One source told Reuters that the license terms were too restrictive and buyers had not yet turned their approvals into actual orders.<\/p>\n<p>Beijing\u2019s balancing act<\/p>\n<p>The approval signals Beijing\u2019s prioritization of its major Internet companies, which are spending billions of dollars to build data centers needed to develop AI services and compete with US rivals, including OpenAI. But regulators are also trying to nurture China\u2019s domestic semiconductor industry, the South China Morning Post <a href=\"https:\/\/www.scmp.com\/tech\/big-tech\/article\/3341568\/beijing-clears-nvidias-h200-imports-ending-chip-uncertainty-china-tech-giants\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a>.<\/p>\n<p>The first batch was expected to go to Big Tech companies in urgent need of the GPU, according to a source who spoke with that publication. However, access for state-backed firms, including telecom operators, was expected to stay tightly restricted.<\/p>\n<p>Beijing has previously discouraged domestic technology companies from purchasing foreign chips unless absolutely needed, <a href=\"https:\/\/www.reuters.com\/world\/china\/chinas-customs-agents-told-nvidias-h200-chips-are-not-permitted-sources-say-2026-01-14\/\" rel=\"nofollow noopener\" target=\"_blank\">according to<\/a> earlier Reuters reporting. One proposal authorities discussed in the past would require each H200 purchase to be bundled with a set ratio of domestic chips.<\/p>\n<p>\u201cBeijing\u2019s approval of the H200 is driven by purely strategic motives,\u201d Alex Capri, a senior lecturer at the National University of Singapore\u2019s business school, <a href=\"https:\/\/www.scmp.com\/tech\/big-tech\/article\/3341568\/beijing-clears-nvidias-h200-imports-ending-chip-uncertainty-china-tech-giants\" rel=\"nofollow noopener\" target=\"_blank\">told<\/a> the South China Morning Post. \u201cUltimately, this decision is taken to further China\u2019s indigenous capabilities and, by extension, the competitive capabilities of China tech.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Still, Nvidia wants the business because China is a huge market.
