The active <a href=\"https:\/\/www.theglobeandmail.com\/topics\/mining\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/mining\/\">mines<\/a> are reaching end of life, and the value of these precious gems has collapsed due to lab-grown diamonds. The governments in Ottawa and Yellowknife need to accept this reality, and stop spending money to prop up a fading industry. <\/p>\n<p class=\"c-article-body__text text-pr-5\">There was much excitement about the discovery of Canadian diamonds in 1991, and the first stones were mined at Ekati, near Lac de Gras, in 1998. Today, NWT\u2019s three operating mines contribute <a href=\"https:\/\/www.gov.nt.ca\/en\/newsroom\/gnwt-announces-relief-measures-support-diamond-sector-stability-protect-jobs-and-safeguard\" rel=\"nofollow noopener\" target=\"_blank\">20 per cent<\/a> of its GDP. The mines are the largest private-sector contributors to the economy, with an estimated <a href=\"https:\/\/cabinradio.ca\/233532\/news\/economy\/mining\/is-the-mine-bailout-a-misguided-hail-mary-or-a-necessary-jolt\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/cabinradio.ca\/233532\/news\/economy\/mining\/is-the-mine-bailout-a-misguided-hail-mary-or-a-necessary-jolt\/\">3,200 employees<\/a>, and they have fostered the creation of many Indigenous businesses. But the lucrative industry is set to go off a cliff. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Rio Tinto\u2019s Diavik mine is set to <a href=\"https:\/\/cabinradio.ca\/270975\/news\/yellowknife\/diavik-signs-closure-agreement-with-north-slave-metis-alliance\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/cabinradio.ca\/270975\/news\/yellowknife\/diavik-signs-closure-agreement-with-north-slave-metis-alliance\/\">stop operating<\/a> in March, with several years of reclamation activities to follow. De Beers\u2019s Gahcho Ku\u00e9 is expected to <a href=\"https:\/\/cabinradio.ca\/269492\/news\/yellowknife\/diaviks-closing-ekatis-in-trouble-what-about-gahcho-kue\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/cabinradio.ca\/269492\/news\/yellowknife\/diaviks-closing-ekatis-in-trouble-what-about-gahcho-kue\/\">wind down<\/a> in 2030 or 2031. Ekati had previously been expected to stay open until around 2029 or longer, but its Australian owner, Burgundy Diamond Mines, had a recent <a href=\"https:\/\/www.cbc.ca\/news\/canada\/north\/ekati-gets-115m-federal-loan-avoid-bankruptcy-9.7019059\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.cbc.ca\/news\/canada\/north\/ekati-gets-115m-federal-loan-avoid-bankruptcy-9.7019059\">near-brush with bankruptcy<\/a> that has locals fearing the mine could close earlier than planned. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The mine closures have been expected, given the bulk of reachable stones have been extracted. However, short-term pressures on the mines have increased due to the rise of lab-grown diamonds, which can be produced in a <a href=\"https:\/\/www.ft.com\/content\/8a017053-ccf6-44af-93a8-434ea2df3949\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.ft.com\/content\/8a017053-ccf6-44af-93a8-434ea2df3949\">matter of weeks,<\/a> and are <a href=\"https:\/\/www.gia.edu\/gia-news-research\/difference-between-natural-laboratory-grown-diamonds\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.gia.edu\/gia-news-research\/difference-between-natural-laboratory-grown-diamonds\">identical<\/a> to the naked eye. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/life\/style\/fashion-and-beauty\/article-moissanite-vs-lab-grown-diamonds-which-one-should-you-choose\/\" rel=\"nofollow noopener\" target=\"_blank\">Moissanite versus lab-grown diamonds: Which one should you choose?<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Many lovebirds, seeing they can get a diamond for an engagement ring <a href=\"https:\/\/www.economist.com\/finance-and-economics\/2025\/02\/06\/dont-propose-with-a-diamond\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.economist.com\/finance-and-economics\/2025\/02\/06\/dont-propose-with-a-diamond\">four times the size<\/a> for the same price, are switching to synthetic stones. Canadian diamonds have long marketed themselves as an ethical alternative to \u201cblood diamonds\u201d that fuel conflict in Africa, but artificial stones can make the same claim. Lab-grown stones are also practical for industrial use, where prices aren\u2019t buoyed by sentimental value. As a result, natural diamond prices have tumbled, pushing most NWT mine owners into <a href=\"https:\/\/cabinradio.ca\/233253\/news\/economy\/mining\/nwt-commits-millions-to-help-prop-up-its-diamond-mines\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/cabinradio.ca\/233253\/news\/economy\/mining\/nwt-commits-millions-to-help-prop-up-its-diamond-mines\/\">losses<\/a>.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Ekati is <a href=\"https:\/\/www.cbc.ca\/news\/canada\/north\/ekati-gets-115m-federal-loan-avoid-bankruptcy-9.7019059\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.cbc.ca\/news\/canada\/north\/ekati-gets-115m-federal-loan-avoid-bankruptcy-9.7019059\">being kept afloat<\/a> by a $115-million loan the federal government issued in December. The loan is from the Large Enterprise Tariff Loan (LETL) facility, which is <a href=\"https:\/\/www.pm.gc.ca\/en\/news\/news-releases\/2025\/09\/05\/prime-minister-carney-launches-new-measures-protect-building\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.pm.gc.ca\/en\/news\/news-releases\/2025\/09\/05\/prime-minister-carney-launches-new-measures-protect-building\">meant for companies<\/a> \u201cmost impacted by U.S. tariffs and trade disruptions.\u201d It\u2019s an odd fit, given that Ekati\u2019s diamonds <a href=\"https:\/\/burgundydiamonds.com\/press-release\/funding-secured-from-large-enterprise-tariff-loan-facility\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/burgundydiamonds.com\/press-release\/funding-secured-from-large-enterprise-tariff-loan-facility\/\">are sold primarily<\/a> in Belgium, although <a href=\"https:\/\/burgundydiamonds.com\/press-release\/funding-secured-from-large-enterprise-tariff-loan-facility\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/burgundydiamonds.com\/press-release\/funding-secured-from-large-enterprise-tariff-loan-facility\/\">Burgundy notes<\/a> that rough diamond markets have been impacted by the 50 per cent U.S. tariff on imports from India, where most of the world\u2019s diamonds are cut and polished. The more direct challenge to Ekati is low diamond prices, which <a href=\"https:\/\/burgundydiamonds.com\/wp-content\/uploads\/2025\/10\/BDM-half-year-financial-report.pdf\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/burgundydiamonds.com\/wp-content\/uploads\/2025\/10\/BDM-half-year-financial-report.pdf\">Burgundy cited<\/a> as the reason it suspended production at part of its mine last year.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The federal government loan is a poor use of taxpayer dollars. Not only are natural diamonds a declining industry, but because of Burgundy\u2019s overall weak health, any jobs saved aren\u2019t guaranteed to be around for long. Its June <a href=\"https:\/\/burgundydiamonds.com\/wp-content\/uploads\/2025\/10\/BDM-half-year-financial-report.pdf\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/burgundydiamonds.com\/wp-content\/uploads\/2025\/10\/BDM-half-year-financial-report.pdf\">financial report<\/a> had a \u201cgoing concern\u201d note saying it wasn\u2019t expected to generate sufficient cash flow to pay its obligations. Even after receiving the loan, <a href=\"https:\/\/www.cbc.ca\/news\/canada\/north\/ekati-gets-115m-federal-loan-avoid-bankruptcy-9.7019059\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.cbc.ca\/news\/canada\/north\/ekati-gets-115m-federal-loan-avoid-bankruptcy-9.7019059\">Burgundy said<\/a> if diamond prices didn\u2019t rebound in six to 12 months, it might need more funding. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/investing\/personal-finance\/article-diamonds-price-lab-grown\/\" rel=\"nofollow noopener\" target=\"_blank\">2023: Natural vs. lab-grown diamonds: Why the world\u2019s most popular stone is becoming increasingly affordable<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">The federal assistance followed $11.2-million in property tax breaks given to the three mines by the NWT government in April. Ekati received an extra <a href=\"https:\/\/cabinradio.ca\/233253\/news\/economy\/mining\/nwt-commits-millions-to-help-prop-up-its-diamond-mines\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/cabinradio.ca\/233253\/news\/economy\/mining\/nwt-commits-millions-to-help-prop-up-its-diamond-mines\/\">$1.7-million return<\/a> of money it paid into a carbon-tax fund. Those measures didn\u2019t stop Ekati from cutting <a href=\"https:\/\/cabinradio.ca\/249114\/news\/economy\/mining\/jobs-lost-as-ekati-shuts-down-mining-at-point-lake\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/cabinradio.ca\/249114\/news\/economy\/mining\/jobs-lost-as-ekati-shuts-down-mining-at-point-lake\/\">several hundred jobs<\/a> a few months later. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Instead of giving in to pressure to fund declining industries, governments should focus on building a strong economic foundation for future growth. Increased defence concerns could bolster the case for a <a href=\"https:\/\/cib-bic.ca\/en\/projects\/trade-and-transport\/grays-bay-road-and-port-project-2\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/cib-bic.ca\/en\/projects\/trade-and-transport\/grays-bay-road-and-port-project-2\/\">road through the territory<\/a> to a port in Grays Bay, Nunavut, but the NWT shouldn\u2019t leave its economic future entirely to the whims of Ottawa decision-makers. In order to reduce the territory\u2019s already heavy dependency on government jobs and federal transfers, a bigger effort should be made to reduce barriers to private sector growth, says Heather Exner-Pirot, director of energy, natural resources and environment at the Macdonald-Laurier Institute. <\/p>\n<p class=\"c-article-body__text text-pr-5\">It\u2019s time for NWT\u2019s government to focus on the territory\u2019s future \u2013 not its past. It should take a hard look at permitting times, tax and royalty rates, environmental rules and hiring requirements that drive up costs for business. No single industry can fill the hole left by diamonds, but critical minerals, tourism and fishing all have growth potential.
