Surrey, B.C.\u00a0\u2013\u00a0City\u00a0council has approved\u00a0a\u00a0framework agreement with Total Life Care Granville Medical Inc. (TLC)\u00a0that will advance the delivery of two new medical clinics in Surrey.\u00a0The\u00a0agreement\u00a0establishes\u00a0the governance structure, roles,\u00a0responsibilities\u00a0and\u00a0principles\u00a0that will guide\u00a0the delivery of\u00a0Surrey\u2019s Community Medical Clinics Initiative,\u00a0aimed at increasing the number of family physicians and\u00a0attaching residents to long-term physician care.\u00a0<\/p>\n
\u201cToday\u2019s decision allows the\u00a0City\u00a0to move forward with an experienced healthcare operator while ensuring that Surrey residents remain the priority,\u201d said Mayor Brenda Locke. \u201cThis framework sets the foundation to bring new clinics online, increase primary care capacity, and support better long-term health outcomes for our community.\u201d\u00a0<\/p>\n
Surrey currently has approximately 59 family physicians per 100,000 residents,\u00a0substantially below\u00a0comparable metropolitan areas. As\u00a0the\u00a0population continues\u00a0to grow, the\u00a0City\u00a0is taking a proactive approach to\u00a0help\u00a0expand\u00a0access to\u00a0family physicians.\u00a0Under the\u00a0framework\u00a0agreement:\u00a0<\/p>\n
TLC will lead clinic planning, staffing, regulatory\u00a0compliance\u00a0and day-to-day operations, ensuring the\u00a0City\u00a0does not assume responsibility for medical service delivery or operational risk.\u00a0Clinics will prioritize\u00a0attaching Surrey residents to\u00a0long-term\u00a0family\u00a0physician\u00a0care.\u00a0A limited walk-in\u00a0component\u00a0will be offered to support urgent and episodic care needs.\u00a0Future collaboration with Simon Fraser University\u2019s School of Medicine is\u00a0intended, allowing potential development of teaching clinic sites.\u00a0A revenue-sharing model will help offset municipal costs associated with clinical space and supports.\u00a0<\/p>\n
Council\u2019s approval follows a competitive procurement process conducted in 2025 and\u00a0subsequent\u00a0negotiations with TLC, the successful proponent tasked with\u00a0establishing\u00a0and operating the first two community medical clinics.\u00a0<\/p>\n
City staff and TLC will\u00a0now\u00a0begin\u00a0finalizing\u00a0site identification and advancing lease negotiations. Staff will\u00a0then\u00a0bring forward a report to Council seeking approval\u00a0of proposed lease agreements and outlining associated costs.\u00a0The first two clinics are\u00a0anticipated\u00a0to open in fall 2026.\u00a0<\/p>\n
