Even if they only travel within Canada, the only way they can get approved as a \u201cverified traveller\u201d is by applying to Nexus, a cross-border program that requires them to give biometric data and pass an extensive background check \u2013 with both the Canadian and U.S. governments. <\/p>\n<p class=\"c-article-body__text text-pr-5\">It makes no sense that Canadians need approval from a foreign country to be trusted to fly within their own country. The situation is especially vexing given the ongoing threats and poor treatment Canada is receiving from U.S. President Donald Trump.<\/p>\n<p class=\"c-article-body__text text-pr-5\">In Canada, aircrew members, police and military are considered verified travellers by the Canadian Air Transport Security Authority (CATSA), meaning they get improved airport security screenings. But there\u2019s no way for other Canadians to get approved, outside of Nexus. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/opinion\/editorials\/article-canada-has-gutted-its-economic-migration-program\/\" rel=\"nofollow noopener\" target=\"_blank\">Editorial: Canada has gutted its economic migration program<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">At airports, verified travellers have access to express screening lines, and they don\u2019t need to remove liquids and electronics from their carry-on luggage. The <a href=\"https:\/\/www.cbsa-asfc.gc.ca\/transparency-transparence\/yir-aer-eng.html\" rel=\"nofollow noopener\" target=\"_blank\">2.1 million holders<\/a> of the Nexus card \u2013 the <a href=\"https:\/\/www.canada.ca\/en\/border-services-agency\/news\/2024\/04\/the-cbsa-and-us-cbp-provide-an-update-on-the-nexus-program.html\" rel=\"nofollow noopener\" target=\"_blank\">majority<\/a> of whom are Canadian \u2013 have the additional advantage of faster border clearance when going into the U.S. and when coming to Canada from abroad. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Once considered a positive example of cross-border co-operation, Nexus has suffered in recent years due to tensions between the two countries. Applicants used to be able to do the required interviews with both Canadian and American officials at joint Nexus offices at land borders and airports, but a <a href=\"https:\/\/www.theglobeandmail.com\/world\/article-canada-us-reach-workaround-deal-on-nexus-application-backlog-agree-to\/\" rel=\"nofollow noopener\" target=\"_blank\">dispute around<\/a> legal protections for U.S. officials working in Canada several years ago led to delays and a massive backlog.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Applicants now face a cumbersome workaround. In addition to meeting with Canada Border Services Agency officials, they must drive to a U.S. land border to meet with American officials. The U.S. interview can also be done at certain Canadian airports with American pre-clearance facilities, but only if the applicant has a plane ticket to a U.S. destination. <\/p>\n<p class=\"c-article-body__text text-pr-5\">In the past year, since Mr. Trump took power, applications for Nexus <a href=\"https:\/\/www.cbc.ca\/news\/politics\/nexus-applications-trump-second-term-cut-in-half-9.7061960\" rel=\"nofollow noopener\" target=\"_blank\">dropped dramatically<\/a>, from around 700,000 in 2024 to under 350,000 last year. Under the Trump government, fears have risen about being fingerprinted and photographed for facial recognition, a requirement of a Nexus application. The applications are processed by U.S. Customs and Border Protection, a part of the Department of Homeland Security, which is involved in the current <a href=\"https:\/\/www.bbc.com\/news\/articles\/cp80ljjd5rwo\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.bbc.com\/news\/articles\/cp80ljjd5rwo\">immigration raids<\/a> in Minneapolis. The drop in Nexus applications comes during a <a href=\"https:\/\/www150.statcan.gc.ca\/n1\/daily-quotidien\/260112\/dq260112a-eng.htm\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www150.statcan.gc.ca\/n1\/daily-quotidien\/260112\/dq260112a-eng.htm\">steep decline<\/a> in cross-border travel. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Linking Canada\u2019s security screening with the U.S. means Canadians have to defer to American policy. For example, non-binary or trans Canadians can select X as a gender marker on their passports, but following an order from Mr. Trump, they are <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-transgender-non-binary-x-marker-nexus-us-cbsa-trump\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-transgender-non-binary-x-marker-nexus-us-cbsa-trump\/\">no longer able<\/a> to do the same on their Nexus cards. The situation could lead to a court challenge in Canada.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The federal government needs to create a made-in-Canada trusted traveller program. While the program wouldn\u2019t help while crossing into the U.S., it would still be useful for airport security screening and for faster border clearance when returning to Canada from abroad. Last fall, Senator Paula Simons <a href=\"https:\/\/www.cbc.ca\/news\/politics\/canada-trusted-traveller-program-airport-security-9.7058664\" rel=\"nofollow noopener\" target=\"_blank\">introduced a motion<\/a> in the upper chamber calling for the federal government to bring in a Canadian-specific trusted traveller program. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The U.S. already has its own American-run trusted traveller program, Global Entry. In fact, its members, as well as members of the U.S. military, currently enjoy verified status within Canada. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/opinion\/editorials\/article-a-history-lesson-on-the-future-of-living-beside-the-us\/\" rel=\"nofollow noopener\" target=\"_blank\">Editorial: A history lesson on the future of living beside the U.S.<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">For many years, Canada did have its own trusted traveller program, <a href=\"https:\/\/publications.gc.ca\/collections\/collection_2015\/asfc-cbsa\/PS38-52-2014-eng.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Canpass Air<\/a>. When it <a href=\"https:\/\/www.canada.ca\/en\/news\/archive\/2004\/11\/launch-canpass-air-program-montreal-pierre-elliott-trudeau-international-airport.html\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.canada.ca\/en\/news\/archive\/2004\/11\/launch-canpass-air-program-montreal-pierre-elliott-trudeau-international-airport.html\">launched in 2004<\/a>, it used iris recognition technology and was considered ahead of its time, according to airline expert Duncan Dee. The Canada Border Services Agency shuttered the service due to low usage in 2018.
