{"id":519515,"date":"2026-03-07T03:21:10","date_gmt":"2026-03-07T03:21:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/519515\/"},"modified":"2026-03-07T03:21:10","modified_gmt":"2026-03-07T03:21:10","slug":"ottawas-trade-team-agrees-to-resume-stalled-negotiations-with-u-s","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/519515\/","title":{"rendered":"Ottawa\u2019s trade team agrees to resume stalled negotiations with U.S."},"content":{"rendered":"<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/P3QL26XUNFFZZB3R5ERWYSUNLY.JPG?auth=ef3a6d0a381aaecfd70763aa32e6ef1554cea73d0c6f0e967b940cd1dfd5a1bf&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"0\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">The communications director for Canada-U.S. Trade Minister Dominic LeBlanc says the meeting included &#8216;a constructive and substantive discussion pertaining to the Canada-United States-Mexico Agreement [CUSMA], and on broader bilateral trade issues.&#8217;Henry Romero\/Reuters<\/p>\n<p class=\"c-article-body__text text-pr-5\">Prime Minister Mark Carney\u2019s top trade team has agreed to resume stalled talks after <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-leblanc-heads-to-washington-for-renewed-trade-talks\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-leblanc-heads-to-washington-for-renewed-trade-talks\/\">meeting U.S. Trade Representative Jamieson Greer<\/a> in Washington Friday.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Dominic LeBlanc, the Minister for <a href=\"https:\/\/www.theglobeandmail.com\/topics\/canada-us\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/canada-us\/\">Canada-U.S. Trade<\/a>, brought along to the meeting Mr. Carney\u2019s new chief negotiator, Janice Charette, and recently appointed Ambassador to Washington Mark Wiseman.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Ms. Charette is the former clerk of the Privy Council, the country\u2019s top civil servant, and also served as high commissioner to London. Mr. Wiseman, a global investment banker, has held back-channel talks with U.S. Commerce Secretary Howard Lutnick since he took over as Canada\u2019s envoy to Washington last month.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThey had a constructive and substantive discussion pertaining to the Canada-United States-Mexico Agreement [CUSMA], and on broader bilateral trade issues,\u201d said Mr. LeBlanc\u2019s communications director, Jean-S\u00e9bastien Comeau.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-carney-trump-us-trade-tariffs\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: To Trump\u2019s tariffs and chaos, world-travelling Carney says \u2018not today\u2019<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Comeau said the minister and Mr. Greer \u201cagreed to continue to work together on these trade issues, and will speak again in the coming days to further discussions.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">The two top trade negotiators did not set a date for the formal resumption of discussions on the mandatory review of CUSMA, which is known by the Americans and Mexicans as the United States-Mexico-Canada free-trade agreement or USMCA.<\/p>\n<p class=\"c-article-body__text text-pr-5\">These are the first formal trade discussions between the two countries since President Donald Trump suspended negotiations in October over <a href=\"https:\/\/www.theglobeandmail.com\/world\/us-politics\/article-trump-ontario-anti-tariff-ad-outrage\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/world\/us-politics\/article-trump-ontario-anti-tariff-ad-outrage\/\">anti-tariff television commercials<\/a> commissioned by the Ontario government.<\/p>\n<p class=\"c-article-body__text text-pr-5\">On Thursday, Mr. Greer held bilateral talks with Mexican Secretary of Economy Marcelo Ebrard in preparation for the trilateral trade review.<\/p>\n<p class=\"c-article-body__text text-pr-5\">They agreed to begin formal bilateral discussions next week that will deal with reducing dependence on imports from outside North America, strengthening rules of origin and enhancing continental supply chains. Rules of origin are the rules that determine where products are considered to have been made and which duties apply to them. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-us-trade-rep-says-deal-with-canada-must-include-higher-tariffs\/\" rel=\"nofollow noopener\" target=\"_blank\">U.S. trade representative says deal with Canada must include higher tariffs<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">The three countries are facing a July 1 congressional deadline where Mr. Trump must decide whether to renew, scrap or modify USMCA. He has mulled about scrapping the continental trade pact and negotiating separate deals with Canada and Mexico.<\/p>\n<p class=\"c-article-body__text text-pr-5\">On a recent trip to Mexico, Mr. LeBlanc and his Mexican counterparts said they would like the free-trade agreement to remain in place, as it allows most goods to cross the border tariff-free. They have both acknowledged though that they may have to accept some baseline tariffs as a price to remain a favoured U.S. trading partner.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Carney has vowed to diversify more trade away from the United States. Over U.S. objections, he has agreed to allow a limited number of Chinese electric vehicles into the country in exchange for Beijing lifting punishing tariffs on Canadian canola and other farm products.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Carney returns Saturday from a trade and goodwill mission to India, Australia and Japan. He signed a 10-year, multibillion-dollar nuclear energy pact with India while Australia and Canada plan to co-operate on a critical minerals strategy.
