels employed between 160,000 and 185,000 people nationwide.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000n3b6p1frv3bee@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Asked to comment on whether the Trump administration was oversimplifying the Mexican cartel problem, White House spokeswoman Anna Kelly referred CNN to the recently issued National Security Strategy and the Monroe Doctrine, a policy issued in the 1800s warning outsiders \u2013 particularly Europeans \u2013 to keep their hands off the Western Hemisphere.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000o3b6po0wul4gh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe administration is reasserting and enforcing the Monroe Doctrine to restore American preeminence in the Western Hemisphere, control migration, and stop drug trafficking,\u201d Kelly wrote. \u201cThe president has many options at his disposal to continue to protect our homeland from illicit narcotics that kill tens of thousands of Americans every year.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000p3b6pg60rnuwm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In contrast to Maduro, Mexico\u2019s president has maintained a relatively friendly relationship with the Trump administration. But Sheinbaum has drawn the line on welcoming US troops into Mexico.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000q3b6prhssk3bh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cOur position should be firm and clear with regard to our sovereignty,\u201d Sheinbaum told reporters on Monday, emphasizing that she wanted to work with Trump but not take orders from him.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000r3b6poyavjrti@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Sheinbaum has reasons for her position. American military action could spark a backlash, not just from a public with deep memories of US invasions in the 19th and early 20th centuries, but from Sheinbaum\u2019s leftist Morena party and Mexico\u2019s staunchly nationalist army. It could also unleash extensive, potentially destabilizing violence.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000t3b6p06qzj7l3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Pacific state of Sinaloa offers a cautionary tale. Last summer, Mexican traffickers apparently coordinating with US authorities grabbed a Sinaloa cartel leader, Ismael \u201cEl Mayo\u201d Zambada, and hustled him onto a plane bound for New Mexico. The move detonated a war within the cartel that has left thousands dead or disappeared.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000u3b6pauh8imit@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Sheinbaum argues there\u2019s no need for US boots on the ground, since she\u2019s already taking action. Since Trump was inaugurated nearly a year ago, threatening severe sanctions to force Mexico to curb fentanyl trafficking, Sheinbaum has sent thousands of troops to the US border to intercept narcotics and migrants. She has transferred dozens of top drug-trafficking suspects to the United States.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000v3b6pre89ryx2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Any unilateral US military intervention could severely damage relations with a country that has become Washington\u2019s No. 1 trade partner.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000w3b6pgz3nu7x0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump on Monday repeated his assertion that \u201cwe have to do something\u201d about drugs \u201cpouring through Mexico.\u201d Sheinbaum \u201cis a little afraid\u201d to accept his offer of troops, he said. \u201cThe cartels are running Mexico.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000x3b6pchdwl1q3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Sheinbaum, known for her cool, steely demeanor, sought to play down his comments. \u201cThere has been very good communication\u201d with the Trump administration, she told a Tuesday news conference. Asked if she thought it unlikely that Trump would pursue US military action in Mexico, she said simply: \u201cYes.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000y3b6pww5q1ivg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Nonetheless, Trump has injected a new note of uncertainty into the relationship.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk78zfsy000z3b6pt0zkskpo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            With the Venezuela raid, the United States \u201cacted as a power that will establish the order in its immediate neighborhood,\u201d wrote Brenda Estefan, a professor of geopolitics at Mexico City\u2019s IPADE business school, in a column in the Reforma newspaper.
