While each BIA was successful in obtaining a portion of their requested amount, none received the full amount requested through the grant program.
Council agreed to provide each BIA with funding to cover anticipated event costs not covered by the grant program from the MAT.
Council directed staff to bring forward a report reviewing the commitment the City makes towards Canada Day across the city, including but not limited to reviewing potential alternative funding supports that can be provided as an alternative to the established grant process for 2027 and beyond.

Read the motion.
Watch the discussion.

Council endorsed the following items presented at the February 18, 2026 General Committee meeting

Single source contract award for Athletic Field Painter

Council approved the execution of a single source contract for the provision of an Athletic Field Painter.

Key points of the report:

In 2025, through a medium value acquisition single source pilot, the City purchased one Athletic Field Painter, along with accessories with annual subscriptions and bulk paint, from Simplistic Lines Inc., to pilot the equipment.
The pilot, conducted at Lakefront and Clarkson parks, demonstrated a reduction in paint usage and labour savings.
After the successful pilot, staff recommended expanding the use of the Athletic Field Painter and all required accessories to support sports field painting across the remaining park areas in the city.
Council agreed to invest $1.7 million over ten years in the GPS Swozi Cart Pro G5 with POD Athletic Field Painter to modernize the City’s athletic field maintenance.
This investment will improve operational efficiency and reinforce the City’s commitment to environmentally responsible parks management.
Simplistic Lines Inc. is an Ontario-based business and is the only certified dealer in Canada that supplies the SWOZI brand. As such, the City needed to enter into a contract with Simplistic Lines Inc. in order to continue to purchase this product.

Read the report.
Watch the discussion.

Mississauga’s comments on the Made-in-Ontario Fleet Vehicle Procurement Policy

Council approved staff recommendations regarding the Province’s Made-in-Ontario Fleet Vehicle Procurement Policy and directed staff to share the comments with the Province and prepare additional comments on any associated regulations as needed.

Key points of the report:

The Buy Ontario Act (Public Sector Procurement), 2025 (formerly Bill 72), establishes a new framework for public sector procurement.
The Province is seeking feedback on its first directive, the Made-in-Ontario Fleet Vehicle Procurement Policy, by way of consultation on the draft policy.
Staff prepared comments on the Made-in-Ontario Fleet Vehicle Procurement Policy to address impacts the policy will have on City of Mississauga fleet procurements and leases in the future.
Council endorsed staff comments and directed them to share them with the Province.

Read the report.
Watch the discussion.

Single source procurements for IT contracts

Council approved seven single source procurements for Information Technology (IT) contracts to address expiring contracts to ensure business continuity, enhance cyber security, and provide greater flexibility, continuous patches and compliance updates.

Key points of the report:

IT manages contracts for hardware, software and services for the City and has an established operational work plan for contract extensions and/or new procurements to replace existing contracts that are scheduled to expire over the next 12 months.
IT follows approved City processes for procuring software, professional services, maintenance and support and subscription services through a balance of competitive and single source procurements.
It is critical for IT to maintain support for key business systems that underpin daily operations. Advancing these specific contracts ensures uninterrupted service delivery across the City’s essential service areas, reinforces cybersecurity and creates resilience.
By leveraging modern subscription-based solutions through these contracts, IT can provide continuous security updates, timely vulnerability patches, and compliance enhancements, reducing exposure to emerging threats. This proactive approach safeguards sensitive data, protects critical infrastructure, and supports the City’s commitment to secure and reliable service delivery.

Read the report.
Watch the discussion.

Revised staff procedure for handling frivolous and vexatious complaints and enquiries

Council approved the Ontario Ombudsman’s recommended revisions to the City’s Staff Procedure for Handling Frivolous and Vexatious Complaints and Enquiries.

Key points of the motion:

The Ontario Ombudsman’s recommendations included: placing time limits for service restrictions; creating a reconsideration or appeal process for complainants; and a modified notice procedure when service restrictions are placed.
The Policy has been revised to incorporate the Ombudsman’s recommendations.
