{"id":498213,"date":"2026-02-25T09:00:16","date_gmt":"2026-02-25T09:00:16","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/498213\/"},"modified":"2026-02-25T09:00:16","modified_gmt":"2026-02-25T09:00:16","slug":"openais-handling-of-tumbler-ridge-shooter-info-opens-regulation-questions","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/498213\/","title":{"rendered":"OpenAI\u2019s handling of Tumbler Ridge shooter info opens regulation questions"},"content":{"rendered":"<p>Scrutiny over how OpenAI handled information about the <a href=\"http:\/\/globalnews.ca\/tag\/tumbler-ridge-school-shooting\" target=\"_blank\" rel=\"noopener nofollow\">Tumbler Ridge, B.C., mass shooter<\/a> months before the deadly tragedy provides an opportunity for Canada to consider regulating <a href=\"https:\/\/globalnews.ca\/tag\/artificial-intelligence\" target=\"_blank\" rel=\"noopener nofollow\">artificial intelligence<\/a> companies to inform police in similar scenarios, experts say.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/01\/70c8fc80.png\" alt=\"\" style=\"position:absolute;width:1px;height:1px\" referrerpolicy=\"no-referrer-when-downgrade\"\/><\/p>\n<p>The company behind ChatGPT confirmed last week it \u201cproactively\u201d identified and banned an account associated with Jesse Van Rootselaar in June 2025 for misusing the AI chatbot \u201cin furtherance of violent activities.\u201d<\/p>\n<p>However, it did not inform police at that time because the activity did not meet the higher internal threshold of an \u201cimminent\u201d threat.<\/p>\n<p>OpenAI ultimately contacted RCMP after police say 18-year-old Van Rootselaar killed eight people and wounded 25 others on Feb. 10, before taking her own life.<\/p>\n<p>Artificial Intelligence Minister Evan Solomon summoned representatives to Ottawa on Tuesday to discuss the situation and the company\u2019s safety practices.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>Solomon told reporters Tuesday before the meeting that \u201call options are on the table when it comes to understanding what we can do about AI chatbots.\u201d<\/p>\n<p>Heritage Minister Marc Miller, whose ministry is working with Solomon\u2019s to develop online safety legislation that would cover AI platforms, said the government is taking the time to get that bill right and wouldn\u2019t tie it to what happened in Tumbler Ridge.<\/p>\n<p>\u201cI think there is the need to have legislation to make sure that platforms are behaving responsibly,\u201d he said. \u201cWhat that looks like is still to be determined, and I can\u2019t discuss timelines with you on that.<\/p>\n<p>\u201cI think in this situation, there is legitimate thirst for easier answers, but I don\u2019t think there are easy answers in this case, particularly with an open investigation. It\u2019s not an approved health-care device. Other companies and U.S. states are conducting similar probes.<\/p>\n<p>Musk has criticized the investigations as attempts to stifle free speech and expression.<\/p>\n<p>Sharon Bauer, a privacy lawyer and AI governance strategist based in Toronto, said it\u2019s important for any future legislation or regulation to strike the \u201cfine balance\u201d between individual privacy with the duty to warn of potential threats.<\/p>\n<p>She said the term \u201cimminent\u201d is key.<\/p>\n<p>\u201cThat is a really important threshold, because anything lower than that threshold would mean that they would be notifying law enforcement of things that may end up stigmatizing people or creating false positives, which would of course harm those individuals,\u201d she said.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>At the same time, Bauer added, \u201canything too high would mean missing genuine threats, which may have been the case in this situation.\u201d<\/p>\n<p>\u201cI\u2019m hoping that we\u2019ll get answers about this, if they documented their reasoning about why they didn\u2019t contact law enforcement, and that\u2019s going to be really important to analyze and figure out if kicked off AI chatbot and social media platforms for threatening to harm themselves or others, and whether there was any real world follow-up on those individuals.<\/p>\n<p>\u201cIf the answer\u2019s no, then they are just putting their heads in the sand,\u201d he said.<\/p>\n<p>\u201cThese companies (are worth) trillions of dollars, so the amount of money they spend on anything related to staffing and safety is negligible.\u201d<\/p>\n<p>Story continues below advertisement<\/p>\n<p>He added that Canada\u2019s forthcoming AI strategy needs to pair economic benefits and adoption strategies with robust safety protocols that answer these critical questions.<\/p>\n<p>Paquin cited a recent California law, which requires large AI companies like OpenAI to report to the state any instances of their platforms being used for potentially \u201ccatastrophic\u201d activities, as something Canada should model its own potential regulation after.<\/p>\n<p>However, that law defines a catastrophic risk as something that would cause at least $1 billion in damage or more than 50 injuries or deaths.<\/p>\n<p>The law has been praised by some AI companies like Anthropic for balancing public safety with allowing continued \u201cinnovation.\u201d<\/p>\n<p>\u201cWe should ask for more transparency and we should also think about a way of having an external oversight over those activities, because we cannot let the AI developers be their own judge, the judge of their own safety,\u201d Paquin said.<\/p>\n<p>\u2014with files from Global\u2019s Touria
