We are working with our partners to continually review and improve the results.<\/p>\n<p>Alberta\u2019s energy regulator has opened <a href=\"https:\/\/northback.ca\/wp-content\/uploads\/2025\/11\/NB-Public-Notice-Ad-LethbridgeHerald.pdf\" rel=\"nofollow noopener\" target=\"_blank\">public input<\/a> into an Australian-owned mining company\u2019s revised proposal for a coal mine in the eastern slopes of the Rocky Mountains after the company\u2019s previous application was denied in 2021.<\/p>\n<p>Albertans have until Friday to weigh in on what they think should be included in the <a href=\"https:\/\/open.alberta.ca\/dataset\/018984dc-41f4-4345-b045-7c54d290f7e1\/resource\/3a6e6245-7ad6-4a7b-a06d-b6e57acb174b\/download\/epa-northback-grassy-mountain-coal-mine-ptor.pdf\" target=\"_blank\" rel=\"nofollow noopener\">environmental impact assessment<\/a> of the Grassy Mountain coal mine.\u00a0<\/p>\n<p>\u201cThis is the first chance the public have to affect the outcome,\u201d Mike Young, CEO of Northback Holdings Corp., told the Calgary Eyeopener\u2019s Loren McGinnis Monday.<\/p>\n<p>\u201cIt gives the public an opportunity to say to the regulator, \u2018Look, I think they need to think about this and I&#8217;m worried about this animal, and have they thought about this?\u2019\u201d<\/p>\n<p>Northback\u2019s proposed project at Grassy Mountain \u2014 around six kilometres north from the town of Blairmore, Alta. \u2014 <a href=\"https:\/\/www.cbc.ca\/news\/canada\/calgary\/grassy-mountain-aer-alberta-energy-regulator-laurie-pushor-1.6070177\" target=\"_blank\" rel=\"nofollow noopener\">was rejected in 2021<\/a>, when a joint federal-provincial panel ruled potential environmental harm to fish and water quality outweighed the economic benefits of the project.<\/p>\n<p>An exploration project for the mine, which would see an open-pit metallurgical coal mine in the Crowsnest Pass region, <a href=\"https:\/\/www.cbc.ca\/news\/canada\/calgary\/northback-coal-mining-approved-1.7536463\" target=\"_blank\" rel=\"nofollow noopener\">received the green light<\/a> from the provincial government last May. Earlier last year, the provincial government <a href=\"https:\/\/www.cbc.ca\/news\/canada\/calgary\/aer-grassy-mountain-eastern-slopes-brian-jean-1.7436871\" target=\"_blank\" rel=\"nofollow noopener\">lifted a ban<\/a> on coal exploration in the area.<\/p>\n<p>Now, the company is preparing for the crucial next step in the regulatory review of the new proposal, even as <a href=\"https:\/\/www.cbc.ca\/news\/canada\/edmonton\/corb-lund-re-apply-for-petition-9.7014954\" target=\"_blank\" rel=\"nofollow noopener\">efforts are underway<\/a> for a referendum question on banning coal mining in the region.\u00a0<\/p>\n<p>WATCH | Northback&#8217;s CEO on their proposed Grassy Mountain coal mine project:<\/p>\n<p>Young said over the last five years, the company has spent a significant amount of time redesigning the mine plan to address ongoing concerns from ranchers, environmentalists and First Nations.<\/p>\n<p>One of the biggest changes, he said, is reducing the mine\u2019s footprint by 40 per cent.<\/p>\n<p>\u201cYou reduce the footprint, you reduce the overall impact,\u201d Young said.<\/p>\n<p>Another change includes adding plans for progressive reclamation of the mine, which involves restoring land as mining operations are ongoing.<\/p>\n<p>Mining would occur moving south to north, Young said, allowing the company to fill the pits that have already been mined with the waste rock from higher up.<\/p>\n<p>\u201cWe don&#8217;t have a lot of waste outside the mine footprint this time,\u201d Young said. \u201cThen as you go, you can start to reclaim that land while you&#8217;re still mining further north, and that has a huge benefit in that we don&#8217;t have this environmental liability at the end of the mine life.\u201d<\/p>\n<p>Previous concerns remain<\/p>\n<p>But concern about the environmental cost of the mining project, and similar ones proposed in the area, remain.<\/p>\n<p>One of primary concerns is the potential for the project to leach toxic selenium downstream to bodies of water used for ranching and drinking, and which contain <a href=\"https:\/\/www.cbc.ca\/news\/canada\/calgary\/coal-eastern-slopes-study-1.7554726\" target=\"_blank\" rel=\"nofollow noopener\">threatened fish species<\/a> like trout.\u00a0<\/p>\n<p>Country singer Corb Lund has been a prominent opponent of coal mining in the eastern slopes, launching a petition late last year to ask the provincial government to ban all new mines in the area.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" alt=\"A sign is held up by a protestor. \"   src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/01\/1768615066_640_default.jpg\" style=\"aspect-ratio:1.7777777777777777\" data-cy=\"image-img\"\/>A sign opposing open pit coal mining in the Rocky Mountains is seen at a protest in downtown Calgary on Jan. 14, 2025. (Dan McGarvey\/CBC)<\/p>\n<p>\u201cThe risk-reward on this coal mining idea is really terrible,\u201d Lund said in a December Calgary Eyeopener interview. \u201cThey want to put coal mines in a really sensitive area of our foothills of our Rockies where all the headwaters of our rivers are.\u201d<\/p>\n<p>Other environmental groups, such as Save Our Slopes and the Canadian Parks and Wilderness Society, have also vocalized their opposition to the project and others like it.<\/p>\n<p>In 2019, a <a href=\"https:\/\/iaac-aeic.gc.ca\/050\/documents\/p80101\/132193E.pdf\" target=\"_blank\" rel=\"nofollow noopener\">peer-reviewed study<\/a> into Northback\u2019s first proposal (at the time, the company was called Benga Mining) found that leaching of selenium was \u201can undisputed fact of open-pit mountaintop coal-mining.\u201d<\/p>\n<p>\u201cEffective treatment doesn&#8217;t exist, only case after case of selenium pollution and resultant poisoning of fish and wildlife,\u201d wrote the study\u2019s author Dennis Lemly, a retired U.S. government scientist.<\/p>\n<p>Young said he believes selenium treatment technologies have come a long way since then, and the company is incorporating those new developments into its approach.<\/p>\n<p>\u201cWe believe the revised application addresses those concerns,\u201d Young said.<\/p>\n<p>After the latest round of public input, Northback will look to submit its project application to the Alberta Energy Regulator later this year.
