He is an author and academic whose books include Why Empires Fall and Twilight of the Money Gods.<\/p>\n<p class=\"c-article-body__text text-pr-5\">After years of double-digit gains, when so much money flowed in that the U.S.\u2019s biggest companies grew larger than Canada\u2019s economy, New York\u2019s stock markets have entered a period of turbulence.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The dominant explanation on Wall Street is that the AI shakeout has begun \u2013 with companies that are likely to be hurt by AI getting dumped by investors. Last week\u2019s trading brought large sell-offs of software companies whose business models appear most likely to be disrupted \u2013 such as legal or accounting firms whose clients might now build their own software using AI applications. At the same time, chipmakers posted strong gains, <a href=\"https:\/\/www.bloomberg.com\/opinion\/newsletters\/2026-02-18\/the-change-of-mind-that-drove-a-rotation?srnd=phx-opinion\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.bloomberg.com\/opinion\/newsletters\/2026-02-18\/the-change-of-mind-that-drove-a-rotation?srnd=phx-opinion\">interpreted by some<\/a> as a sign that investors think companies will need to boost compute capacity to stay afloat in the AI revolution. <\/p>\n<p class=\"c-article-body__text text-pr-5\">This analysis dovetails with recent talk among analysts that the technology is on the verge of a major breakthrough. AI entrepreneur and blogger Matt Shumer recently posted an essay titled \u2018Something Big Is Happening\u2019, arguing that AI was on the verge of a quantum leap. He suggested that AI would soon be able to emancipate itself from human control, and ultimately surpass human intelligence.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-how-ai-is-reshaping-the-work-of-software-developers\/\" rel=\"nofollow noopener\" target=\"_blank\">How AI is reshaping the work of software developers<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">The post generated a lot of buzz in the tech blogosphere and reinforced an emerging American narrative that, after years of laying the groundwork, <a href=\"https:\/\/www.ft.com\/content\/4b51d0b4-bbfe-4f05-b50a-1d485d419dc5\" rel=\"nofollow noopener\" target=\"_blank\">the AI revolution is about to begin<\/a>.<\/p>\n<p class=\"c-article-body__text text-pr-5\">However, outside the U.S., this tipping-point story seems to be getting little purchase. In <a href=\"https:\/\/www.high-capacity.com\/p\/does-china-care-about-agi?utm_campaign=email-half-post&amp;r=59u5y&amp;utm_source=substack&amp;utm_medium=email\" rel=\"nofollow noopener\" target=\"_blank\">China<\/a>, the other country in the vanguard of the AI revolution, researchers aren\u2019t neglecting the pursuit of artificial super-intelligence, but they appear to think the more important development is coming in practical applications of existing AI (including robotics, where China enjoys an edge).<\/p>\n<p class=\"c-article-body__text text-pr-5\">This appears to be the prevailing view in much of the world \u2013 that AI will be transformative, but that the belief it will be an emergent new species, superior to humans, reflects Silicon Valley groupthink more than reality. It could be that the rest of the world is wrong on this and is about to be overwhelmed by a U.S.-controlled super-technology. Then again, it could be the Americans who are wrong. <\/p>\n<p class=\"c-article-body__text text-pr-5\">And, in fact, the action on the stock markets raises doubts about whether what we\u2019re seeing is a tipping point that will enrich some companies and wipe out others. Because if this were so, we\u2019d be seeing the share prices of the perceived winners of the AI race rising. We are not. The dominant players in the AI race, such as Google, or the partners of privately owned Anthropic and OpenAI \u2013 including Oracle and Nvidia \u2013 have all seen their prices fall since the start of the year.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-ai-wont-take-your-job-but-the-ai-bubble-might\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: AI won\u2019t take your job, but the AI bubble might<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Equally, while the U.S. market is turbulent, other, more traditional markets are rallying strongly. If the U.S. is really on the verge of a breakthrough that will upend the world economy, the rest of the world isn\u2019t buying it. Since the start of the year, the U.S. stock market has struggled to <a href=\"https:\/\/tradingeconomics.com\/stocks\" rel=\"nofollow noopener\" target=\"_blank\">move at all<\/a>. But Britain\u2019s is up 6 per cent, Mexico\u2019s by 11 per cent, Japan\u2019s by 13 per cent and Brazil\u2019s by 16 per cent. In short, \u2018American exceptionalism\u2019 now refers to it being the exception in a world of rallying stock markets. <\/p>\n<p class=\"c-article-body__text text-pr-5\">It\u2019s possible that rather than an AI shakeout, what we may be seeing is the AI bubble deflating. A growing body of analysis supports this conclusion. Most recently, <a href=\"https:\/\/www.investopedia.com\/major-wall-street-firm-ubs-issues-warning-on-tech-stocks-what-it-means-for-investors-11903597#:~:text=Tech%20stocks%20have%20rebounded%20from,Why%20This%20Is%20Important\" rel=\"nofollow noopener\" target=\"_blank\">UBS<\/a> argued the \u2018hyperscalers\u2019 driving the massive build-out of data centres may have gone too far \u2013 that these companies might not generate returns justifying their spending and may soon have to scale back their plans, which would carry negative implications for companies that have profited from the expansion, especially chipmakers.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Moreover, in a market that has become unusually politicized by the U.S. President\u2019s meddlesome behaviour \u2013 rewarding companies he likes and penalizing those he doesn\u2019t \u2013 the approach of the midterm elections may put an end date on the AI rally. <\/p>\n<p class=\"c-article-body__text text-pr-5\">With growing expectations that the Democrats will win back the House and possibly put the Senate in play, there is <a href=\"https:\/\/www.documentcloud.org\/documents\/27171069-vianovo-the-subpoenas-are-coming\/?utm_source=newsletter&amp;utm_medium=email&amp;utm_campaign=newsletter_axiosam&amp;stream=top\" rel=\"nofollow noopener\" target=\"_blank\">talk in Washington<\/a> that companies perceived as too cozy with Donald Trump will be in the crosshairs of Congressional inquiries.
