Everyday human activities, from shipping to oil and gas exploration to urban pollution, are affecting the marine environment. Extensive research shows how this combination of stressors represents one of the greatest threats to marine wildlife, <a href=\"https:\/\/doi.org\/10.1371\/journal.pone.0309788\" rel=\"nofollow noopener\" target=\"_blank\">potentially affecting biodiversity on a global scale<\/a>.<\/p>\n<p>To protect the ocean, one of the primary tools we have is <a href=\"https:\/\/marine-conservation.org\/on-the-tide\/when-is-a-marine-protected-area-really-a-marine-protected-area\/\" rel=\"nofollow noopener\" target=\"_blank\">marine protected areas<\/a>. But are they truly protecting species in the most critical locations?<\/p>\n<p>In an attempt to answer this question in Brazil, we conducted a comprehensive study focusing on two key species: the <a href=\"https:\/\/www.fisheries.noaa.gov\/species\/brydes-whale\" rel=\"nofollow noopener\" target=\"_blank\">Bryde\u2019s whale<\/a>, a nonmigratory species, and the <a href=\"https:\/\/iwc.int\/about-whales\/whale-species\/bottlenose-dolphin\" rel=\"nofollow noopener\" target=\"_blank\">bottlenose dolphin<\/a>, found in coastal and oceanic waters around the world. We chose these species because they do not migrate and stay in the same areas all year long, where they are exposed to harmful human activities.<\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/711223\/original\/file-20260107-56-diqso0.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"bottlenose dolphins swim with a ship in the background.\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/01\/file-20260107-56-diqso0.jpg\" class=\"native-lazy\" loading=\"lazy\"  \/><\/a><\/p>\n<p>              Bottlenose dolphins swim off the coast of Rio de Janeiro, an area with intense maritime activity.<br \/>\n              Guilherme Maricato<\/p>\n<p>The news is unfortunately not good: Our findings, <a href=\"https:\/\/doi.org\/10.1016\/j.marpolbul.2025.118265\" rel=\"nofollow noopener\" target=\"_blank\">recently published in Marine Pollution Bulletin<\/a>, show that the areas critical for these species\u2019 survival are also the most threatened.<\/p>\n<p>Where whales and dolphins eat and play<\/p>\n<p>Through spatial analysis, specifically <a href=\"https:\/\/en.wikipedia.org\/wiki\/Species_distribution_modelling\" rel=\"nofollow noopener\" target=\"_blank\">species distribution models<\/a>, we uncovered these animals\u2019 preferences. We cross-referenced thousands of occurrence records for Bryde\u2019s whales and bottlenose dolphins with environmental data that can influence their presence. The results strongly indicated that southeastern Brazil is their \u201cpreferred area.\u201d On the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Continental_shelf\" rel=\"nofollow noopener\" target=\"_blank\">continental shelf<\/a>, these areas are located in shallower waters rich in nutrients, often associated with colder waters and steep seabed slopes that bring food to the surface.<\/p>\n<p>The problem with overlap<\/p>\n<p>The preferred areas we identified, however, are not exclusive to whales and dolphins. Southeastern Brazil is also an economically vital marine region for the country, driven by <a href=\"https:\/\/agencia.petrobras.com.br\/en\/w\/petrobras-realiza-mais-uma-descoberta-de-petr%C3%B3leo-na-bacia-de-campos\" rel=\"nofollow noopener\" target=\"_blank\">activities in the Santos and Campos basins<\/a>, where a new oil reserve was recently discovered.<\/p>\n<p>In the second stage of our research, we overlaid our map of the most suitable habitats for these species with a map of human activity. This included the presence of ports, areas of oil and gas exploration, and various shipping routes.<\/p>\n<p>The result is a near-perfect overlap. The areas where Bryde\u2019s whales and bottlenose dolphins are most frequently found coincide exactly with where human activity is most intense.<\/p>\n<p>Why protected areas aren\u2019t helping them<\/p>\n<p>Brazil has expanded its conservation coverage in recent years by <a href=\"https:\/\/news.mongabay.com\/2018\/03\/brazil-creates-four-massive-marine-protected-areas\/\" rel=\"nofollow noopener\" target=\"_blank\">creating four large marine protected areas<\/a>, which we think is excellent news. However, the crux of the matter lies in the quality of that protection.<\/p>\n<p>In 2024, we also participated in a global collaborative effort to evaluate marine protected area effectiveness, <a href=\"https:\/\/doi.org\/10.1016\/j.marpol.2024.106364\" rel=\"nofollow noopener\" target=\"_blank\">the results of which were published in Marine Policy<\/a>. The findings revealed that the vast majority of Brazil\u2019s designated protected areas actually permit activities that are incompatible with biodiversity conservation.<\/p>\n<p>This quality gap was also evident in our study. Most marine protected areas in southeastern Brazil, even the most effective ones, are coastal. They do not encompass the suitable habitats for Bryde\u2019s whales and bottlenose dolphins, which are more heavily affected by oil and gas exploration.<\/p>\n<p>And what about the oceanic protected areas Brazil created? <\/p>\n<p>For the most part, they are located in areas that are either not the most suitable for these two species or lack significant conflicts with human activity. <a href=\"https:\/\/doi.org\/10.1126\/science.aat6215\" rel=\"nofollow noopener\" target=\"_blank\">There is an ongoing debate<\/a> about whether governments are protecting the right places or leaving the most critical biodiversity hot spots and conflict zones unprotected.<\/p>\n<p>The real impacts of the conflict<\/p>\n<p>The risk of ship strikes is constant. Whales and dolphins must come to the surface to breathe, and in areas of heavy traffic such as southeastern Brazil, the risk of being hit by vessels is high. Meanwhile, constant noise \u2013 from both ship engines and oil and gas exploration \u2013 interferes with the navigation, communication and foraging of these animals.<\/p>\n<p>Additionally, there is the risk of entanglement in fishing nets, particularly in areas with intense fishing activity, <a href=\"https:\/\/doi.org\/10.3389\/fmars.2022.1006894\" rel=\"nofollow noopener\" target=\"_blank\">resulting in bycatch<\/a>, the incidental capture of nontarget species. Dark colors indicate a higher exposure index.<br \/>\n              Guilherme Maricato<\/p>\n<p>A road map for the future<\/p>\n<p>Our findings serve as a critical warning: Simply creating marine protected areas is not enough. They must be placed in the right locations, protecting species where they are most vulnerable. We have shown that there is an urgent need to rethink conservation strategies in Brazil.<\/p>\n<p>In addition to strengthening the network of marine protected areas, our findings suggest the need for specific management actions to reduce conflicts. While <a href=\"https:\/\/doi.org\/10.3389\/fmars.2019.00505\" rel=\"nofollow noopener\" target=\"_blank\">reducing ship speeds can protect whales from collisions<\/a>, establishing <a href=\"https:\/\/doi.org\/10.3354\/esr00698\" rel=\"nofollow noopener\" target=\"_blank\">fishing exclusion zones<\/a> and using <a href=\"https:\/\/doi.org\/10.1007\/s11160-022-09736-5\" rel=\"nofollow noopener\" target=\"_blank\">acoustic deterrents<\/a> can prevent dolphins from becoming entangled in nets.<\/p>\n<p>Most importantly, however, we believe these actions must be applied in the areas of highest exposure for conservation to be truly effective.
