They\u2019re passing the time fixing a leak on Ribas\u2019s 1955 gold and white Mercury.<\/p>\n<p class=\"dcr-130mj7b\">A tanker has pulled up on the forecourt in front of them, and so the queue behind is growing fast. Although this station only takes US dollars, at a cost far out of reach of most Cubans, Pe\u00f1a says it\u2019s their only choice. \u201cThere is no gas in the national pesos,\u201d he says, shrugging.<\/p>\n<p class=\"dcr-130mj7b\">Soon, even buying petrol in dollars may be impossible. The United States has said it will ensure there will be no more fuel shipments to the beleaguered island.<\/p>\n<p class=\"dcr-130mj7b\">On Thursday, <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/jan\/29\/trump-tariffs-cuba-oil\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Donald Trump signed an executive order allowing extra tariffs to be slapped on any country that sells oil to the island<\/a>. The White House said the move was to \u201cprotect American citizens and interests\u201d from a regime that provides \u201ca safe haven for transnational terrorist groups, such as Hezbollah and Hamas\u201d.<\/p>\n<p class=\"dcr-130mj7b\">While no proof of this allegation was offered, the <a href=\"https:\/\/www.theguardian.com\/us-news\/trump-administration\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Trump administration<\/a> has now made plain it is seeking to fell the 67-year-old communist regime. \u201cCuba will be failing pretty soon,\u201d Trump said earlier in the week.<\/p>\n<p class=\"dcr-130mj7b\">On Friday, <a href=\"https:\/\/www.theguardian.com\/world\/2026\/jan\/30\/mexico-sheinbaum-trump-tariffs-cuba-oil-crisis\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Mexico\u2019s president warned that Trump\u2019s tariff\u2019s \u201ccould trigger a far-reaching humanitarian crisis<\/a>, directly affecting hospitals, food supplies and other basic services for the Cuban people\u201d.<\/p>\n<p class=\"dcr-130mj7b\">For Cubans, the situation is precipitous. Only one oil shipment has arrived this year \u2013 84,900 barrels from Mexico \u2013 according to the data consultancy Kpler. Given current reserves, if no more tankers arrive, Kpler estimates Cuba will run out of fuel in the next three weeks, the Financial Times <a href=\"https:\/\/www.ft.com\/content\/f15ac8c6-c76b-40a1-bb41-95abbed7d8aa\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a> on Thursday.<\/p>\n<p>Drivers wait in a long line at a gas station in Havana, Cuba, on 30 January 2026. Photograph: Ram\u00f3n Espinosa\/AP<\/p>\n<p class=\"dcr-130mj7b\">In a social media post on Friday, Cuba\u2019s president, Miguel D\u00edaz-Canel, accused Trump of trying to stifle the island, writing: \u201cUnder a false and baseless pretext \u2026 President Trump intends to suffocate the Cuban economy by imposing tariffs on countries that sovereignly trade oil with Cuba.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Jorge Pi\u00f1\u00f3n, an energy expert at the University of Texas, said diesel is key: \u201c[If Cuba runs out,] the impact would be catastrophic as diesel fuels transportation \u2013 both passenger and commercial, the railroad, agriculture, industry, water distribution and sugarcane.\u201d It also powers an electricity system that is faring so badly that <a href=\"https:\/\/www.theguardian.com\/world\/2025\/sep\/10\/cuba-electricity-power-blackout\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">many parts of the island suffer from 12-hour-plus blackouts every day<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Help does not seem to be on the way. A shipment due to arrive from Mexico has been cancelled \u2013 <a href=\"https:\/\/www.theguardian.com\/world\/2026\/jan\/27\/mexico-cuba-trump-oil\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">a \u201csovereign decision\u201d according to that country\u2019s president, Claudia Sheinbaum, <\/a>despite clear pressure from Washington.<\/p>\n<p class=\"dcr-130mj7b\">There have been no supplies from Venezuela, another traditional ally, since the US violently removed the country\u2019s president, Nicol\u00e1s Maduro, on 3 January. Other allies such as Russia and Algeria have been even less forthcoming, with shipments last October and February respectively, according to Kpler.<\/p>\n<p class=\"dcr-130mj7b\">While China expressed \u201cits deep concern and opposition to the United States\u2019 actions\u201d, promising \u201csupport and assistance\u201d, it has traditionally bought oil from Cuba, which the Cuban government had received in aid from Venezuela.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt\u2019s not rocket science to understand they have used up all their cards,\u201d said a businessman who has long worked with the Cuban government.<\/p>\n<p class=\"dcr-130mj7b\">On Wednesday, as the Cuban people prepared for more misery, the US embassy threw a party for Freedom 250, the anniversary of the US declaration of independence.<\/p>\n<p class=\"dcr-130mj7b\">In a speech to fellow diplomats \u2013 Cuban independent journalists reported being stopped by Cuba\u2019s security services from attending \u2013 the US charg\u00e9 d\u2019affaires to Cuba, Mike Hammer, said the Cuban government needed to hear the message coming from Washington. \u201cThe Cubans have complained for years about \u2018the blockade\u2019,\u201d he said of the six-decade US embargo. \u201cBut now there is going to be a real blockade.\u201d<\/p>\n<p class=\"dcr-130mj7b\">This follows robust anti-Cuba briefings all week from Washington. A story in the Wall Street Journal reported officials were actively seeking members of the Cuban government who \u201cwould cut a deal\u201d, echoing <a href=\"https:\/\/www.theguardian.com\/world\/2026\/jan\/22\/delcy-rodriguez-capture-maduro-venezuela\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">reports that the US contacted members of Maduro\u2019s inner circle before toppling the Venezuelan strongman<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Another briefing, to the website Politico, said Washington was weighing a full naval blockade on the island, although a European diplomat at the US party shook his head at this: \u201cThey don\u2019t need gun boats. Pressure alone appears to be enough to stop anyone sending oil.\u201d<\/p>\n<p class=\"dcr-130mj7b\">On Wednesday CNN reported that Hammer had advised staff in an internal briefing: \u201cIf you don\u2019t have your bag packed yet, then pack your bag.\u201d The embassy said it have no plans to evacuate.<\/p>\n<p class=\"dcr-130mj7b\">The Cuban government has responded by releasing videos of soldiers training to resist invasion. Carlos Fern\u00e1ndez de Cossio, who leads the US desk at Cuba\u2019s ministry of foreign affairs, said a blockade \u201cis a brutal assault against a nation that doesn\u2019t threaten the US\u201d.<\/p>\n<p class=\"dcr-130mj7b\">But the reaction has been, in general, understated. Unlike Venezuela\u2019s president before the attack on Caracas, no senior Cuban officials have been seen dancing in the face of the aggression.<\/p>\n<p class=\"dcr-130mj7b\">Nonetheless, Cuba\u2019s leaders have few options. According to their own government figures, the economy fell by 11% between 2019 and 2024 and another 5% through September 2025. Hyper-inflation has beggared those with state wages or pensions.<\/p>\n<p class=\"dcr-130mj7b\">Eddy Marrero is waiting in the queue for gas with his motorcycle. He is a trained doctor but he now works as a moto-taxi driver, ferrying people around the city. \u201cDoing this, I make in one day what I\u2019d make in a month as a doctor,\u201d he said. Having petrol is critical, of course.<\/p>\n<p class=\"dcr-130mj7b\">No one is clear on what will happen next \u2013 only that life is going to get more difficult. \u201cIt\u2019s been a downward spiral for 20 years,\u201d said a man waiting in the queue beside his yellow Lada.
