{"id":482113,"date":"2026-02-18T03:23:16","date_gmt":"2026-02-18T03:23:16","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/482113\/"},"modified":"2026-02-18T03:23:16","modified_gmt":"2026-02-18T03:23:16","slug":"canada-cant-be-naive-to-chinas-transnational-repression-threat-report-national","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/482113\/","title":{"rendered":"Canada can\u2019t be \u2018naive\u2019 to China\u2019s transnational repression threat: report &#8211; National"},"content":{"rendered":"<p>Researchers behind a new report on transnational repression are warning Canada must not be \u201cna\u00efve\u201d as it seeks better relations with <a href=\"http:\/\/globalnews.ca\/tag\/china\" rel=\"nofollow noopener\" target=\"_blank\">China<\/a>, which remains a top perpetrator in intimidating and harassing dissidents abroad.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/01\/70c8fc80.png\" alt=\"\" style=\"position:absolute;width:1px;height:1px\" referrerpolicy=\"no-referrer-when-downgrade\"\/><\/p>\n<p><a href=\"https:\/\/migsinstitute.org\/wp-content\/uploads\/2026\/02\/Transnational-repression-in-Canada_MIGS.pdf\" rel=\"nofollow noopener\" target=\"_blank\">The report<\/a> by the Montreal Institute for Global Security (MIGS) called transnational repression \u201cone of the most serious yet least understood threats to security and democracy in Canada,\u201d and said China remains a leader in such efforts.<\/p>\n<p>It cited\u00a0several examples, including so-called \u201cpolice stations\u201d and online influence campaigns targeting Chinese Canadian diaspora communities. Families still living in China have been threatened, the report adds, and women have been targeted with sexual AI deepfakes.<\/p>\n<p>Speaking at a press conference in Ottawa on Tuesday to mark the release of the report, its authors said they recognize the importance of diversifying Canada\u2019s economic relationships in response to U.S. tariffs, but that it shouldn\u2019t come at the expense of security.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>They acknowledged India, with which Ottawa is also seeking to repair trade and diplomatic ties, as another example.<\/p>\n<p>\u201cWe must not put ourselves in agreements that could put our citizens in danger,\u201d said Kyle Matthews, executive director of MIGS.<\/p>\n<p>\u201cWe have to keep our eyes open, and we can\u2019t close our eyes to the authoritarian threat that China represents, and still is. As many of the countries around the world that deal with transnational repression will tell you, China is one of the biggest players, if not the biggest player.\u201d<\/p>\n<p>The report comes a month after Prime Minister Mark Carney travelled to China and struck agreements on trade, business and travel that he said would forge a \u201crecalibrated\u201d relationship after years of diplomatic strain.<\/p>\n<p>On Sunday, <a href=\"https:\/\/globalnews.ca\/news\/11668759\/china-visa-requirement-dropped-canada-tourists-business-visitors\/\" rel=\"nofollow noopener\" target=\"_blank\">China announced it was dropping its visa requirement<\/a> for Canadian tourists and business visitors, a move that those behind the report said must be met with caution.<\/p>\n<p>\u201cWe should not for a moment think that Canadian citizens travelling to China are not under threat of being monitored,\u201d Matthews said.<\/p>\n<p>\t\t\t\t\t\t<img decoding=\"async\" class=\"c-video__image\" alt=\"Click to play video: 'Carney says China doesn\u2019t share concerns on \u2018foreign interference,\u2019 but relations at \u2018turning point\u2019'\" width=\"640\" height=\"360\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/02\/SAT_CARNEY_XI_SITE_THUMB_011125.jpg\" loading=\"lazy\"   data-\/><\/p>\n<p>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t6:15<br \/>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCarney says China doesn\u2019t share concerns on \u2018foreign interference,\u2019 but relations at \u2018turning point\u2019\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/p>\n<p>Marie Lamensch, MIGS\u2019 global affairs director and the report\u2019s co-author, said it will be important for Canada to maintain its own visa requirement for Chinese travellers in order to ensure agents of the Chinese Communist Party aren\u2019t coming to intimidate Canadians.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>Co-author Phil Gurski, a former analyst for the Canadian Security Intelligence Service (CSIS), said the agency\u2019s security screening branch should play a role as well.<\/p>\n<p>\t\t\t\t\t<img decoding=\"async\" width=\"170\" height=\"225\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/01\/1767930311_275_national.jpg\" alt=\"For news impacting Canada and around the world, sign up for breaking news alerts delivered directly to you when they happen.\"\/><\/p>\n<p>\t\t\t\t\tGet breaking National news<\/p>\n<p>For news impacting Canada and around the world, sign up for breaking news alerts delivered directly to you when they happen.<\/p>\n<p>\u201cIf there are visitors coming from the People\u2019s Republic of China, they should be vetted through CSIS, which has its own intelligence sources, has alliances with its counterparts around the world,\u201d he said. \u201cAnd if CSIS comes up against information that indicates somebody is not being truthful or forthcoming in their background or their intentions on coming to Canada, they should be denied entry.<\/p>\n<p>\u201cThere\u2019s no right to come to Canada. They may even feel compelled to not vote in elections, she added.<\/p>\n<p>The report frequently cites the recent public inquiry into foreign interference, which <a href=\"https:\/\/foreigninterferencecommission.ca\/fileadmin\/report_volume_5.pdf\" rel=\"nofollow noopener\" target=\"_blank\">issued a call for government action on transnational repression<\/a> after hearing from diaspora communities, while noting the issue extends far beyond elections.<\/p>\n<p>\t\t\t\t\t\t<img decoding=\"async\" class=\"c-video__image\" alt=\"Click to play video: 'Does Canada\u2019s foreign interference report go far enough?'\" width=\"640\" height=\"360\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/02\/250128-MERCEDES.jpg\" loading=\"lazy\"   data-\/><\/p>\n<p>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t2:48<br \/>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tDoes Canada\u2019s foreign interference report go far enough?\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/p>\n<p>Among the MIGS report\u2019s recommendations are to quickly stand up Canada\u2019s federal foreign influence transparency registry to better track individuals who may be involved in repression efforts.
