She said the GNWT also expects employees who use generative AI to review the output.<\/p>\n<p>While the NWT government has not conducted its own assessment of the privacy impacts of AI tools, the finance department said it has \u201cleveraged the privacy impact assessments conducted by other jurisdictions and is conducting a legal review of terms of use of common AI tools including Microsoft Copilot.\u201d<\/p>\n<p>Risks and benefits<\/p>\n<p>AI has become ubiquitous in many people\u2019s daily lives, from Google search results to business advertisements and posts on social media.<\/p>\n<p>It is also becoming more common in the workplace, including the public service. <\/p>\n<p>This month, the NWT government announced <a href=\"https:\/\/cabinradio.ca\/274832\/news\/health\/nwt-embarks-on-year-long-ai-health-note-taking-pilot\/\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">a pilot project<\/a> involving an AI-powered medical note-taking tool intended to help reduce the amount of time healthcare workers spend on paperwork.<\/p>\n<p>The Department of Justice told Cabin Radio it launched its own internal pilot more than a year ago involving the use of AI to quickly produce rough transcripts from court proceedings. The department said only court services employees and judges have access to those rough transcripts.<\/p>\n<p>While AI tools offer benefits such as streamlining or automating tasks, there can also be drawbacks including privacy risks and negative impacts on <a href=\"https:\/\/time.com\/7295195\/ai-chatgpt-google-learning-school\/\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">critical thinking and problem-solving skills<\/a>, as well as <a href=\"https:\/\/www.theguardian.com\/technology\/2025\/dec\/18\/2025-ai-boom-huge-co2-emissions-use-water-research-finds\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">the environment<\/a>. NWT Fire called the image \u201csensationalized slop\u201d and said those involved \u201cshould be ashamed of themselves.\u201d<\/p>\n<p>The province of Newfoundland and Labrador came under fire in 2025 for publishing <a href=\"https:\/\/www.cbc.ca\/news\/canada\/newfoundland-labrador\/education-accord-nl-sources-dont-exist-1.7631364\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">an education report<\/a> and <a href=\"https:\/\/theindependent.ca\/news\/lji\/major-n-l-healthcare-report-contains-errors-likely-generated-by-a-i\/\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">health human resources plan<\/a> created by Deloitte, both containing fake citations likely generated by AI.<\/p>\n<p>Is the GNWT\u2019s guideline enough?<\/p>\n<p>One NWT government employee, who spoke to Cabin Radio on the condition of anonymity to speak freely about their employer, said the territory\u2019s generative AI guideline contains \u201cjust suggestions\u201d and they are concerned about the lack of more comprehensive AI policies.<\/p>\n<p>\u201cObviously governments are going to look into technologies for increasing efficiencies, but integrating AI into workflows is not as simple as giving staff access to a new app and giving them some \u2018dos and don\u2019ts.\u2019 But that\u2019s how it\u2019s been rolled out,\u201d they said.<\/p>\n<p>The employee said existing security, privacy and electronic information policies were not written with AI in mind. They believe those policies are not enough to protect sensitive information, nor ensure oversight and accountability related to the use of AI within the GNWT.<\/p>\n<p>\u201cAs far as I\u2019m aware, there are no AI experts employed at the GNWT who could ensure AI programs are working properly or are producing unbiased content,\u201d they said, adding it is unclear who is providing AI oversight in each department.<\/p>\n<p>Andrew Fox, the NWT\u2019s information and privacy commissioner, said the GNWT having a generative AI guideline and thinking about its approach to AI is good.<\/p>\n<p>\u201cIt\u2019s definitely an important sphere of activity to be paying attention to and the fact that \u2026 they\u2019ve rolled out this high-level guideline is very encouraging,\u201d he said. <\/p>\n<p style=\"text-align:center\">Advertisement.<br \/><a class=\"gofollow\" data-track=\"MTcxMiwxNiw2MA==\" href=\"https:\/\/www.hss.gov.nt.ca\/en\/services\/811\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/12\/4477-GNWT-HSS-811-Marketing-Campaign-Cabin-Digital-Ads_600x500px_General-1.jpg\" width=\"300px\"\/><\/a><\/p>\n<p style=\"text-align:center\">Advertisement.<br \/><a class=\"gofollow\" data-track=\"MTkzOCwxNiw2MA==\" href=\"https:\/\/www.gov.nt.ca\/ecc\/en\/services\/waste-reduction-and-recycling\/funding-waste-reduction-and-recycling-initiative\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/01\/4461-GNWT-ECC-Waste-Recycling_Digital_300x250_Lvl3_Funding-1.jpg\" width=\"300px\"\/><\/a><\/p>\n<p>But Fox said the guideline is \u201cmore of a statement that there should be policies and guidelines, as opposed to actually being sort-of applicable policies or guidelines for any particular AI application.\u201d<\/p>\n<p>Fox said he does not \u201cthink there is any question\u201d the GNWT needs to develop further policies and guidance related to specific AI tools.<\/p>\n<p>\u201cIt does seem to me that you can\u2019t have sort-of one policy to rule them all,\u201d he said.<\/p>\n<p>\u2018Unfocused and unclear\u2019<\/p>\n<p>Teresa Scassa, Canada research chair in information law and policy and a faculty member at the University of Ottawa, said \u201cit\u2019s really important\u201d that governments have policies regulating employee use of AI.<\/p>\n<p>Scassa said the GNWT\u2019s guideline is not adequate to address potential issues with AI use.<\/p>\n<p>She described the guideline as \u201ca little bit unfocused and unclear,\u201d saying it muddles together the use of AI programs by departments and agencies as well as ad-hoc employee use. <\/p>\n<p>She said it also does not lay out the chain of responsibility for decision-making and does not specify that employees can only use AI tools that have been vetted and approved by the government.<\/p>\n<p>\u201cThe policy seems to say that it wants to encourage responsible use within government to tap the potential or benefit of it,\u201d she said. \u201cBut then who\u2019s making those decisions? Who\u2019s responsible for those decisions and what do those people who are responsible need to do to put [them] in place? She said that should include engagement and consultation with Indigenous communities.<\/p>\n<p>Gayla Thunstrom, president of the Union of Northern Workers, said the union is concerned about the appropriateness of using AI to produce content that requires cultural sensitivity or awareness.<\/p>\n<p>\u201cNWT residents deserve culturally appropriate public services, delivered by people,\u201d she said in a statement.<\/p>\n<p>Thunstrom said while some types of AI that can assist workers \u201cmay be worth consideration,\u201d the union does not support any technology replacing people or bargaining unit work, or being used to fill vacancies.<\/p>\n<p>She said the union would like more information on how errors or omissions related to AI use could impact employee reviews, as well as on models that are influencing any programs used by GNWT employees.<\/p>\n<p>Thunstrom added the union has questions about the environmental impacts of AI, such as how the GNWT plans to mitigate its carbon footprint and whether it will be including data on AI use in greenhouse gas emissions reporting.<\/p>\n<p>AI policies elsewhere in the NWT <\/p>\n<p>The City of Yellowknife currently has no formal guidelines or policies governing the use of AI by employees but said it is planning to develop guidelines this year.<\/p>\n<p>The municipality said access to AI tools at City Hall is currently limited to safe web services and employee use of AI tools is subject to existing policies related to privacy, records management and cybersecurity. <\/p>\n<p style=\"text-align:center\">Advertisement.<br \/><a class=\"gofollow\" data-track=\"MTkzMiwxNiw2MA==\" href=\"https:\/\/nwtombud.ca\/\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/01\/NWT-Ombud-3.png\" width=\"300px\"\/><\/a><\/p>\n<p style=\"text-align:center\">Advertisement.<br \/><a class=\"gofollow\" data-track=\"MTkzNywxNiw2MA==\" href=\"https:\/\/www.ece.gov.nt.ca\/en\/MAP\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/01\/0093_D_600x500_L2_Mentor-Apprentice-Program_Eng-Cabin-Radio.jpg\" width=\"300px\"\/><\/a><\/p>\n<p>Aurora College president Angela James said the college has developed guidelines for the use of AI that cover students, staff, faculty and contractors. She added that statements and guidelines on the use of AI are included in course syllabi.<\/p>\n<p>The Law Society of the NWT <a href=\"https:\/\/lawsociety.nt.ca\/wp-content\/uploads\/2025\/02\/LSNT-Guidelines-for-the-Use-of-Generative-AI-in-the-Practice-of-Law-FINAL.pdf\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">released guidelines<\/a> in January 2025 for the use of generative AI in the practice of law.
