Military officials say strikes <a href=\"https:\/\/www.cnn.com\/2026\/02\/18\/politics\/military-strike-trump-us-iran\" rel=\"nofollow noopener\" target=\"_blank\">could come as early as this weekend<\/a> and some US personnel are being evacuated from the region.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Diplomacy isn\u2019t officially over yet. Talks were held in Geneva, Switzerland, this week between the Trump administration\u2019s representatives \u2014 all-purpose foreign envoy Steve Witkoff and President Donald Trump\u2019s son-in-law Jared Kushner \u2014 and senior Iranian officials in hopes of striking a deal that will address US concerns about the country\u2019s nuclear program, among other issues, and provide Iran with sanctions relief.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Early this week, there seemed to be some diplomatic progress, when Iran and the United States said they had agreed on \u201c<a href=\"https:\/\/www.reuters.com\/world\/europe\/us-iran-set-high-stakes-nuclear-talks-geneva-threat-war-looms-2026-02-17\/\" rel=\"nofollow noopener\" target=\"_blank\">guiding principles<\/a>\u201d for ongoing nuclear talks, and the Iranians are reportedly preparing a response to US demands by the end of the month, but some US officials, talking to <a href=\"https:\/\/www.axios.com\/2026\/02\/18\/trump-iran-meeting-military-strike\" rel=\"nofollow noopener\" target=\"_blank\">Axios\u2019s Barak Ravid<\/a>, have dismissed the talks as a \u201cnothingburger\u201d and have put the chance of war at 90 percent. (There\u2019s an ongoing debate on next steps within the administration, so these comments can also be read as strategic messaging by the hawks in Trump\u2019s orbit.)<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Trump does not appear to have made a final decision about whether to take military action and what form it would take, suggesting on Thursday that he would make up his mind in the <a href=\"https:\/\/x.com\/GarrettHaake\/status\/2024502231949615128\" rel=\"nofollow\">next 10 days<\/a>. As is often the case with this administration, the range of possible actions is wide, but for the moment, the military build-up is moving much faster than the diplomatic track and an attack of some kind seems likely. (Trump\u2019s 10-day deadline should also be <a href=\"https:\/\/x.com\/BarakRavid\/status\/2023804662844191174\" rel=\"nofollow\">taken with a grain of salt<\/a>: Last June, Trump said he would give Iranian nuclear talks two weeks, then ordered airstrikes on the country four days later.)<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">If war does come again, we don\u2019t know exactly what it will look like, but all indications are it will be a larger and more extensive campaign than what we saw last summer, or than most Americans are probably prepared for. And at the moment, both sides seem dangerously confident they would prevail.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Here are a few key questions to keep in mind for the days ahead:<\/p>\n<p>What has the US military been up to in the Middle East?<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Trump first threatened new military action against Iran in January, promising \u201c<a href=\"https:\/\/www.vox.com\/politics\/475486\/trump-iran-intervention-syria-libya-iraq\" rel=\"nofollow noopener\" target=\"_blank\">help is on the way<\/a>\u201d when protests over economic conditions broke out throughout the country and were brutally repressed by Iran\u2019s theocratic regime. Trump ultimately held off at the time at the urging of regional allies, as well as some of his own advisers, when it became clear that the US military \u2014 at the time engaged in <a href=\"https:\/\/www.vox.com\/politics\/473918\/venezuela-maduro-captured-strikes-trump\" rel=\"nofollow noopener\" target=\"_blank\">major operations around Venezuela<\/a> \u2014 didn\u2019t have sufficient assets in the region to deter Iranian counterattacks.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup _1iohv3z2 xkp0cg9\">Analysts suggest this is enough firepower for an engagement lasting multiple weeks, not just a few hours or days.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">That is no longer the case. The <a href=\"https:\/\/www.twz.com\/news-features\/final-pieces-moving-into-place-for-potential-attack-on-iran\" rel=\"nofollow noopener\" target=\"_blank\">United States has deployed two aircraft carrier<\/a> strike groups to the region, each with three destroyer escorts, as well as half a dozen other surface ships and \u2014 almost certainly \u2014 nuclear submarines whose locations are not disclosed. Dozens of aircraft, including F-22 and F-16 fighters jets and surveillance planes, have been deployed around the Middle East as well \u2014 the greatest concentration of airpower in the region since the <a href=\"https:\/\/www.wsj.com\/world\/middle-east\/u-s-gathers-the-most-air-power-in-the-mideast-since-the-2003-iraq-invasion-98ced89f?gaa_at=eafs&amp;gaa_n=AWEtsqc7K-nlTgwM4ir6ACS5uvKE2TmEOEsQDZt-wqvQCTAD6ezo35g_0zI-beIv8vc%3D&amp;gaa_ts=6997450f&amp;gaa_sig=xA5W04ByWVXYOI_jx3kKu0EbDLCAXOoUoMDVYd15TeOMRcLvXmFRqIQG0KpbRZFDD8TxVCRRrzvhrOvPBa6rdA%3D%3D\" rel=\"nofollow noopener\" target=\"_blank\">build-up to the 2003 invasion of Iraq<\/a>. It has also worked to <a href=\"https:\/\/www.wsj.com\/world\/middle-east\/before-any-strike-on-iran-u-s-needs-to-bolster-air-defenses-in-mideast-faca35a9?gaa_at=eafs&amp;gaa_n=AWEtsqflEP6sMCau1Qo9gkQpy7hTXKhkn236rzJcH2jsisPD9ZMAu8PZZ39-EeDEDGc%3D&amp;gaa_ts=6997602f&amp;gaa_sig=VoZgKVrDo_LYRQC5JltErxQ3ee_VPdo18XJbvXWgMXOSEcNiyvMkXJFzxBp-FRsYhjgVRKabv8V1RoDU0w18Ow%3D%3D\" rel=\"nofollow noopener\" target=\"_blank\">replenish air defense batteries<\/a> that were depleted by Iranian missile and drone strikes during June\u2019s \u201c<a href=\"https:\/\/www.vox.com\/politics\/418057\/trump-iran-israel-12-day-war-takeaways\" rel=\"nofollow noopener\" target=\"_blank\">12-day war<\/a>.\u201d<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">In short, analysts suggest this is enough firepower for an engagement lasting multiple weeks, not just a few hours or days.<\/p>\n<p>Why is this happening? What does America want from Iran?<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">This is something of a moving target. Trump\u2019s threat to Iran in January was in response to the massacre of protesters. But the protests have now largely subsided, and it\u2019s too late to rescue the <a href=\"https:\/\/www.vox.com\/politics\/475084\/iran-protests-death-toll-internet-blackout-trump\" rel=\"nofollow noopener\" target=\"_blank\">thousands who were massacred<\/a>.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The main discussions concern Iran\u2019s nuclear program. Though this program was severely degraded by US airstrikes in June, (Trump proclaimed it \u201cobliterated\u201d) the Trump administration is calling for Iran to abandon nuclear enrichment entirely, the process that can be used to create material for weapons. Iran, which maintains that its nuclear program is peaceful, is <a href=\"https:\/\/www.timesofisrael.com\/iran-insists-on-right-to-enrichment-as-us-builds-biggest-mideast-force-since-2003\/\" rel=\"nofollow noopener\" target=\"_blank\">insisting on its right to enrich<\/a>, though it has indicated a willingness to make some concessions, such as <a href=\"https:\/\/www.bbc.com\/news\/articles\/cly191kz1lpo\" rel=\"nofollow noopener\" target=\"_blank\">diluting its stock of near-weapons grade enriched uranium<\/a>.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The United States has also sought to expand the talks to encompass issues including Iran\u2019s ballistic missile program and its support for regional proxy groups like Hezbollah and the Houthis. Iran has been extremely resistant to this. For all the focus on nuclear weapons, Iran\u2019s ballistic missiles may end up being the crux of this crisis: They\u2019re a particular concern for Israel, which is in range of them. But Iran also views them as a core component of its ability to defend itself.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Some of the impasse between the two sides is due to core disagreements, but some is political style. Observers say the Iranians seem to be seeking a painstakingly negotiated, highly technical agreement along the lines of the <a href=\"https:\/\/www.vox.com\/2015\/7\/16\/8974507\/iran-deal-explained-expert\" rel=\"nofollow noopener\" target=\"_blank\">2015 JCPOA<\/a> it reached with the Obama administration, which <a href=\"https:\/\/www.vox.com\/2018\/5\/8\/17332844\/iran-nuclear-deal-trump-obama\" rel=\"nofollow noopener\" target=\"_blank\">Trump later pulled out of<\/a>. Whereas Trump is looking for a quick and declarative political win.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Then, of course, there\u2019s the question of whether the United States seeks not to make a deal with the Islamic Republic, but to eliminate it. Trump said last week that <a href=\"https:\/\/www.bbc.com\/news\/articles\/c8egwywkkd1o\" rel=\"nofollow noopener\" target=\"_blank\">regime change in Iran<\/a> is \u201cthe best thing that could happen.\u201d Many Iranians would surely agree, though the president did not elaborate on what he envisioned replacing the regime.<\/p>\n<p>What would the war look like? <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Americans may assume that war, if it comes, would look something like <a href=\"https:\/\/www.vox.com\/world-politics\/417460\/iran-attack-trump-war\" rel=\"nofollow noopener\" target=\"_blank\">June\u2019s \u201cOperation Midnight Hammer,\u201d<\/a> a relatively brief series of strikes that was resolved quickly. That will probably not be the case.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The June war was a primarily Israeli operation, with the US joining in to attack three Iranian nuclear facilities a week in, when it was already clear that the Israelis were having military success and Iran\u2019s retaliation was limited.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">This time around, the United States would be in the driver\u2019s seat from the start, though Israel would almost certainly be involved. And reporting suggests the administration has a more extensive operation in mind.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\"><a href=\"https:\/\/www.wsj.com\/world\/middle-east\/u-s-gathers-the-most-air-power-in-the-mideast-since-the-2003-iraq-invasion-98ced89f?mod=e2tw\" rel=\"nofollow noopener\" target=\"_blank\">According to the Wall Street Journa<\/a>l, the options Trump has been presented with by military briefers include a \u201ccampaign to kill scores of Iranian political and military leaders, with the goal of overthrowing the government\u2026as well as an air attack that would be limited to striking targets including nuclear and ballistic-missile facilities.\u201d Both types of campaigns could potentially last for weeks. Of course, the reality could well turn out quite different: Ahead of the US intervention in Venezuela, few predicted that the United States would simply capture the country\u2019s president while leaving most of its regime in place.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">In June, <a href=\"https:\/\/www.cnn.com\/world\/live-news\/israel-iran-us-strikes-06-23-25-intl-hnk#cmc9dp6zl000n3b6ua9icncaq\" rel=\"nofollow noopener\" target=\"_blank\">Iranian retaliation against US forces<\/a> in the Middle East was limited and telegraphed in advance. That may not be the case this time, as Iran\u2019s leaders may feel they\u2019re in an existential fight for survival that requires a stronger response.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Though its nuclear program may be in shambles, the regime has <a href=\"https:\/\/axesandatoms.substack.com\/p\/why-israel-wants-to-strike-again\" rel=\"nofollow noopener\" target=\"_blank\">worked diligently since last summer<\/a> to reconstitute its ballistic missile deterrent, meaning retaliatory strikes against US bases, as well as Israel and US allies in the Gulf are likely. How much damage it is really capable of inflicting is an open question, though Israel was reportedly running dangerously low on interceptors by the end of the 12-day war and may have sustained more casualties if the conflict had lasted longer. Iran also last week conducted exercises that <a href=\"https:\/\/www.cnbc.com\/2026\/02\/17\/iran-us-strait-of-hormuz-oil-nuclear-talks-geneva.html\" rel=\"nofollow noopener\" target=\"_blank\">temporarily shut down the Strait of Hormuz<\/a>, a key oil chokepoint through which 31 percent of the world\u2019s sea-born crude flows.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Trump has clearly grown more confident about using military force, but Iran\u2019s calculation may be that he has little tolerance for a long, drawn-out, messy conflict. In Trump\u2019s more than five years as president, one thing we have not yet seen is how he would respond to a conflict with a <a href=\"https:\/\/www.vox.com\/politics\/474108\/venezuela-trump-greenland-colombia-mexico-war\" rel=\"nofollow noopener\" target=\"_blank\">significant number of US casualties<\/a>.<\/p>\n<p>What do other countries think?<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Though the Israeli government was reportedly concerned in January about the state of their air defenses, they now appear to <a href=\"https:\/\/www.cbsnews.com\/news\/trump-netanyahu-israeli-strikes-iran-ballistic-missiles\/\" rel=\"nofollow noopener\" target=\"_blank\">fully support military action<\/a> and are <a href=\"https:\/\/www.ynetnews.com\/article\/r1dbunfdwl\" rel=\"nofollow noopener\" target=\"_blank\">highly skeptical<\/a> that a satisfactory diplomatic deal can be reached. Prime Minister Benjamin Netanyahu, deeply unpopular heading into elections later this year, would no doubt much rather keep the public focused on the destruction of Iran\u2019s nuclear and missile programs than the swirling questions <a href=\"https:\/\/www.timesofisrael.com\/toi-poll-most-israelis-dont-believe-pms-account-of-his-gaza-policies-before-oct-7\/\" rel=\"nofollow noopener\" target=\"_blank\">about his handling of the October 7 attacks<\/a>.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">As for other regional countries, the picture is more mixed. During the Obama administration and Trump\u2019s first term, Saudi Arabia, the United Arab Emirates, and other Gulf states pushed for a maximally hawkish position on Iran. Today, while they would no doubt prefer an end to the Islamic Republic, they\u2019re less enthusiastic about war, due to concerns about Iranian retaliation as well as the regional destabilization that could result from a collapse of the Iranian regime. Saudi Arabia and the UAE have said they will not allow the United States to use their airspace for an attack on Iran, though that may not spare them from Iranian retaliation.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The <a href=\"https:\/\/www.thetimes.com\/uk\/politics\/article\/trump-chagos-islands-deal-iran-attack-british-bases-kcj0gzbr8?gaa_at=eafs&amp;gaa_n=AWEtsqfb4jSOOS7gnpqvp_nTk8notbNRcRLfwzyjRwXl_f_HCgCRr8LZUhpbteG7weg%3D&amp;gaa_ts=699768bb&amp;gaa_sig=BpsLIzliZmE378XChqLEJWfCPvCyxYDgfhZRRyMpoMTaCCowocCtyNllEzVMVeUTfpqwTm9QwXh8a7urIRTBqg%3D%3D\" rel=\"nofollow noopener\" target=\"_blank\">UK is also reportedly preventing the US<\/a> from using its airbases for an attack on Iran, including the strategically located base at Diego Garcia in the Indian Ocean, prompting an angry outburst from Trump early this week.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">As for Iran\u2019s few allies, it <a href=\"https:\/\/www.rferl.org\/a\/iran-russia-naval-drills-us-military-buildup\/33682459.html\" rel=\"nofollow noopener\" target=\"_blank\">conducted joint naval drills<\/a> with Russia\u2019s military this week, but it\u2019s hard to imagine Moscow doing much to come to Tehran\u2019s aid if war begins.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The administration is very unlikely to ask Congress for an authorization to use military force against Iran, or to present a detailed legal rationale for doing so. Given that Iran\u2019s nuclear program is, according to the administration\u2019s own assessments, nowhere close to producing a weapon, and given that the United States is not in range of Iranian missiles, it would be hard to make the case that it constitutes the type of imminent threat that would allow the president to order military action without congressional authorization.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\"><a href=\"https:\/\/www.lawfaremedia.org\/article\/obama-administrations-original-legal-rationale-libya-intervention-still-valid\" rel=\"nofollow noopener\" target=\"_blank\">Past administrations<\/a>, including <a href=\"https:\/\/www.justsecurity.org\/115398\/trump-justification-attacking-iran-congressional-rebuttal\/\" rel=\"nofollow noopener\" target=\"_blank\">Trump\u2019s after Midnight Hammer<\/a>, have argued that military operations that are limited in scope and duration don\u2019t constitute \u201cwar\u201d in the constitutional sense and don\u2019t require authorization. Many legal scholars don\u2019t buy that, but even if you do, it would get harder to justify it if the war <a href=\"https:\/\/www.axios.com\/2026\/02\/18\/iran-war-trump-military-strikes-nuclear-talks\" rel=\"nofollow noopener\" target=\"_blank\">turns out to be the kind of expansive operation<\/a> reportedly under discussion.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">In Congress, Reps. Ro Khanna (D-CA) and Thomas Massie (R-KY) are planning to move next week to <a href=\"https:\/\/thehill.com\/homenews\/house\/5745037-khanna-massie-war-powers-iran\/\" rel=\"nofollow noopener\" target=\"_blank\">force a vote on a resolution that would require<\/a> the administration to seek congressional authorization, but previous efforts to do this under the Trump administration have not been successful. In all likelihood, congressional oversight of the president\u2019s ability to wage war is about to be further watered down.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">In fairness to Trump, in each of his previous military engagements, dating back to the strike that <a href=\"https:\/\/www.vox.com\/2020\/1\/28\/21112468\/iran-soleimani-us-trump-war\" rel=\"nofollow noopener\" target=\"_blank\">killed Iranian Gen. Qassem Soleimani<\/a> in his first term, he has been able to defy critics who warned he was risking a dangerous quagmire.
