They <a href=\"https:\/\/www.fao.org\/publications\/fao-flagship-publications\/the-state-of-world-fisheries-and-aquaculture\/en\" rel=\"nofollow noopener\" target=\"_blank\">cover 70% of the planet<\/a>, carry 90% of global trade, and support millions of jobs and the diets of billions of people. As global competition intensifies and climate change accelerates, the world\u2019s oceans are also becoming the front line of 21st-century geopolitics. <\/p>\n<p>How policymakers handle these challenges will affect food supplies, the price of goods and national security.<\/p>\n<p>Right now, international cooperation is under strain, but there are many ways to help keep the peace. The tools of diplomacy range from formal international agreements, like the <a href=\"https:\/\/news.un.org\/en\/story\/2025\/09\/1165901\" rel=\"nofollow noopener\" target=\"_blank\">High Seas Treaty<\/a> for protecting marine life, which goes into effect on Jan. 17, 2026, to deals between countries, to efforts led by companies, scientists and issue-focused organizations.<\/p>\n<p>Examples of each can be found in how the world is dealing with rising tensions over Arctic shipping, seafloor mining and overfishing. As researchers in international trade and diplomacy at Arizona State University in the Thunderbird School of Global Management\u2019s <a href=\"https:\/\/news.asu.edu\/20250930-environment-and-sustainability-thunderbird-asu-launches-odowd-postdoctoral-fellowship\" rel=\"nofollow noopener\" target=\"_blank\">Ocean Diplomacy Lab<\/a>, we work with groups affected by ocean pressures like these to identify diplomatic tools \u2013 both inside and outside government \u2013 that can help avoid conflict.<\/p>\n<p>Arctic shipping: New sea lanes, new risks<\/p>\n<p>As the Arctic Ocean\u2019s <a href=\"https:\/\/arctic.noaa.gov\/report-card\/report-card-2025\/surface-air-temperature-2025\/\" rel=\"nofollow noopener\" target=\"_blank\">sea ice cover diminishes<\/a>, <a href=\"https:\/\/www.thearcticinstitute.org\/future-northern-sea-route-golden-waterway-niche\/\" rel=\"nofollow noopener\" target=\"_blank\">shipping routes<\/a> that were once impassable most of the year are opening up.<\/p>\n<p>For companies, these routes \u2013 such as the <a href=\"https:\/\/arcticportal.org\/shipping-portlet\/shipping-routes\/northeast-passage\" rel=\"nofollow noopener\" target=\"_blank\">Northern Sea Route<\/a> along Russia\u2019s coast and the <a href=\"https:\/\/arcticportal.org\/shipping-portlet\/shipping-routes\/northwest-passage\" rel=\"nofollow noopener\" target=\"_blank\">Northwest Passage<\/a> through Canada\u2019s Arctic Archipelago \u2013 promise shorter transit times, lower fuel costs and fewer choke points than traditional passages.<\/p>\n<p>However, Arctic shipping also raises complex challenges.<\/p>\n<p>            <img decoding=\"async\" alt=\"\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/01\/file-20260107-56-jyfbe7.png\" class=\"native-lazy\" loading=\"lazy\"  \/><\/p>\n<p>              Declining sea ice is opening two shipping routes to greater use: the Northern Sea Route, off the Russian coast, and the Northwest Passage, along Alaska\u2019s coast and through the Canadian islands.<br \/>\n              <a class=\"source\" href=\"https:\/\/commons.wikimedia.org\/wiki\/File:Map_of_the_Arctic_region_showing_the_Northeast_Passage,_the_Northern_Sea_Route_and_Northwest_Passage,_and_bathymetry.png\" rel=\"nofollow noopener\" target=\"_blank\">Susie Harder\/Arctic Council<\/a><\/p>\n<p>The U.S., Russia, China and several European countries have each <a href=\"https:\/\/www.politico.eu\/article\/5-races-for-the-arctic-trade-resources-supremacy-tourism-salvation\/\" rel=\"nofollow noopener\" target=\"_blank\">taken steps to establish an economic and military presence<\/a> in the Arctic Ocean, often with <a href=\"https:\/\/www.elgaronline.com\/edcollchap\/edcoll\/9781788119580\/9781788119580.00014.xml\" rel=\"nofollow noopener\" target=\"_blank\">overlapping claims<\/a> and <a href=\"https:\/\/www.cfr.org\/report\/arctic-governance\" rel=\"nofollow noopener\" target=\"_blank\">competing strategic aims<\/a>. For example, <a href=\"https:\/\/www.chathamhouse.org\/2025\/10\/when-it-comes-arctic-security-europe-must-not-forget-about-economics\" rel=\"nofollow noopener\" target=\"_blank\">Russia closed off access<\/a> to much of the Barents Sea while it conducted missile tests near Norway in 2025. <a href=\"https:\/\/www.thebarentsobserver.com\/security\/nato-group-sailed-the-barents-sea-as-russia-launched-multiple-missiles-in-exercise\/434170\" rel=\"nofollow noopener\" target=\"_blank\">NATO has also been patrolling<\/a> the same sea.<\/p>\n<p>Geopolitical tensions compound the practical dangers in Arctic waters that are <a href=\"https:\/\/www.arctictoday.com\/outdated-navigational-charts-arctic-maritime-disaster-making\/\" rel=\"nofollow noopener\" target=\"_blank\">poorly charted<\/a>, where <a href=\"https:\/\/doi.org\/10.1016\/j.ssci.2021.105163\" rel=\"nofollow noopener\" target=\"_blank\">emergency response capacity is limited<\/a> and where <a href=\"https:\/\/doi.org\/10.1038\/s41467-022-34126-7\" rel=\"nofollow noopener\" target=\"_blank\">extreme weather is common<\/a>.<\/p>\n<p>As more commercial vessels move through these waters, a serious incident \u2013 whether triggered by a political confrontation or weather \u2013 could be difficult to contain and costly for marine ecosystems and global supply chains.<\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/711737\/original\/file-20260109-55-hz077e.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"A fleet of military ships at dusk with mountains in the background.\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/01\/file-20260109-55-hz077e.jpg\" class=\"native-lazy\" loading=\"lazy\"  \/><\/a><\/p>\n<p>              German Naval vessels sail near Harstad, Norway, during Arctic exercises on Oct. 13, 2025.<br \/>\n              <a class=\"source\" href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/ships-of-the-german-navy-including-the-baden-wuerttemberg-news-photo\/2240802667?adppopup=true\" rel=\"nofollow noopener\" target=\"_blank\">Sean Gallup\/Getty Images<\/a><\/p>\n<p>The Arctic Council is the region\u2019s primary official forum for the Arctic countries to work together, but it <a href=\"https:\/\/gjia.georgetown.edu\/2025\/10\/14\/the-future-of-arctic-governance-in-a-fractured-geopolitical-landscape\/\" rel=\"nofollow noopener\" target=\"_blank\">is explicitly barred from addressing military and security issues<\/a> \u2013 the very pressures now reshaping Arctic shipping. <\/p>\n<p>The <a href=\"https:\/\/gjia.georgetown.edu\/2022\/06\/29\/is-it-possible-to-continue-cooperating-with-russia-in-the-arctic-council\/\" rel=\"nofollow noopener\" target=\"_blank\">council went dormant<\/a> for over a year starting in 2022 after Russia, then the Arctic Council president, invaded Ukraine. While meetings and projects involving the remaining countries have since resumed, the council\u2019s influence has been undercut by <a href=\"https:\/\/yalebooks.yale.edu\/2025\/06\/24\/both-in-and-out-of-the-arctic-the-trump-administration-greenland-and-science\/\" rel=\"nofollow noopener\" target=\"_blank\">unilateral moves<\/a> by the Trump administration and Russia, and <a href=\"http:\/\/en.kremlin.ru\/events\/president\/news\/70750\" rel=\"nofollow noopener\" target=\"_blank\">bilateral arrangements<\/a> between countries, including Russia and China, often involving access to oil, gas and critical mineral deposits.<\/p>\n<p>In this context, Arctic countries can strengthen cooperation through other channels. An important one is science.<\/p>\n<p>For decades, scientists from the U.S., Europe, Russia and other countries <a href=\"https:\/\/doi.org\/10.1017\/S0032247425000014\" rel=\"nofollow noopener\" target=\"_blank\">collaborated on research<\/a> related to public safety and the environment, but Russia\u2019s invasion of Ukraine <a href=\"https:\/\/doi.org\/10.1016\/j.marpol.2024.106060\" rel=\"nofollow noopener\" target=\"_blank\">disrupted those research networks<\/a>.<\/p>\n<p>Going forward, countries could share more data on ice thaw, extreme weather and emergency response to help prevent accidents in a rapidly opening shipping corridor.<\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/711278\/original\/file-20260107-63-nb3kl.png?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"An image of the Arctic shows sea ice concentrations in 2025 were less than the 20-year average, and much less than the 20 years before then.\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/01\/file-20260107-63-nb3kl.png\" class=\"native-lazy\" loading=\"lazy\"  \/><\/a><\/p>\n<p>              Arctic sea ice has been declining, with less multiyear ice and less coverage. The map shows the Arctic sea ice at its minimum extent in 2025, in September.<br \/>\n              <a class=\"source\" href=\"https:\/\/arctic.noaa.gov\/report-card\/report-card-2025\/\" rel=\"nofollow noopener\" target=\"_blank\">NOAA and CIRES\/University of Colorado Boulder.<\/a><\/p>\n<p>Critical minerals: Control over the seabed<\/p>\n<p>The global transition to clean energy is driving <a href=\"https:\/\/www.iea.org\/reports\/global-critical-minerals-outlook-2025\/overview-of-outlook-for-key-minerals\" rel=\"nofollow noopener\" target=\"_blank\">demand<\/a> for critical minerals, such as nickel, cobalt, manganese and rare earth elements, that are essential for everything from smartphones and batteries to fighter jets. Some of the world\u2019s largest untapped deposits <a href=\"https:\/\/www.wri.org\/insights\/deep-sea-mining-explained\" rel=\"nofollow noopener\" target=\"_blank\">lie deep below the ocean\u2019s surface<\/a>, in places like the Clarion-Clipperton Zone near Hawaii in the Pacific. This has sparked <a href=\"https:\/\/www.eenews.net\/articles\/trump-initiates-fast-track-for-deep-sea-mining-permits\/\" rel=\"nofollow noopener\" target=\"_blank\">interest from governments<\/a> and <a href=\"https:\/\/www.npr.org\/2025\/03\/27\/nx-s1-5336319\/international-deep-sea-mining-critical-metals-seabed\" rel=\"nofollow noopener\" target=\"_blank\">corporations in sea floor mining<\/a>.<\/p>\n<p>Harvesting critical minerals from the seabed could help meet demand at a time when <a href=\"https:\/\/www.nytimes.com\/2025\/11\/09\/business\/china-suspends-export-controls.html\" rel=\"nofollow noopener\" target=\"_blank\">China controls<\/a> much of the global critical mineral supply. But deep-sea ecosystems are poorly understood, and disruptions from mining would have <a href=\"https:\/\/theconversation.com\/deep-sea-mining-threatens-sea-life-in-a-way-no-one-is-thinking-about-and-trumps-order-could-clear-the-way-for-operations-soon-247690\" rel=\"nofollow noopener\" target=\"_blank\">unknown consequences for ocean health<\/a>. Forty <a href=\"https:\/\/deep-sea-conservation.org\/solutions\/no-deep-sea-mining\/momentum-for-a-moratorium\/governments-and-parliamentarians\/\" rel=\"nofollow noopener\" target=\"_blank\">countries now support<\/a> either a ban or a pause on deep sea mining until the risks are better understood.<\/p>\n<p>These concerns sit alongside <a href=\"https:\/\/hir.harvard.edu\/beneath-the-surface-the-geopolitical-implications-of-shifting-deep-sea-mining-regulation\/\" rel=\"nofollow noopener\" target=\"_blank\">geopolitical tensions<\/a>: Most deep-sea minerals lie in international waters, where competition over access and profits could become another front in global rivalry.<\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/711286\/original\/file-20260107-84-qxkco4.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"A map shows one area where companies are interested in mining.\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/01\/file-20260107-84-qxkco4.jpg\" class=\"native-lazy\" loading=\"lazy\"  \/><\/a><\/p>\n<p>              A map of the Pacific Ocean between Mexico and Hawaii shows exploration targets for mining seafloor nodules that contain critical minerals in the Clarion-Clipperton Zone. The U.S. never ratified the convention, and the Trump administration is now <a href=\"https:\/\/www.csis.org\/analysis\/trumps-deep-sea-mining-executive-order-race-critical-minerals-enters-uncharted-waters\" rel=\"nofollow noopener\" target=\"_blank\">trying to fast-track its own permits<\/a> to circumvent the international process and accelerate deep-sea mining in areas that are outside national jurisdictions.<\/p>\n<p>Against this backdrop, a <a href=\"https:\/\/www.weforum.org\/stories\/2025\/09\/deep-sea-mining-critical-minerals\/\" rel=\"nofollow noopener\" target=\"_blank\">loose coalition<\/a> of issue-focused groups and companies have joined national governments in calling for a pause on deep-sea mining. At the same time, some <a href=\"https:\/\/dsm-campaign.org\/major-insurers-reject-dsm\/\" rel=\"nofollow noopener\" target=\"_blank\">insurers have declined<\/a> to insure deep-sea mining projects.<\/p>\n<\/p>\n<p>            A visualization of deep-sea mining and the debris clouds created that could harm sea life.<\/p>\n<p>Pressure from outside groups will not eliminate competition over seabed resources, but it can shape behavior by raising the costs of moving too quickly without carefully evaluating the risks. For example, <a href=\"https:\/\/polarjournal.net\/norway-pauses-deep-sea-mining-plans-until-2029\/\" rel=\"nofollow noopener\" target=\"_blank\">Norway recently paused deep-sea mining licenses until 2029<\/a>, while BMW, Volvo and Google have <a href=\"https:\/\/www.ft.com\/content\/e618a555-2d21-4f33-b6b5-46564197f834\" rel=\"nofollow noopener\" target=\"_blank\">pledged not to purchase metals<\/a> produced from deep-sea mines until environmental risks are better understood.<\/p>\n<p>Overfishing: When competition outruns cooperation<\/p>\n<p>Fishing fleets have been ranging farther and fishing longer in recent decades, <a href=\"https:\/\/unfccc.int\/news\/plenty-of-fish\" rel=\"nofollow noopener\" target=\"_blank\">leading to overfishing<\/a> in many areas. For coastal communities, the result can crash fish stocks, threatening jobs in fishing and processing and degrading marine ecosystems, which makes coastal areas less attractive for tourism and recreation. When stocks decline, seafood prices also rise. <\/p>\n<p>Unlike deep-sea mining or Arctic shipping, overfishing is prompting cooperation on many levels.<\/p>\n<\/p>\n<p>In 2025, a critical mass of countries <a href=\"https:\/\/www.wri.org\/insights\/high-seas-treaty-explainer\" rel=\"nofollow noopener\" target=\"_blank\">ratified the High Seas Treaty<\/a>, which sets out a legal framework for creating marine protected areas in international waters that could give species a chance to recover. Meanwhile, several countries have arrangements with their neighbors to manage fishing together.<\/p>\n<p>For example, the European Union and U.K. are <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2025\/12\/10\/council-approves-eu-uk-fishing-deal-for-2026\/\" rel=\"nofollow noopener\" target=\"_blank\">finalizing an agreement<\/a> to set quotas for fleets operating in waters where fish stocks are shared. Likewise, Norway and Russia <a href=\"https:\/\/www.reuters.com\/business\/norway-reaches-2026-fisheries-agreement-with-russia-cod-quota-lowest-level-since-2025-12-18\/\" rel=\"nofollow noopener\" target=\"_blank\">have established annual quotas<\/a> for the Barents Sea to try to limit overfishing. These government-led efforts are reinforced by other forms of diplomacy that operate outside government.<\/p>\n<p>Market-based initiatives like the <a href=\"https:\/\/www.msc.org\/en-us\" rel=\"nofollow noopener\" target=\"_blank\">Marine Stewardship Council certification<\/a> set common sustainability standards for fishing companies to meet. Many major retailers look for that certification when making purchases. Websites like <a href=\"https:\/\/globalfishingwatch.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Global Fishing Watch<\/a> monitor fishing activity in near real time, giving governments and advocacy groups data for action.<\/p>\n<p>Collectively, these efforts make it harder for illegal fishing to hide.<\/p>\n<p>How well countries are able to work together to update quotas, share data and enforce rules as warming oceans <a href=\"https:\/\/www.nytimes.com\/2019\/11\/29\/climate\/climate-change-ocean-fish-iceland.html\" rel=\"nofollow noopener\" target=\"_blank\">shift where fish stocks<\/a> are found and <a href=\"https:\/\/doi.org\/10.1038\/s41467-021-25516-4\" rel=\"nofollow noopener\" target=\"_blank\">demand continues to grow<\/a> will determine whether overfishing can be stopped.<\/p>\n<p>Looking Ahead<\/p>\n<p>At a time when international cooperation <a href=\"https:\/\/www.politico.eu\/article\/us-donald-trump-nato-allies-greenland-crisis-deepens\/\" rel=\"nofollow noopener\" target=\"_blank\">is under strain<\/a>, agreements between countries and pressure from companies, insurers and issue-focused groups are essential for ensuring a healthy ocean for the future.<\/p>\n","protected":false},"excerpt":{"rendered":"Oceans shape everyday life in powerful ways.
