Alto is estimated to cost <a href=\"https:\/\/tc.canada.ca\/en\/binder\/08-high-speed-rail-1\" rel=\"nofollow noopener\" target=\"_blank\">$60-billion to $90-billion<\/a> and cover more than 1,000 kilometres. For an infrastructure project of that scale, even minor planning errors can add billions in public costs. Compounding that risk, Ottawa has proposed accelerating construction by roughly <a href=\"https:\/\/www.pm.gc.ca\/en\/news\/news-releases\/2025\/09\/11\/prime-minister-carney-announces-first-projects-be-reviewed-new\" rel=\"nofollow noopener\" target=\"_blank\">four years<\/a>, effectively locking in fiscal and political commitments <a href=\"https:\/\/www.canada.ca\/en\/transport-canada\/news\/2025\/12\/full-speed-ahead-ottawamontreal-chosen-as-starting-point-for-alto-high-speed-rail.html\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.canada.ca\/en\/transport-canada\/news\/2025\/12\/full-speed-ahead-ottawamontreal-chosen-as-starting-point-for-alto-high-speed-rail.html\">before routes, station locations and land requirements are resolved<\/a>. <\/p>\n<p class=\"c-article-body__text text-pr-5\">There is nothing wrong with wanting Canada to pursue large projects that could add long-term value. Ambitious infrastructure can play a constructive role in economic development and national cohesion. Concern arises when an initiative is sold through aspirational language \u2013 described as a \u201c<a href=\"https:\/\/x.com\/s_guilbeault\/status\/1892265504972079615\" rel=\"nofollow\">game-changer<\/a>,\u201d a \u201c<a href=\"https:\/\/www.cbc.ca\/news\/canada\/montreal\/high-speed-rail-ottawa-montreal-9.7013138\" rel=\"nofollow noopener\" target=\"_blank\">generational investment<\/a>\u201d or a way to &#8220;<a href=\"https:\/\/www.canada.ca\/en\/transport-canada\/news\/2025\/12\/full-speed-ahead-ottawamontreal-chosen-as-starting-point-for-alto-high-speed-rail.html\" rel=\"nofollow noopener\" target=\"_blank\">turbocharge<\/a>&#8221; the economy \u2013 before its costs, scope and risks are clear. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-high-speed-rail-quebec-city-toronto-construction-alto-martin-imbleau\/\" rel=\"nofollow noopener\" target=\"_blank\">Construction on high-speed rail linking Toronto and Quebec City to begin by 2032, CEO says<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">That framing builds political momentum that constrains scrutiny and makes it harder to revisit assumptions as new evidence emerges, often resulting in higher costs for taxpayers and less than promised for future users.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Yet Alto is being pushed forward despite key unanswered questions \u2013 including where the line will run, where stations will be located, how the train will enter major cities and what land must be acquired. <\/p>\n<p class=\"c-article-body__text text-pr-5\">International best practice, including <a href=\"https:\/\/www.oecd.org\/content\/dam\/oecd\/en\/publications\/reports\/2017\/03\/getting-infrastructure-right_g1g77a22\/9789264272453-en.pdf\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.oecd.org\/content\/dam\/oecd\/en\/publications\/reports\/2017\/03\/getting-infrastructure-right_g1g77a22\/9789264272453-en.pdf\">guidance<\/a> from the Organization for Economic Co-operation and Development and <a href=\"https:\/\/arxiv.org\/pdf\/1409.0003\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/arxiv.org\/pdf\/1409.0003\">research<\/a> by economic geographer Bent Flyvbjerg, cautions against committing to large infrastructure projects before routes, costs and delivery risks are clearly understood. Accelerating a project of this scale under such conditions increases the likelihood that practical problems will emerge only after political and financial commitments are locked in.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Canada has limited experience in building true high-speed rail. Even European countries with decades of experience often face <a href=\"https:\/\/op.europa.eu\/webpub\/eca\/special-reports\/high-speed-rail-19-2018\/en\/\" rel=\"nofollow noopener\" target=\"_blank\">major delays and cost overruns<\/a>. Canada would be undertaking this for the first time, in an economy that has for years struggled to deliver infrastructure projects on time and on budget.<\/p>\n<p class=\"c-article-body__text text-pr-5\">A 2018 European Union audit found high-speed rail projects across the union experienced average cost increases of <a href=\"https:\/\/op.europa.eu\/webpub\/eca\/special-reports\/high-speed-rail-19-2018\/en\/\" rel=\"nofollow noopener\" target=\"_blank\">78 per cent<\/a> over original estimates. If jurisdictions with established expertise face increases of that scale, the fiscal risks for a first-of-its-kind Canadian project are inevitably higher.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-high-speed-rail-trains-infrastructure-alto-canada\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: High-speed rail is hardly the highest priority for Canada<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Canada has a recent record of large overruns on projects less complex than high-speed rail. Metrolinx says Ontario Line construction costs have <a href=\"https:\/\/globalnews.ca\/news\/10585617\/ontario-line-original-price-metrolinx\/#:~:text=The%20Ontario%20Line%2C%20a%2015%2Dkilometer%20transit%20line,under%20scrutiny%20over%20the%20escalating%20price%20tag.\" rel=\"nofollow noopener\" target=\"_blank\">nearly doubled<\/a> since an original $10.9-billion estimate. The Trans Mountain pipeline expansion\u2019s final cost of <a href=\"https:\/\/financialpost.com\/commodities\/energy\/oil-gas\/trans-mountain-pipeline-expansion-increases-cost-estimate\" rel=\"nofollow noopener\" target=\"_blank\">$34-billion<\/a> was about $28-billion above its original estimate. If projects of lesser complexity can go so far off course, a $60-billion to $90-billion high-speed rail carries fiscal risk on a different order. Political urgency cannot override complex engineering realities.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The real question is how expensive Alto would be for the travel time it saves. Publicly available estimates suggest that high-speed rail on the Toronto\u2013Quebec City corridor would reduce end-to-end travel times by <a href=\"https:\/\/www.toronto.ca\/legdocs\/mmis\/2025\/ex\/bgrd\/backgroundfile-256252.pdf\" rel=\"nofollow noopener\" target=\"_blank\">roughly four hours<\/a> compared with today\u2019s service. On that basis, the project implies capital costs of roughly $250-million to $375-million for each minute of travel time saved.<\/p>\n<p class=\"c-article-body__text text-pr-5\">For context, the 2018 audit of EU projects found average costs of \u20ac90-million a minute saved ($146-million), though there was wide variation between lines. Alto appears well above that average.<\/p>\n<p class=\"c-article-body__text text-pr-5\">It is also useful to compare costs on a per-kilometre basis. High-speed rail lines in Europe have averaged about <a href=\"https:\/\/op.europa.eu\/webpub\/eca\/special-reports\/high-speed-rail-19-2018\/en\/\" rel=\"nofollow noopener\" target=\"_blank\">\u20ac25-million per kilometre<\/a>, or roughly $40-million, according to the same EU analysis. For a corridor of about 1,000 kilometres, Alto would imply costs of about $60-million to $90-million a kilometre \u2013 again, materially higher than Europe.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-first-segment-of-high-speed-rail-plan-will-link-montreal-and-ottawa\/\" rel=\"nofollow noopener\" target=\"_blank\">First segment of high-speed rail plan will link Montreal and Ottawa<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">A 2025 C.D. Howe Institute report estimates high-speed rail could deliver <a href=\"https:\/\/cdhowe.org\/wp-content\/uploads\/2025\/02\/Commentary_676-English-new.pdf\" rel=\"nofollow noopener\" target=\"_blank\">$15-billion to $27-billion in benefits<\/a>, ranging from faster and more reliable travel, reduced road congestion, improved economic connectivity and lower emissions. These benefits exclude operating revenues, and the report does not assess whether total benefits exceed the project\u2019s costs. Even so, the benefits identified are modest relative to the capital investment required to build a high-speed rail line.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Proponents of Alto also point to the use of <a href=\"https:\/\/www.altotrain.ca\/en\/news\/progressive-public-private-partnership-p3-model\" rel=\"nofollow noopener\" target=\"_blank\">public-private partnership<\/a> to manage some fiscal risk. While this approach can shift some delivery and performance risks to private partners, cost increases from design changes, land acquisition, permitting or delays ultimately fall to government. For a project of this scale, taxpayers remain the backstop if costs rise or assumptions prove optimistic.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The economic case for the full Alto corridor hasn\u2019t yet publicly cleared a conservative cost-benefit test. <a href=\"https:\/\/tc.canada.ca\/en\/corporate-services\/policies\/updated-feasibility-study-high-speed-rail-service-quebec-city-windsor-corridor\" rel=\"nofollow noopener\" target=\"_blank\">Earlier federal analysis<\/a> suggested the Montreal\u2013Ottawa\u2013Toronto segment was more plausible than the full Toronto-Quebec City corridor. The much higher costs now being discussed only further raise the bar to deliver corresponding benefits.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The core issue with Alto is premature commitment. Best practice uses solid business cases to decide whether a project should move ahead before political commitments are locked in.
