{"id":485676,"date":"2026-02-19T16:37:13","date_gmt":"2026-02-19T16:37:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/485676\/"},"modified":"2026-02-19T16:37:13","modified_gmt":"2026-02-19T16:37:13","slug":"macron-defends-eu-ai-rules-and-vows-crackdown-on-child-digital-abuse-ai-artificial-intelligence","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/485676\/","title":{"rendered":"Macron defends EU AI rules and vows crackdown on child \u2018digital abuse\u2019 | AI (artificial intelligence)"},"content":{"rendered":"<p class=\"dcr-130mj7b\">Emmanuel Macron has hit back at US criticism of Europe\u2019s efforts to regulate AI, vowing to protect children from \u201cdigital abuse\u201d during France\u2019s presidency of the G7.<\/p>\n<p class=\"dcr-130mj7b\">Speaking at the AI Impact summit in Delhi, the French president called for tougher safeguards after global outrage over Elon Musk\u2019s Grok chatbot being used to generate tens of thousands of sexualised images of children, and amid mounting concern about the concentration of AI power in a handful of companies.<\/p>\n<p class=\"dcr-130mj7b\">His remarks were echoed by Ant\u00f3nio Guterres, the UN secretary general, who told delegates \u2013 including several US tech billionaires \u2013 that \u201cno child should be a test subject for unregulated AI\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe future of AI cannot be decided by a few countries or left to the whims of a few billionaires,\u201d Guterres said. \u201cAI must belong to everyone\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Bill Gates had been scheduled to speak but <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/feb\/19\/bill-gates-cancels-india-ai-impact-summit-keynote-speech-epstein-files\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">withdrew at the last minute<\/a> amid renewed scrutiny of his past links to the convicted child sex offender Jeffrey Epstein.<\/p>\n<p class=\"dcr-130mj7b\">Meanwhile, an attempt by India\u2019s prime minister, Narendra Modi, to stage a show of unity among leading tech billionaires went awry when the rival heads of OpenAI and Anthropic awkwardly declined to hold hands on stage.<\/p>\n<p class=\"dcr-130mj7b\">Modi stood at the centre of a line of 13 tech executives, including leaders from Google, Meta and Microsoft, who all raised clasped hands \u2013 apart from Sam Altman and Dario Amodei. Photograph: AP<\/p>\n<p class=\"dcr-130mj7b\">On Wednesday, the White House\u2019s senior AI adviser, Sriram Krishnan, renewed the Trump administration\u2019s criticism of AI regulation, singling out the EU\u2019s AI Act. He told delegates he would continue to \u201crant\u201d against legislation that was not \u201cconducive to an entrepreneur who wants to build innovative technology\u201d.<\/p>\n<p class=\"dcr-130mj7b\">But Macron told the intergovernmental summit: \u201cOpposite to what some misinformed friends have been saying, <a href=\"https:\/\/www.theguardian.com\/world\/europe-news\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Europe<\/a> is not blindly focused on regulation. Europe is a space for innovation and investment, but it is a safe space, and safe spaces win in the long run.\u201d<\/p>\n<p class=\"dcr-130mj7b\"><a href=\"https:\/\/www.unicef.org\/rosa\/press-releases\/deepfake-abuse-abuse\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Research published this month<\/a> by Unicef and Interpol across 11 countries found at least 1.2 million children reported having their images manipulated into sexually explicit deepfakes in the past year. In some countries, one in 25 children \u2013 the equivalent of one child in every classroom \u2013 had been affected.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThere is no reason our children should be exposed online to what is legally forbidden in the real world,\u201d Macron said. \u201cOur platforms, governments and regulators should be working together to make the internet and social media a safe space. This is why, in France, we are embarking on a process to ban social networks for children under 15 years old.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Among the tech executives attending was Sam Altman, the chief executive of OpenAI, which is facing a legal challenge from the family of Adam Raine, a 16-year-old who took his own life <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/aug\/29\/chatgpt-suicide-openai-sam-altman-adam-raine\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">after discussing suicide with ChatGPT<\/a>.<\/p>\n<p>The Anthropic chief, Dario Amodei (left), and Emmanuel Macron at the summit. Photograph: Ludovic Marin\/AFP\/Getty Images<\/p>\n<p class=\"dcr-130mj7b\">Altman told delegates the rapid pace of AI development meant \u201cby the end of 2028, more of the world\u2019s intellectual capacity could reside inside of datacentres than outside of them\u201d. He also stressed the urgent need for \u201cregulation or safeguards\u201d and called for the creation of a body akin to the International Atomic Energy Agency to oversee the international coordination of AI.<\/p>\n<p class=\"dcr-130mj7b\">Dario Amodei, the co-chief executive of Anthropic, said he was \u201cconcerned about the autonomous behaviour of AI models, their potential for misuse by individuals and governments and their potential for economic displacement\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Modi said it was \u201cimperative that AI is child safe and family-guided\u201d, likening the emergence of AI to the discovery of fire and calling it a \u201cprofound transformation in human history\u201d.<\/p>\n<p class=\"dcr-130mj7b\">India is seeking to position itself as the world\u2019s third AI power behind the US and China, with Google this week announcing a $15bn investment in datacentres and subsea cables linking India to the US and other countries.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"Should we be impressed or worried by China's humanoid robot display? \u2013 video\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/02\/1771519033_43_1920.jpg\" height=\"259\" width=\"460\" class=\"dcr-1qi2at0\"\/>Should we be impressed or worried by China&#8217;s humanoid robot display? \u2013 video<\/p>\n<p class=\"dcr-130mj7b\">Modi said there must be \u201cestablished levels of authenticity for content within the digital world \u2026 people must know what is authentic, and what has been generated by AI\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The interventions come amid growing public concern about the societal risks of AI, as the most advanced models remain largely controlled by about four US companies and a handful of Chinese rivals.<\/p>\n<p class=\"dcr-130mj7b\">Modi set out an alternative vision, leveraging India\u2019s 1.4 billion population as a huge growth market for tech firms. He said: \u201cWe must prevent an AI monopoly. Many nations consider AI to be a strategic asset, and therefore it is developed confidentially and its availability is carefully managed.<\/p>\n<p class=\"dcr-130mj7b\">\u201cHowever, our nation India holds a different perspective. We believe that technology, like a I will only truly benefit the world when it is shared and when open source code becomes available.\u201d<\/p>\n<p class=\"dcr-130mj7b\">His comments appeared to be directed at the US, where leading AI models are not open-source and cannot be used or adapted without permission.
