{"id":438543,"date":"2026-01-28T11:50:20","date_gmt":"2026-01-28T11:50:20","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/438543\/"},"modified":"2026-01-28T11:50:20","modified_gmt":"2026-01-28T11:50:20","slug":"will-osfi-signal-changes-to-the-mortgage-stress-test-this-week","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/438543\/","title":{"rendered":"Will OSFI signal changes to the mortgage stress test this week?"},"content":{"rendered":"<p>As Canada\u2019s banking regulator prepares to release its quarterly update on Thursday, mortgage industry watchers are increasingly focused on whether OSFI will offer any new guidance on the future of the <a href=\"https:\/\/www.canadianmortgagetrends.com\/2022\/09\/a-deep-dive-into-the-mortgage-stress-tests-did-they-serve-their-purpose\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">mortgage stress test<\/a>.<\/p>\n<p>In a recent note, Edge Realty Analytics\u2019 Ben Rabidoux said he believes the odds now favour at least some form of direction from OSFI, following a year-long pilot of <a href=\"https:\/\/www.canadianmortgagetrends.com\/2025\/06\/osfi-eyes-loan-to-income-rules-to-replace-stress-test-as-industry-weighs-implications\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">loan-to-income (LTI) limits<\/a> at federally regulated lenders, including the country\u2019s largest banks..<\/p>\n<p>The limits cap how many new uninsured mortgages banks can issue to borrowers taking on debt of more than 4.5 times their annual income, applying the rule across lenders\u2019 portfolios rather than to individual loans.<\/p>\n<p>\u201cI think it\u2019s slightly better than a coin toss that we see OSFI announce the end of the stress test this week, with implementation perhaps by mid-year,\u201d Rabidoux wrote. \u201cIf they do, it would go a long way toward thawing the current resale market and getting first-time buyers to reengage.\u201d<\/p>\n<p>Industry veteran Ron Butler agrees that changes are increasingly likely, even if they come in stages rather than all at once.<\/p>\n<p>\u201cSome modification or even partial cancellation of the stress test is in the cards,\u201d Butler told Canadian Mortgage Trends. \u201cOSFI wouldn\u2019t have run a year-long LTI test using all Big Banks if it didn\u2019t expect a change to happen eventually.\u201d<\/p>\n<p>Butler pointed to the United Kingdom as a useful reference point, where regulators were early adopters of mortgage stress testing before eventually shifting to loan-to-income limits as the primary macroprudential tool.<\/p>\n<p>\u201cThe key thing to understand is that Britain was an early stress-test adopter but eventually replaced it with LTI,\u201d he added. \u201cI expect phased-in announcements shortly.\u201d<\/p>\n<p>Why attention is turning to this week\u2019s update<\/p>\n<p>OSFI\u2019s quarterly update is closely watched for signals on how the regulator is assessing risk and where policy discussions may be heading.<\/p>\n<p>In recent months, OSFI officials have offered additional context on that thinking in public remarks, including commentary on mortgage risk and borrower leverage.<\/p>\n<p>Speaking at a Morningstar DBRS fireside chat last October, Superintendent Peter Routledge said the regulator has so far \u201cliked what we are seeing\u201d from the LTI pilot, adding that an income-based approach \u201cmight have helped avoid some of the issues that were part of the COVID-era housing boom.\u201d<\/p>\n<p>Data from the Bank of Canada shows that during the pandemic surge, more than a quarter of new mortgages were issued with loan-to-income ratios above 450%.
