{"id":437450,"date":"2026-01-27T23:59:08","date_gmt":"2026-01-27T23:59:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/437450\/"},"modified":"2026-01-27T23:59:08","modified_gmt":"2026-01-27T23:59:08","slug":"pension-bonus-to-be-scrapped-from-isas-under-rachel-reevess-savings-reforms","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/437450\/","title":{"rendered":"Pension bonus to be scrapped from ISAs under Rachel Reeves&#8217;s savings reforms"},"content":{"rendered":"<p>Chancellor Rachel Reeves is understood to be planning to abolish a pension bonus linked to lifetime ISAs as part of <a href=\"https:\/\/www.gbnews.com\/money\/budget-rachel-reeves-cuts-cash-isa-limit\" target=\"_blank\" rel=\"nofollow noopener\">its reforms to the saving product<\/a>.<\/p>\n<p>The Labour Government is set to axe the lifetime Isa in favour of a new savings vehicle aimed solely at those purchasing their first property, with the replacement set to launch in April 2028.<\/p>\n<p>Notably, the Government&#8217;s revamped product will remove the option to save towards retirement entirely, focusing exclusively on helping people onto the housing ladder.<\/p>\n<p>Under the proposed changes, the 25 per cent Government top-up will no longer be credited monthly but instead paid as a lump sum when a first home is purchased.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" id=\"7f57f\" data-rm-shortcode-id=\"4b8c03ad6e6d56de626591c730635640\" data-rm-shortcode-name=\"rebelmouse-image\" class=\"rm-shortcode rm-lazyloadable-image \" lazy-loadable=\"true\" src=\"data:image\/svg+xml,%3Csvg%20xmlns='http:\/\/www.w3.org\/2000\/svg'%20viewBox='0%200%201600%20900'%3E%3C\/svg%3E\" data-runner-src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/01\/man-worried-and-rachel-reeves-at-the-pub.jpg\" width=\"1600\" height=\"900\" alt=\"Man worried and Rachel Reeves at the pub\"\/><\/p>\n<p>The Chancellor is preparing drastic overhaul to the ISA regime <\/p>\n<p> | <\/p>\n<p>GETTYH <\/p>\n<p>This shift means account holders will forfeit the opportunity to earn interest or investment returns on the bonus throughout their saving period.<\/p>\n<p>The existing lifetime Isa permits savers to contribute up to \u00a34,000 annually, with the Government adding a tax-free 25 per cent bonus that brings the maximum yearly total to \u00a35,000.<\/p>\n<p>Current rules allow withdrawals either for purchasing a first home valued at no more than \u00a3450,000 or for retirement once the holder reaches 60.<\/p>\n<p>Those who access their funds for any other purpose face a penalty that claws back not only the government bonus but also 6.25 per cent of their own contributions.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" id=\"c444d\" data-rm-shortcode-id=\"8fdda5603cffdbebba31003262862669\" data-rm-shortcode-name=\"rebelmouse-image\" class=\"rm-shortcode rm-lazyloadable-image \" lazy-loadable=\"true\" src=\"data:image\/svg+xml,%3Csvg%20xmlns='http:\/\/www.w3.org\/2000\/svg'%20viewBox='0%200%202145%201502'%3E%3C\/svg%3E\" data-runner-src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/01\/1769558348_451_pension-confidence-graph.png\" width=\"2145\" height=\"1502\" alt=\"Pension confidence graph\"\/>How confident are Britons about their pension savings? | AEGON <\/p>\n<p>The Treasury has confirmed the replacement product will eliminate withdrawal penalties, though whether the property price ceiling will be adjusted remains unclear.<\/p>\n<p>Financial experts have voiced concerns about the proposed changes, warning that savers stand to lose significantly.<\/p>\n<p>David Horowitz, the head of financial planning at Gerald Edelman, said: &#8220;If investment growth ultimately isn&#8217;t allowed, the majority of people will be disincentivised to use this as a product. The whole point of an Isa is tax-sheltered investment growth.&#8221;<\/p>\n<p>Rachael Griffin, tax and financial planning wealth manager Quilter, cautioned that account holders could sacrifice years of potential returns on their savings.<\/p>\n<p>She said: &#8220;Trying to make one product serve both first-time buyers and retirement savers has never really worked in practice. The Lifetime Isa&#8217;s dual purpose has long added unnecessary complexity and uncertainty for savers.&#8221;<\/p>\n<p>A Treasury spokesman said: &#8220;We recognise that the Lifetime Isa is not working for everyone, particularly when people&#8217;s circumstances change. <\/p>\n<p>&#8220;That is why we intend to consult on a new and improved product, specifically designed to support first-time buyers and without penalty for withdrawals.&#8221;<\/p>\n<p>The consultation follows Ms Reeves&#8217;s November Budget pledge to deliver a &#8220;simpler&#8221; savings product, after a Treasury Select Committee review branded the existing penalty a &#8220;perverse incentive&#8221; that punished savers.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" id=\"726c3\" data-rm-shortcode-id=\"a21ca04cc4859cbf024b9d83f41a6ad3\" data-rm-shortcode-name=\"rebelmouse-image\" class=\"rm-shortcode rm-lazyloadable-image \" lazy-loadable=\"true\" src=\"data:image\/svg+xml,%3Csvg%20xmlns='http:\/\/www.w3.org\/2000\/svg'%20viewBox='0%200%202119%201414'%3E%3C\/svg%3E\" data-runner-src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/01\/cash-isa.jpg\" width=\"2119\" height=\"1414\" alt=\"Cash ISA\"\/>ISAs are popular savings tools  | GETTY<\/p>\n<p>As part of broader Isa reforms, the Chancellor has also reduced the annual cash Isa allowance for those under 65 from \u00a320,000 to \u00a312,000, effective from April 2027.<\/p>\n<p>Recent analysis of CACI data between January and October 2025 revealed that savers transitioned towards tax-efficient savings ahead of the reduction in the cash ISA allowance.<\/p>\n<p>Over the time, the average adult cash ISA balance increased from \u00a315,919 to \u00a317,019, while the average non-ISA balance fell from \u00a311,918 to \u00a311,710. <\/p>\n<p>Total adult cash ISA balances rose by \u00a351.4billion during the period, with much of the growth driven by strong demand for fixed-term products.
