{"id":502877,"date":"2026-02-27T10:49:08","date_gmt":"2026-02-27T10:49:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/502877\/"},"modified":"2026-02-27T10:49:08","modified_gmt":"2026-02-27T10:49:08","slug":"bc-extends-pst-to-new-services-tax-authorities","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/502877\/","title":{"rendered":"BC Extends PST To New Services &#8211; Tax Authorities"},"content":{"rendered":"<p>Robert  Kreklewetz\u2019s articles from Millar Kreklewetz are most popular:<\/p>\n<p>                    &#13;<br \/>\n                            with Senior Company Executives, HR and Finance and Tax Executives&#13;<br \/>\n                            in Canada&#13;<br \/>\n                            with readers working within the Accounting &amp; Consultancy, Healthcare and Property industries&#13;<\/p>\n<p>PROVINCE ANNOUNCES EXPANSION OF SALES TAX TO PROFESSIONAL&#13;<br \/>\nSERVICES<\/p>\n<p>British Columbia has recently announced a further expansion of&#13;<br \/>\nits Provincial Sales Tax (&#8220;PST&#8221;) base \u2013 a move that&#13;<br \/>\nwill not surprise those who have watched the province&#8217;s&#13;<br \/>\npost-HST trajectory.<\/p>\n<p>BC briefly participated in Canada&#8217;s Harmonized Sales Tax&#13;<br \/>\n(&#8220;HST&#8221;) system in 2010, only to exit following a 2011&#13;<br \/>\nreferendum and revert to its standalone PST system in April 2013.&#13;<br \/>\nSince returning to a traditional retail sales tax model, the&#13;<br \/>\ndefining feature of PST policy has been base expansion \u2013&#13;<br \/>\nlikely to help address recent provincial fiscal commitments and&#13;<br \/>\ninfrastructure projects.<\/p>\n<p>We review the latest plan below.<\/p>\n<p>Expansion of the PST<\/p>\n<p>Among a suite of provincial tax measures are proposed changes to&#13;<br \/>\nthe Provincial Sales Tax Act (&#8220;PSTA&#8221;). According&#13;<br \/>\nto the released <a href=\"https:\/\/www.bcbudget.gov.bc.ca\/2026\/\" target=\"_blank\" rel=\"nofollow noopener\">Fiscal Plan<\/a>, effective October 1, 2026, the PST&#13;<br \/>\nwill be expanded to the following professional services:<\/p>\n<p>&#13;<br \/>\nAccounting and bookkeeping&#13;<br \/>\n&#13;<br \/>\nArchitectural, engineering, and geoscience services (PST&#13;<br \/>\napplying to only 30% of the purchase price of these services)&#13;<br \/>\n&#13;<br \/>\nRental property and strata management services&#13;<br \/>\n&#13;<br \/>\nCommissions related to buying and selling non-residential real&#13;<br \/>\nestate&#13;<br \/>\n&#13;<br \/>\nSecurity and private investigation services&#13;<\/p>\n<p>Effective the same date, the PST exemption for the following&#13;<br \/>\ngoods and services will also be eliminated:<\/p>\n<p>&#13;<br \/>\nClothing patterns, yarn, natural fibres, synthetic thread and&#13;<br \/>\nfabrics commonly used to make or repair clothing&#13;<br \/>\n&#13;<br \/>\nServices related to clothing and footwear, basic cable&#13;<br \/>\ntelevision services, toll-free telephone services and residential&#13;<br \/>\nlandline telephone services&#13;<\/p>\n<p>The PSTA and regulations will also be amended to enable sellers&#13;<br \/>\nof goods to provide point-of-sale exemption or refunds to&#13;<br \/>\nbusinesses purchasing goods for use outside of BC. To qualify,&#13;<br \/>\npurchasers will need to provide evidence that the goods are being&#13;<br \/>\nshipped outside of BC for business use.<\/p>\n<p>Why Do I Care?<\/p>\n<p>The announcement appears to continue BC&#8217;s recent expansion&#13;<br \/>\nof PST into services, following the extension of PST to cloud-based&#13;<br \/>\nservices as part of the 2024 Budget (see our prior blog <a href=\"http:\/\/www.mondaq.com\/redirection.asp?article_id=1750694&amp;company_id=25530&amp;redirectaddress=https:\/\/www.taxandtradelaw.com\/Tax-Trade-Blog\/cloud-services-and-provincial-sales-tax.html\" target=\"_blank\" rel=\"nofollow noopener\">here<\/a>).<\/p>\n<p>Businesses that provide the newly listed services will need to&#13;<br \/>\nregister to collect and remit PST. BC has indicated that more&#13;<br \/>\ninformation will be made available before the taxes come into&#13;<br \/>\neffect.<\/p>\n<p>The removal of exemptions for clothing and footwear related&#13;<br \/>\ngoods and services will align their tax treatment more closely with&#13;<br \/>\ncomparable goods and services in other provinces.
