The city<a href=\"https:\/\/greenspace.seattle.gov\/2025\/02\/city-of-seattles-environmental-justice-fund-awards-record-1-2-million-to-community-organizations\/\" rel=\"nofollow noopener\" target=\"_blank\"> awarded $1.2 million<\/a> through its<a href=\"https:\/\/www.seattle.gov\/environment\/climate-change\/climate-justice\/environmental-justice-fund\" rel=\"nofollow noopener\" target=\"_blank\"> Environmental Justice Fund<\/a> to grassroots organizations confronting <a href=\"https:\/\/www.rollingstone.com\/t\/climate\/\" id=\"auto-tag_climate\" data-tag=\"climate\" rel=\"nofollow noopener\" target=\"_blank\">climate<\/a> change on the frontlines \u2014 communities facing sea level rise, storm surge, and intensifying heat. The money, raised through a <a href=\"https:\/\/www.seattle.gov\/city-finance\/business-taxes-and-licenses\/seattle-taxes\/payroll-expense-tax\" rel=\"nofollow noopener\" target=\"_blank\">payroll tax<\/a> on high-income employers, is flowing directly to communities of color, immigrants, the elderly, and low-income residents \u2014 people hit first and worst by climate impacts.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-line-height-copy  lrv-a-font-body-l   \">\n\tIt\u2019s not just Seattle. Across the country, cities are stepping up, even as federal support for climate resilience and environmental justice collapses.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-line-height-copy  lrv-a-font-body-l   \">\n\tSince returning to office, President <a href=\"https:\/\/www.rollingstone.com\/t\/donald-trump\/\" id=\"auto-tag_donald-trump\" data-tag=\"donald-trump\" rel=\"nofollow noopener\" target=\"_blank\">Donald Trump<\/a> has wasted no time dismantling climate justice programs. His \u201cDay One\u201d <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-radical-and-wasteful-government-dei-programs-and-preferencing\/\" rel=\"nofollow noopener\" target=\"_blank\">executive orders<\/a> terminated all federal environmental justice offices and staff,<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/initial-rescissions-of-harmful-executive-orders-and-actions\/\" rel=\"nofollow noopener\" target=\"_blank\"> <\/a>scrapped the Justice40 initiative, and <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/initial-rescissions-of-harmful-executive-orders-and-actions\/\" rel=\"nofollow noopener\" target=\"_blank\">reopened<\/a> large swaths of the U.S. coast to offshore drilling. His administration has <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-illegal-discrimination-and-restoring-merit-based-opportunity\/\" rel=\"nofollow noopener\" target=\"_blank\">revok<\/a>ed a<a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/FR-1994-02-16\/html\/94-3685.htm\" rel=\"nofollow noopener\" target=\"_blank\"> decades-old executive order<\/a> requiring agencies to prioritize environmental justice in their missions, taken key tools \u2014 like the Environmental Protection Agency<a href=\"https:\/\/envirodatagov.org\/epa-removes-ejscreen-from-its-website\/#:~:text=On%20February%205th%2C%20EPA%20removed,as%20several%20related%20web%20pages.\" rel=\"nofollow noopener\" target=\"_blank\">\u2019s EJScreen<\/a> \u2014 offline, and cut core funding programs, including <a href=\"https:\/\/www.floods.org\/news-views\/fema-news\/fema-ends-bric-program-leaving-states-in-the-lurch\/\" rel=\"nofollow noopener\" target=\"_blank\">disaster preparedness grants<\/a>. And through the \u201cBig Beautiful Bill,\u201d<a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/1\" rel=\"nofollow noopener\" target=\"_blank\"> Trump has gutted<\/a> the Inflation Reduction Act\u2019s <a href=\"https:\/\/www.rollingstone.com\/politics\/politics-features\/trump-climate-environment-funds-cut-tax-big-beautiful-bill-1235378220\/\" rel=\"nofollow noopener\" target=\"_blank\">environmental and climate justice program<\/a><a href=\"https:\/\/perma.cc\/YHV6-3P5B\" rel=\"nofollow noopener\" target=\"_blank\"> <\/a>\u2014 slashing billions once earmarked for clean air, clean water, and green jobs in overburdened communities.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-line-height-copy  lrv-a-font-body-l   \">\n\tThese rollbacks are not just performative political retribution. They are already threatening lives and livelihoods in communities across the country.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-line-height-copy  lrv-a-font-body-l   \">\n\tThis is especially true in coastal cities, home to more than <a href=\"https:\/\/strapi-stack-medianestedstackn-mediabucket8240391c-kqfppjeazi6r.s3.us-east-2.amazonaws.com\/UOL_By_the_Numbers_Definition_Demographics_and_Climate_Risks_of_U_S_Coastal_Cities_2024_acdc482fb1.pdf\" rel=\"nofollow noopener\" target=\"_blank\">47 million people<\/a>, where <a href=\"https:\/\/www.nature.com\/articles\/s41586-024-07038-3\" rel=\"nofollow noopener\" target=\"_blank\">rising seas<\/a> and <a href=\"https:\/\/www.nature.com\/articles\/nclimate2736\" rel=\"nofollow noopener\" target=\"_blank\">stronger storms<\/a> are colliding with long-standing patterns of inequality,<a href=\"https:\/\/strapi-stack-medianestedstackn-mediabucket8240391c-kqfppjeazi6r.s3.us-east-2.amazonaws.com\/UOL_By_the_Numbers_Definition_Demographics_and_Climate_Risks_of_U_S_Coastal_Cities_2024_acdc482fb1.pdf\" rel=\"nofollow noopener\" target=\"_blank\"> nearly 60 percent<\/a> of coastal city residents are people of color \u2014 compared to 37 percent nationally. These cities also have <a href=\"https:\/\/strapi-stack-medianestedstackn-mediabucket8240391c-kqfppjeazi6r.s3.us-east-2.amazonaws.com\/UOL_By_the_Numbers_Definition_Demographics_and_Climate_Risks_of_U_S_Coastal_Cities_2024_acdc482fb1.pdf#page=2\" rel=\"nofollow noopener\" target=\"_blank\">higher rates<\/a> of poverty, unemployment, rent burden, and non-citizenship. That means when disaster strikes \u2014 whether from hurricanes in the Gulf or nor\u2019easters in New York \u2014 the communities with the fewest resources to recover are often the ones hardest hit.<\/p>\n<p>\t\tEditor\u2019s picks<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-line-height-copy  lrv-a-font-body-l   \">\n\tIn these cities, climate justice is more than a policy priority \u2013 it\u2019s a survival strategy.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-line-height-copy  lrv-a-font-body-l   \">\n\tAt<a href=\"https:\/\/urbanoceanlab.org\/\" rel=\"nofollow noopener\" target=\"_blank\"> Urban Ocean Lab<\/a>, a think tank for the future of coastal cities, we spoke with local officials nationwide about how they\u2019re navigating this new reality. In Seattle,<a href=\"https:\/\/www.seattle.gov\/rsji\" rel=\"nofollow noopener\" target=\"_blank\"> the Race and Social Justice Initiative<\/a> \u2014 now law \u2014 requires all city departments to review budgets and programs through an equity lens. This is real institutional change.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-line-height-copy  lrv-a-font-body-l   \">\n\tWhile the federal government wipes crucial data resources, cities recognize information is integral. In San Diego, the<a href=\"https:\/\/www.sandiego.gov\/sites\/default\/files\/2019_climate_equity_index_report.pdf\" rel=\"nofollow noopener\" target=\"_blank\"> Climate Equity Index<\/a> maps where environmental risks overlap with socioeconomic vulnerability, guiding city investments in stormwater upgrades, green space, and climate infrastructure. In New York City, the<a href=\"https:\/\/experience.arcgis.com\/experience\/6a3da7b920f248af961554bdf01d668b\" rel=\"nofollow noopener\" target=\"_blank\"> EJNYC Mapping Tool<\/a> brings together over 100 datasets to highlight environmental burdens in places like the Rockaways and South Bronx \u2014 both low-lying areas with aging infrastructure and long histories of disinvestment. In <a href=\"https:\/\/www.rollingstone.com\/t\/new-orleans\/\" id=\"auto-tag_new-orleans\" data-tag=\"new-orleans\" rel=\"nofollow noopener\" target=\"_blank\">New Orleans<\/a>, the<a href=\"https:\/\/www.gnof.org\/what-we-do\/program-areas\/environment\/community-led-climate-solutions\/\" rel=\"nofollow noopener\" target=\"_blank\"> Climate Action Equity Project<\/a> brings community leaders from every city district to co-design resilience strategies, from flood protection to coastal restoration. In Providence,<a href=\"https:\/\/ecori.org\/2020-8-31-under-construction-green-justice-zones-in-providence-1\/\" rel=\"nofollow noopener\" target=\"_blank\"> Rhode Island, the Green Justice Zones<\/a> initiative puts neighborhood groups in charge of planning for flooding and extreme heat in the city\u2019s most vulnerable areas.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-line-height-copy  lrv-a-font-body-l   \">\n\tAnd where national workforce programs are <a href=\"https:\/\/www.npr.org\/2025\/05\/09\/nx-s1-5383188\/trumps-gutting-of-americorps-hits-hard-for-both-volunteers-and-communities\" rel=\"nofollow noopener\" target=\"_blank\">shrinking<\/a>, cities are building their own pipelines of green jobs. Cleveland is equipping youth from frontline communities with skills to <a href=\"https:\/\/www.cleveland.com\/community\/2024\/08\/cleveland-youth-get-an-important-firsthand-lesson-on-the-ecosystem.html\" rel=\"nofollow noopener\" target=\"_blank\">restore urban forests<\/a> and <a href=\"https:\/\/cuyahogacounty.gov\/sustainability\/initiatives\/fresh-water-institute\" rel=\"nofollow noopener\" target=\"_blank\">protect neighborhoods<\/a> from flooding and water pollution. In New Orleans, programs like <a href=\"https:\/\/home.nps.gov\/articles\/000\/workforce-development-investing-in-youth-increasing-resilience.htm\" rel=\"nofollow noopener\" target=\"_blank\">Ground CREW<\/a> and <a href=\"https:\/\/www.thrivenola.org\/programs\/greenworkforce\/\" rel=\"nofollow noopener\" target=\"_blank\">Thrive<\/a> prepare BIPOC and low-income residents to lead neighborhood-scale stormwater and flood resilience projects.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-line-height-copy  lrv-a-font-body-l   \">\n\tThis is what climate justice looks like: tactical, community-rooted, and relentless. It\u2019s also what real leadership looks like \u2014 in sharp contrast to the political theater playing out in Washington.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-line-height-copy  lrv-a-font-body-l   \">\n\tWhile Trump stages press conferences and bill signings to celebrate the dismantling of hard-won protections, local governments are doing the real work of protecting lives, preparing for future storms, and closing the equity gap. The stakes aren\u2019t theoretical. They\u2019re physical \u2014 crashing into coastal communities and people\u2019s lives. And they\u2019re growing more urgent every year.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-line-height-copy  lrv-a-font-body-l   \">\n\tWe don\u2019t need to wait for the Trump administration to get its act together.
