{"id":413922,"date":"2026-01-16T21:15:07","date_gmt":"2026-01-16T21:15:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/413922\/"},"modified":"2026-01-16T21:15:07","modified_gmt":"2026-01-16T21:15:07","slug":"the-canada-pension-plan-is-undermining-its-own-sustainability","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/413922\/","title":{"rendered":"The Canada Pension Plan is undermining its own sustainability"},"content":{"rendered":"<p>When four young Canadians took the Canada Pension Plan Investment Board (CPPIB) to court in October, the pension manager responded by <a href=\"https:\/\/www.cppinvestments.com\/newsroom\/our-mandate-and-our-approach-to-climate-risk\/\" rel=\"nofollow noopener\" target=\"_blank\">calling<\/a> the legal challenge \u201can action against the retirement security of 22 million Canadians.\u201d This response deflects from an obvious truth: climate stability is a prerequisite for the financial sustainability of the Canada Pension Plan.<\/p>\n<p>The four plaintiffs allege that the CPPIB has breached its duties by mismanaging climate-related financial risks. Their case argues that the pension manager is dramatically underestimating its exposure to the financial risks of a warming planet. In its 2025 annual report, the investment board <a href=\"https:\/\/www.cppinvestments.com\/wp-content\/uploads\/attachments\/CPP-Investments-F2025-Annual-Report-English.pdf\" rel=\"nofollow noopener\" target=\"_blank\">estimates only a 4% loss<\/a> in a \u201chot-house world\u201d scenario where temperatures rise by 3\u00b0C. But scientists warn that such a trajectory would bring <a href=\"https:\/\/unclimatesummit.org\/comparing-climate-impacts-at-1-5c-2c-3c-and-4c\/\" rel=\"nofollow noopener\" target=\"_blank\">devastating impacts<\/a> to global economies, financial systems and human livelihoods. No portfolio could withstand the impacts of that much warming. Yet CPPIB has continued to <a href=\"https:\/\/www.shiftaction.ca\/news\/2025\/11\/05\/cppib-7billion-fossil-fuels\" rel=\"nofollow noopener\" target=\"_blank\">commit billions<\/a> to the cause of the crisis: fossil fuel expansion.<\/p>\n<p>\u201cOur case is alleging that CPP Investments is mismanaging our pension fund by failing to adequately respond to climate change,\u201d <a href=\"https:\/\/www.shiftaction.ca\/news\/2025\/10\/23\/cppib-legal-challenge-over-climate\" rel=\"nofollow noopener\" target=\"_blank\">explains<\/a> Rav Singh, one of the young applicants. \u201cCPP is supposed to be one of our most reliable sources of retirement income. We should all be concerned that our CPP benefits may not be as dependable as we\u2019d like to think.\u201d<\/p>\n<p>This case is among the first of its kind, where beneficiaries are asking the courts to hold their pension manager accountable for mismanaging climate risks. The applicants are not seeking money; they are asking the court to direct CPPIB to identify, assess and manage climate risks appropriately and transparently, in line with its <a href=\"https:\/\/www.cppinvestments.com\/about-us\/our-mandate\/\" rel=\"nofollow noopener\" target=\"_blank\">mandate<\/a> to invest without \u201cundue risk of loss\u201d and act in the best interests of contributors and beneficiaries.<\/p>\n<p>CPPIB has <a href=\"https:\/\/www.shiftaction.ca\/news\/2024\/11\/14\/key-takeaways-cppib-public-meetings\" rel=\"nofollow noopener\" target=\"_blank\">acknowledged<\/a> that climate change is \u201can existential threat . . . the single biggest investment risk that we face.\u201d In March 2025, CPPIB published an <a href=\"https:\/\/www.cppinvestments.com\/insight-institute\/physical-risk-climate-change-and-the-investor-response\/\" rel=\"nofollow noopener\" target=\"_blank\">interview<\/a> with climate scientist Johan Rockstr\u00f6m, who warned, \u201cWe cannot continue allowing ourselves to destroy the stability of the climate system, and quite frankly the stability of the planet, by subsidizing unsustainable investments.\u201d<\/p>\n<p>Despite recognizing the threat, CPPIB\u2019s climate approach tells another story. Its <a href=\"https:\/\/www.cppinvestments.com\/wp-content\/uploads\/attachments\/CPP-Investments-F2025-Annual-Report-English.pdf\" rel=\"nofollow noopener\" target=\"_blank\">risk modelling<\/a> assumes CPP resilience at more than 3\u00b0C of warming. <a href=\"https:\/\/unclimatesummit.org\/comparing-climate-impacts-at-1-5c-2c-3c-and-4c\/\" rel=\"nofollow noopener\" target=\"_blank\">According to the Intergovernmental Panel on Climate Change<\/a>, 3\u00b0C of global warming could expose 3.25 billion people to lethal heat and humidity, decimate fresh water supplies and global food production, cause the extinction of plants and animals, lead to the collapse of marine ecosystems, and trigger catastrophic sea-level rise. It is imprudent to suggest that CPPIB can fulfill its mandate \u2013 or that Canadians can enjoy retirement security \u2013 under such catastrophic climate outcomes.<\/p>\n<p>Meanwhile, last year CPPIB abandoned its net-zero commitment, reversing its <a href=\"https:\/\/www.newswire.ca\/news-releases\/cpp-investments-announces-commitment-to-net-zero-by-2050-897529663.html\" rel=\"nofollow noopener\" target=\"_blank\">2022 statement<\/a> that stewarding the portfolio to net-zero emissions was in \u201cthe best interests of the contributors and beneficiaries of the Canada Pension Plan.\u201d The net-zero reversal was approved by a board on which nearly one-third of CPPIB directors <a href=\"https:\/\/www.shiftaction.ca\/s\/Shift-Entrenched-Interests-Report-2025.pdf\" rel=\"nofollow noopener\" target=\"_blank\">held roles with fossil fuel companies<\/a>, raising questions about potential conflicts of interest.<\/p>\n<p>In the months following that reversal, CPPIB doubled down on fossil fuels: investing $4.1 billion in <a href=\"https:\/\/www.shiftaction.ca\/news\/2025\/9\/23\/cppib-sempra\" rel=\"nofollow noopener\" target=\"_blank\">Sempra Infrastructure<\/a>, which builds new gas pipelines and export terminals, and $1.4 billion in <a href=\"https:\/\/www.shiftaction.ca\/news\/2025\/10\/02\/cppib-alphagen\" rel=\"nofollow noopener\" target=\"_blank\">AlphaGen<\/a>, owner of 23 fossil fuel power plants. These are not \u201ctransition\u201d investments \u2013 they are bets on the continued expansion of fossil fuels.<\/p>\n<p>When journalists <a href=\"https:\/\/www.nationalobserver.com\/2025\/10\/27\/news\/young-canadians-cpp-pension-climate-lawsuit\" rel=\"nofollow noopener\" target=\"_blank\">asked<\/a> CPPIB to explain how this climate litigation could be \u201can action against 22 million Canadians\u2019 retirement security,\u201d as <a href=\"https:\/\/www.cppinvestments.com\/newsroom\/our-mandate-and-our-approach-to-climate-risk\/\" rel=\"nofollow noopener\" target=\"_blank\">articulated<\/a> in its approach to climate risk, the fund didn\u2019t respond. As applicant Aliya Hirji said, \u201cI don\u2019t want to be suing my pension. But I want to retire on a stable pension into a livable future. If taking CPP Investments to court is what\u2019s needed to achieve that, so be it.\u201d<\/p>\n<p>The reality is that many of CPPIB\u2019s peers are already showing what responsible, climate-aligned investing looks like. ABP, Europe\u2019s largest pension fund, <a href=\"https:\/\/www.shiftaction.ca\/reportcard2024\/abp\" rel=\"nofollow noopener\" target=\"_blank\">affirms<\/a> that \u201cBuilding good pensions together in a liveable world [is] our mission . . . A liveable world demands a sustainable economy.\u201d La Caisse, which manages the Quebec Pension Plan, has <a href=\"https:\/\/www.shiftaction.ca\/reportcard2024\/cdpq\" rel=\"nofollow noopener\" target=\"_blank\">exited<\/a> coal and oil entirely and tied staff compensation to climate goals \u2013 actions it says have improved the fund\u2019s financial position. And Ontario\u2019s University Pension Plan <a href=\"https:\/\/www.shiftaction.ca\/reportcard2024\/upp\" rel=\"nofollow noopener\" target=\"_blank\">directly links<\/a> its fiduciary duty to climate responsibility, stating that \u201cClimate change stands out among the significant material risks to our portfolio, demanding immediate action in line with our fiduciary responsibility.\u201d<\/p>\n<p>CPPIB is one of the world\u2019s largest and most sophisticated investors. It has the tools, talent and resources to manage climate risk responsibly \u2013 but it must choose to actually do so. Protecting the CPP means protecting the climate that Canadians will retire into. Climate stability and pension sustainability are not opposing goals.
