Steve Jobs had announced the launch of the first iPhone, the sub-prime mortgage crisis was bubbling up in the US, the EU had enlarged to include Romania and Bulgaria, and <a href=\"https:\/\/www.theguardian.com\/world\/india\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">India<\/a> had for the first time become a trillion-dollar economy. This was when trade talks between Delhi and Brussels were initiated for the first time. But it wouldn\u2019t be until this very week, almost 20 years later, that a deal was signed after a few final months of unusually accelerated negotiations.<\/p>\n<p class=\"dcr-130mj7b\">On Tuesday, the president of the European Commission Ursula von der Leyen, president of the European Council Ant\u00f3nio Costa and India\u2019s prime minister, Narendra Modi, announced the \u201c<a href=\"https:\/\/www.theguardian.com\/business\/2026\/jan\/27\/eu-and-india-sign-free-trade-agreement\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">mother of all deals<\/a>\u201d, which promises to bring together about 2 billion consumers and a quarter of the world\u2019s GDP. The <a href=\"https:\/\/www.pib.gov.in\/PressReleasePage.aspx?PRID=2219146&amp;reg=3&amp;lang=2\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">agreement<\/a> opens parts of India\u2019s famously protectionist domestic market with a focus on exporting manufacturing and services; in return, middle-class Indian consumers will find it cheaper to buy European cars and wine. The overarching EU-India <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/statement_26_224\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">comprehensive strategic agenda<\/a> is really much larger in scope, taking in defence and security, commitments to multilateralism, mobility and cooperation in a range of areas.<\/p>\n<p class=\"dcr-130mj7b\">Why the sudden change of pace, after 20 years of stops and starts? The answer has everything to do with Donald Trump. The EU-India free trade agreement unveils the emerging silhouette of a post-US world order amid relentless threats to territorial sovereignty, punitive tariffs and the weakening of multilateral institutions.<\/p>\n<p class=\"dcr-130mj7b\">The original talks had proceeded slowly over differences on cars, alcohol, agriculture and dairy \u2013 and were abandoned in 2013. They were resumed in 2022 as the post-pandemic world sought to \u201cde-risk\u201d and <a href=\"https:\/\/www.ft.com\/content\/483ef3bc-e600-4c2d-bbf3-15208e52020c\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">diversify supply chains<\/a> beyond China. Ironically what brought the deal to the finish line was not China but the looming shadow of Trump. In December 2024, even before the inauguration of his second presidency, the US president had spooked Europe by <a href=\"https:\/\/www.theguardian.com\/us-news\/2024\/dec\/23\/trump-buying-greenland-ownership\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">reviving the idea<\/a> of owning Greenland. That a close ally was threatening territorial sovereignty prompted a widely shared sense of Europe being \u201c<a href=\"https:\/\/ecfr.eu\/article\/home-alone-the-sorry-state-of-europes-plans-for-self-defence\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">home alone<\/a>\u201d amid frictions in the tightly woven transatlantic relations.<\/p>\n<p class=\"dcr-130mj7b\">To add to the chaos, on his first day in office Trump <a href=\"https:\/\/www.nytimes.com\/2025\/01\/20\/us\/politics\/trump-tariffs-executive-order.html\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">imposed punishing tariffs<\/a> on America\u2019s neighbours, Canada and Mexico \u2013 a move that culminated in the \u201c<a href=\"https:\/\/www.theguardian.com\/business\/2025\/apr\/02\/liberation-day-what-is-a-tariff-and-why-they-matter-donald-trump\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">liberation day<\/a>\u201d taxes levied on 90 countries across the world. India was hit with one of the <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/aug\/27\/trump-tariff-india-russian-oil-purchase\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">highest tariff rates<\/a> of 50%, which included an additional 25% because of its purchase of discounted Russian oil. And most recently the tariff weapon was wielded once again against the EU and the UK when eight countries sent a few Nato soldiers to Greenland. As a result, the US is not just seen \u2013 as recent <a href=\"https:\/\/www.theguardian.com\/world\/2025\/dec\/04\/europeans-trump-enemy-of-europe-russia-war-poll\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">public opinion surveys<\/a> show \u2013 as undependable in Europe, but as an outright threat.<\/p>\n<p class=\"dcr-130mj7b\">Now \u201cde-risking\u201d and \u201cdecoupling\u201d are back in vogue in Europe \u2013 except that the target is Trump\u2019s America, rather than China. And what is at stake is not just supply chains but also the strategic capacity to act against coercion. The recent move by the French government to <a href=\"https:\/\/www.politico.eu\/article\/france-ban-officials-us-video-tools-zoom-teams-visio\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">ban officials<\/a> from using US video-conferencing software like Zoom and instead promote its home-grown Visio platform is a case in point.<\/p>\n<p class=\"dcr-130mj7b\">The wide scope of the evolving <a href=\"https:\/\/www.consilium.europa.eu\/media\/2c3jbm5f\/eu-india-joint_statement_20260127.pdf\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">India-EU partnership<\/a> suggests a move towards greater convergence in terms of the commitment to multilateral institutions, and cooperation in a range of areas of <a href=\"https:\/\/www.eeas.europa.eu\/eeas\/security-and-defence-eu-and-india-sign-security-defence-partnership_en\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">security and defence<\/a>, research, mobility and connectivity, including enhanced engagement in the Indo-Pacific region. As the US withdraws to the western hemisphere (through the so-called Donroe doctrine), the Indo-Pacific region, which was once central to US engagement in Asia, is now more open to collaboration with the EU.<\/p>\n<p class=\"dcr-130mj7b\">The trade deal is the largest of its kind but is also part of a growing trend as many nations attempt to forge new alliances. Brussels recently concluded a trade deal with the South American Mercosur trade bloc, with <a href=\"https:\/\/policy.trade.ec.europa.eu\/eu-trade-relationships-country-and-region\/negotiations-and-agreements_en\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">several more in the pipeline<\/a>; India has made agreements with the UK and New Zealand in the last few months alone. While ratification and implementation take time, and may even hit a roadblock or two (like <a href=\"https:\/\/www.reuters.com\/world\/eu-lawmakers-vote-whether-launch-legal-challenge-mercosur-trade-deal-2026-01-21\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">the delay<\/a> in the EU-Mercosur deal), it suggests a shift that is unmistakable. The world many outside the west have long dreamed about \u2013 of multipolarity, strategic autonomy, even de-dollarisation \u2013 is taking shape, first slowly and now rapidly.<\/p>\n<p class=\"dcr-130mj7b\">A day before the EU-India summit, EU leaders were for the first time guests of honour at India\u2019s Republic Day celebrations, invited to witness the military parade and colourful pageantry. The emerging pictures were a world removed from the gloom that has overtaken the European mood in recent months. They projected bonhomie, even optimism.<\/p>\n<p class=\"dcr-130mj7b\">The world is moving on. America first increasingly seems to be America alone.<\/p>\n","protected":false},"excerpt":{"rendered":"The year was 2007.
