It uses machine learning, including information on past immigrants and their experiences, along with the work history, education and personal characteristics of new arrivals. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Use of the algorithm by Immigration, Refugees and Citizenship Canada, in partnership with Stanford\u2019s Immigration Policy Lab, was disclosed in the federal department\u2019s newly published first AI strategy. The U.S. university declined to comment.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Immigrants are not obliged to follow the recommendation, which is \u201coffered as handy information for them to consider,\u201d the strategy says. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-ircc-halts-startup-visa-program-foreign-entrepreneurs\/\" rel=\"nofollow noopener\" target=\"_blank\">Immigration Department shelves visa program for foreign entrepreneurs, citing misuse<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">IRCC is experimenting with a number of AI tools, many of which focus on fraud prevention. The strategy document says artificial intelligence is helping the department detect false narratives. These could form the basis of an asylum claim or deflect attention from security concerns, for example.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Machine learning tools are also being used to detect anomalies in applications and irregular travel patterns, which could signal that a refugee or immigrant came from a country other than the one claimed. <\/p>\n<p class=\"c-article-body__text text-pr-5\">AI systems have been trained to detect fraudulent manipulation of documents, such as academic records and bank statements, as well as artificially \u201cmorphed\u201d photographs that could be used in an attempt to commit identity fraud or to mislead an immigration officer about a person\u2019s age. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cIRCC uses a range of tools, including advanced analytics, to support officers in identifying potential fraud,\u201d department spokesperson Isabelle Dubois said in an e-mail. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Last year, IRCC investigated an average of roughly 8,000 cases of suspected <a href=\"https:\/\/www.theglobeandmail.com\/topics\/immigration\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/immigration\/\">immigration<\/a> fraud a month, and refused an average of 7,900 fraudulent applications a month, Ms. Dubois said. The proportion of visitor visas refused because of fraud rose to 7.1 per cent in 2025, up from 4.6 per cent in 2024. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-permanent-residence-freeze-canada-diab-federal-budget-2025\/\" rel=\"nofollow noopener\" target=\"_blank\">Federal budget 2025: Foreigners living in Canada will get permanent residence priority, Immigration Minister says<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">In the new strategy, the Immigration Department says it is not looking to implement \u201cfully autonomous AI\u201d but is \u201cready to accelerate our adoption of AI systems that can drive efficiencies in routine tasks that otherwise use significant time and resources.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">Artificial intelligence is already being used to \u201ctriage\u201d immigration applications and make assessments and recommendations, for example on whether an immigration officer should approve a visitor\u2019s visa.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The department says it will continue to use AI to speed up decision-making by officials, such as by flagging \u201cstraightforward low-risk files.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">But IRCC does not use autonomous AI agents that can refuse client applications, the strategy says. And the department is avoiding \u201cblack box\u201d AI models, where the system\u2019s internal workings are a mystery and the logic used is opaque or inexplicable. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cDoing so would run counter to the administrative law principle that clients are entitled to a meaningful explanation of decisions and to a transparent appeals process,\u201d it says. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The strategy refers to IRCC as \u201ca leader in AI experimentation\u201d at the forefront of integrating artificial intelligence into government operations. It also acknowledges that while AI has immense potential, the technology also poses risks, for example by perpetuating discrimination.<\/p>\n<p class=\"c-article-body__text text-pr-5\">According to the strategy, the department strives to use diverse data to train AI systems in order to guard against potential bias. It is also aware of the importance of privacy controls, which include allowing AI systems to handle only the minimum personal information necessary, and regularly runs tests and audits. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-asylum-rulings-immigration-hearing-security-fraud-cd-howe-institute\/\" rel=\"nofollow noopener\" target=\"_blank\">Asylum rulings made without a hearing raise security and fraud concerns, C.D. Howe Institute report says<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">When developing AI systems, IRCC will integrate privacy measures including \u201ctrying to use anonymised or internally generated synthetic data wherever possible to minimize risks to privacy,\u201d the strategy says.
