{"id":441003,"date":"2026-01-29T14:31:14","date_gmt":"2026-01-29T14:31:14","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/441003\/"},"modified":"2026-01-29T14:31:14","modified_gmt":"2026-01-29T14:31:14","slug":"not-radical-its-fair-australian-households-would-receive-compensation-in-proposed-polluter-pays-levy-scheme-climate-crisis","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/441003\/","title":{"rendered":"\u2018Not radical, it\u2019s fair\u2019: Australian households would receive compensation in proposed \u2018polluter pays\u2019 levy scheme | Climate crisis"},"content":{"rendered":"<p class=\"dcr-130mj7b\">The Albanese government could make deep emissions cuts and restructure an ailing federal budget by taxing polluting companies more than $35bn a year for the damage they cause to the planet, according to a report backed by senior economists and ex-public servants.<\/p>\n<p class=\"dcr-130mj7b\">The analysis by the Superpower Institute \u2013 overseen by the longtime Labor adviser Ross Garnaut and former consumer watchdog chair Rod Sims, and supported by ex-Treasury head Ken Henry \u2013 makes a case for the introduction of a \u201cpolluter pays levy\u201d on companies that extract or import fossil fuels consumed in Australia.<\/p>\n<p class=\"dcr-130mj7b\">It also calls for a \u201cfair share levy\u201d that would lift the tax paid by local gas producers on profits from about 30% to just under 60%, putting it closer to the 75%-90% that is paid in some other fossil fuel exporting countries, such as Norway.<\/p>\n<p class=\"dcr-130mj7b\">Under the proposal, households would receive hundreds of dollars in compensation \u2013 and in some cases overcompensation \u2013 for increased costs.<\/p>\n<p class=\"dcr-130mj7b\">The compensation would be paid through a universal energy compensation payment and a targeted additional household support package. Payments would be front-loaded over the next decade and decline as people shifted from running their homes and vehicles on gas, petrol and diesel to clean electricity.<\/p>\n<p class=\"dcr-130mj7b\">After that, households would be expected to face lower costs <a href=\"https:\/\/www.theguardian.com\/australia-news\/2025\/oct\/13\/australias-household-energy-bills-will-halve-by-2050-modelling-suggests\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">than when their homes relied on fossil fuels<\/a>. Small businesses would also be compensated.<\/p>\n<p class=\"dcr-130mj7b\">The report fleshes out <a href=\"https:\/\/www.theguardian.com\/australia-news\/2024\/feb\/14\/fossil-fuel-tax-australia-revenue-economists-ross-garnaut-rod-sims\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">a 2024 call by Garnaut<\/a>, the Superpower Institute\u2019s director, for Australia to re-embrace carbon pricing 12 years after the then Coalition prime minister Tony Abbott <a href=\"https:\/\/www.theguardian.com\/environment\/2014\/jul\/17\/australia-kills-off-carbon-tax\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">abolished what some had described as a world-leading scheme<\/a> to address the climate crisis.<\/p>\n<p class=\"dcr-130mj7b\"><a href=\"https:\/\/www.theguardian.com\/email-newsletters?CMP=copyembed&amp;CMP=emailbutton\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Sign up: AU Breaking News email<\/a><\/p>\n<p class=\"dcr-130mj7b\">In the years since, Labor has repeatedly rejected the idea of returning to charging polluters for their emissions, fearing another brutal political fight over often inflated claims about the cost to the public.<\/p>\n<p class=\"dcr-130mj7b\">Sims, the chair of the Superpower Institute and an ex-chair of the Australian Competition and Consumer Commission, suggested the political, economic and climate landscape had changed significantly since 2014.<\/p>\n<p class=\"dcr-130mj7b\">He said Australia faced three choices \u2013 missing its emissions targets under existing policies, ramping up existing policies in a way that pushed up consumer costs, or forcing polluters to foot the bill and dramatically accelerating the pace of emissions cuts.<\/p>\n<p class=\"dcr-130mj7b\">Sims said on average about $5bn a year should be dedicated to household cost-of-living relief. The rest could be spent addressing a long-term structural budget deficit, which he said was worse than people realised, and on social policies and green industries.<\/p>\n<p class=\"dcr-130mj7b\">He said the \u201csimple\u201d polluter pays levy could apply to the carbon content of fossil fuel imports and the coal, gas and oil extracted in Australia by about 60 companies.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThese products are responsible for about 80% of Australia\u2019s emissions, but ordinary Australians are picking up the tab,\u201d he said. \u201cIt\u2019s a simple principle: if you cause the damage you should help fix it. That\u2019s not radical, it\u2019s fair.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The institute suggested the pollution levy should start at $17 a tonne of carbon dioxide, rising until it is linked to the European Union carbon price in 2034.<\/p>\n<p class=\"dcr-130mj7b\">It said the new gas levy, similar to calls from other organisations in recent years, would ensure companies paid \u201ctheir fair share for extracting the gas resources that belong to all Australians\u201d. Institute modelling suggested the levy would be \u201ceconomically neutral\u201d and not affect gas industry investment returns or export prices.<\/p>\n<p class=\"dcr-130mj7b\">The report estimated the two taxes would on average collect $35.6bn a year from 2026 to 2050.
