{"id":499032,"date":"2026-02-25T17:54:07","date_gmt":"2026-02-25T17:54:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/499032\/"},"modified":"2026-02-25T17:54:07","modified_gmt":"2026-02-25T17:54:07","slug":"germany-accused-of-ditching-climate-targets-as-it-scraps-renewables-mandate-germany","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/499032\/","title":{"rendered":"Germany accused of ditching climate targets as it scraps renewables mandate | Germany"},"content":{"rendered":"<p class=\"dcr-130mj7b\">Germany\u2019s coalition government has been accused of abandoning its climate targets after agreeing to scrap parts of a contentious heating law mandating the use of renewables in favour of a draft law allowing homeowners to rely on fossil fuels.<\/p>\n<p class=\"dcr-130mj7b\">While the <a href=\"https:\/\/www.theguardian.com\/world\/2023\/apr\/20\/germany-plans-to-ban-installation-of-most-oil-and-gas-heating-from-2024\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">previous law<\/a> required most newly installed heating systems to use at least 65% renewable energy, often with a heat pump, the amended legislation will allow households to keep using oil and gas.<\/p>\n<p class=\"dcr-130mj7b\">It also removes a mandate for expert consultation when installing a new heating system.<\/p>\n<p class=\"dcr-130mj7b\">The previous legislation, drawn up by the Greens and passed in 2023, was seen as one of the party\u2019s boldest policy goals in the previous centre-left-led government under <a href=\"https:\/\/www.theguardian.com\/world\/olaf-scholz\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Olaf Scholz<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Although climate experts praised its ambitious targets, the legislation antagonised voters still bruised by the Covid-19 pandemic and worried about energy supply after the war in Ukraine led to Russian gas imports being halted and inflation rising.<\/p>\n<p class=\"dcr-130mj7b\">The top-selling newspaper Bild ran weeks of negative headlines against \u201cHabeck\u2019s heating hammer\u201d, referring to the legislation\u2019s author, <a href=\"https:\/\/www.theguardian.com\/environment\/2023\/sep\/26\/robert-habeck-vice-chancellor-germany-greens-climate-policy-backlash\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Robert Habeck<\/a> of the Green party, then the vice-chancellor and economy minister.<\/p>\n<p class=\"dcr-130mj7b\">The dispute poisoned relations in the coalition of Social Democrats (SPD), Greens and pro-business Free Democrats and is often called the beginning of the <a href=\"https:\/\/www.theguardian.com\/world\/2024\/nov\/06\/german-government-on-brink-of-collapse-after-olaf-scholz-sacks-finance-minister\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">premature implosion of that government<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">The far-right, climate-sceptic <a href=\"https:\/\/www.theguardian.com\/world\/alternative-fur-deutschland-afd\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Alternative f\u00fcr Deutschland<\/a> party raged against the 2023 law, in particular its promotion of heat pumps, attacking the Greens for \u201cforcing\u201d households to make expensive renovations and taking away their freedom to choose.<\/p>\n<p class=\"dcr-130mj7b\">The new rules eliminating key planks of that law make good on a promise by the now chancellor, the conservative Friedrich Merz, during the election campaign a year ago and come after weeks of wrangling with the junior coalition partners, the SPD.<\/p>\n<p class=\"dcr-130mj7b\">Merz\u2019s Christian Democratic Union (CDU) insists the change will uphold the goal of cutting CO2 emissions from buildings, one of the top sources of planet-warming pollution, while giving homeowners more choice as to which technology to use.<\/p>\n<p class=\"dcr-130mj7b\">But the Greens, now in the opposition and polling at about 12% nationally, denounced the new legislation as putting climate benchmarks in jeopardy.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThe CDU and SPD have made it abundantly clear today that climate protection is of no importance whatsoever to this coalition,\u201d said the Greens parliamentary group co-leader Katharina Dr\u00f6ge. \u201cThe federal government has abandoned its climate targets.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The bill foresees ramping up the share of relatively climate-friendly fossil fuels, at a minimum rate of 10% by 2029, progressively increasing until 2040. Germany has pledged to hit net zero emissions by 2045.<\/p>\n<p class=\"dcr-130mj7b\">The economy minister, Katherina Reiche, rejected criticism that the planned change would undermine climate protection. \u201cThe aim of the heating law is to restore greater freedom of choice when replacing heating systems,\u201d she told the public broadcaster Deutschlandfunk.<\/p>\n<p class=\"dcr-130mj7b\">Reiche said homeowners would have a range of possibilities for heating including \u201chybrid models, biomass; yes, even gas and oil heating, but with an increasing proportion of biogas or bio-oil\u201d.<\/p>\n<p class=\"dcr-130mj7b\">She said: \u201cThe dilemma was that Robert Habeck\u2019s heating law had unsettled homeowners. Sales of modern heating systems, heat pumps and modern gas boilers plummeted. People stopped building altogether.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Germany, the EU\u2019s top economy and most populous nation as well as its <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/nov\/02\/germans-challenging-fight-to-go-green-climate-net-zero\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">biggest polluter<\/a>, still relies on oil and gas for nearly 80% of its heating.<\/p>\n<p class=\"dcr-130mj7b\">The building and transport sectors are seen as the most significant drags on Germany\u2019s progress toward its climate goals. Experts also note the <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/sep\/30\/biomethane-not-viable-for-widespread-use-in-uk-home-heating-report-finds\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">scarcity of \u201cgreener\u201d fuels<\/a> such as biomethane on global markets, driving up their price.<\/p>\n<p class=\"dcr-130mj7b\">Heat pumps are more expensive than gas-burning boilers, but in most countries they are <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/jan\/03\/theyve-heard-so-much-wrong-information-selling-heat-pumps-across-germanys-political-divide\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">cheaper to run<\/a>.
