The guard, whose name wasn\u2019t made public because he hasn\u2019t been formally charged in court, was released on an undertaking.<\/p>\n
Chancy said he could not recall an instance in which a store security guard was arrested for assaulting a shoplifter, although he said police have charged bar and nightclub bouncers for using excessive force.<\/p>\n
Security guards are allowed to use reasonable and necessary force to defend themselves or to arrest someone they believe is committing a crime, in the same way a regular citizen can, before handing the suspect to police, said Chancy.<\/p>\n
\u201cIf they find somebody that\u2019s committing an indictable offence or another crime on the property that they are protecting, they can use and they may use reasonable or necessary force to make that arrest,\u201d said Chancy.<\/p>\n
That force must not be excessive, said the police spokesman.<\/p>\n
The video prompted outrage and a protest outside the store Monday evening. Speakers said they had witnessed violence against Indigenous people at Winnipeg stores and called on the city and province to suspend and review contracts with Impact Security.<\/p>\n
The Assembly of Manitoba Chiefs said the video raises concern about use-of-force practices and the way First Nations people are treated in public. It said it had filed a complaint with the provincial government, which regulates security guards.<\/p>\n

<\/p>\n People protest outside the Dollarama on Portage Avenue on Monday afternoon.<\/p>\n<\/p>\n Justice Minister Matt Wiebe said he\u2019s seen the video but would not comment on it directly, citing the police investigation.<\/p>\n \u201cWhat I will say, is we\u2019ve been working very closely with the community and the security guard industry around enhancing training for security guards\u2026 We know that\u2026 a lot of companies, businesses, they want to use private security because they want to be part of the solution of making not only their business safer, but whole communities safer\u2026 we support that work,\u201d said Wiebe on Tuesday.<\/p>\n \u201cThey want to make sure that they\u2019re getting folks that are properly trained, that have an understanding of cultural sensitivity and training that will allow them to de-escalate situations. That\u2019s our goal, to provide that ability, that training.\u201d<\/p>\n He said the government will have more to say about the matter \u201cshortly.\u201d The minister added the government is looking at legislative changes, but stressed its priority has been on training.<\/p>\n \n\t\tWinnipeg Free Press | Newsletter\n\t<\/p>\n \t\t\t\t\t Eric Robinson, who was deputy premier under a former NDP government, has been calling on the province to mandate cultural awareness training for security guards. He and others from the Indigenous community met with government officials and private security firms last year to lobby for the changes.<\/p>\n On Tuesday, Robinson called the video of the incident \u201ctroubling.\u201d<\/p>\n \u201cWe have to find ways of improving our relationship with the (security) companies and Indigenous peoples.\u201d<\/p>\n He said when he and others have raised concern about the treatment of Indigenous people by security guards, they\u2019ve been told they\u2019re crying wolf.<\/p>\n \u201cIt\u2019s really unfortunate that these things must occur, because we\u2019re all struggling in society, and what that showed was a blatant disregard for another human being,\u201d said Robinson.<\/p>\n He said he hopes the incident sparks change.<\/p>\n \u201cI hope that improvements will result as a result of this unfortunate incident,\u201d Robinson said, adding he\u2019s confident the justice minister wants changes, too.<\/p>\n \u201cWe have to find ways of improving our relationship with the (security) companies and Indigenous peoples.\u201d<\/p>\n Impact Security has not returned requests for comment since the controversy started.<\/p>\n On Monday, Dollarama spokeswoman Lyla Radmanovich said the national chain does not authorize use of force.
