Some disability advocates in Alberta are looking for clarity after Premier Danielle Smith said she wants to ensure people aren’t moving to the province just to use its social programs.<\/p>\n

Answering a question about tightening the eligibility for a seniors’ benefit, Alberta Premier Danielle Smith says the province doesn’t want to make its social programs ‘overly generous’ because they heard people are moving here just to take advantage of them.<\/p>\n

Inclusion Alberta CEO Trish Bowman said her organization previously asked the province for evidence people are moving to Alberta to access AISH, but have not received data backing up this argument.<\/p>\n

\u201cIf we’re going to be making social policy that affects tens of thousands of Albertans, it should be based on evidence, and it should be evidence that’s available to all of us,\u201d said Bowman.<\/p>\n

It’s unlikely many people would leave their communities and pay moving costs to come to Alberta for AISH, Bowman said. She said while Alberta has historically had some of the best benefits in Canada, she worries that’s changing.<\/p>\n

\u201cWe should be striving, actually, to be ensuring that people who need the support that they require have access to that to live with dignity,\u201d said Bowman.<\/p>\n

Provincial data shows AISH caseloads<\/a> have steadily risen for at least 15 years. <\/p>\n

In the last decade, that coincides with a national increase in the country\u2019s disability rate. Statistics Canada\u2019s most recent Canadian Survey on Disability in 2022 found 27 per cent of people age 15 and older had one or more disabilities limiting them in daily activities, up five percentage points since 2017.<\/p>\n

Strong Alberta benefits a source of pride: advocate<\/p>\n

Bowman said she’s heard from people who currently rely on AISH who worry how they will make ends meet after their monthly benefits are reduced.<\/p>\n

\u201cPeople are unsure if they\u2019re going to be able to maintain housing. People are wondering if they\u2019re going to be able to eat. People are really scared, and it\u2019s causing a tremendous amount of anxiety and stress,” said Bowman.<\/p>\n

Marie Renaud, the NDP’s community and social services critic, said she\u2019s worried the premier\u2019s comments will create division among people who rely on AISH if they believe the program is changing because of people moving to Alberta. <\/p>\n

She added that people currently on AISH often struggle to live on less than $2,000 per month.<\/p>\n

\u201cPeople don\u2019t move here to live in the lap of luxury of AISH or to wait five years for a [Persons with Developmental Disabilities] contract,\u201d said Renaud.<\/p>\n

Zachary Weeks, vice-president with Voice of Albertans with Disabilities, said Alberta having stronger social programs than the rest of the country should be a source of pride. <\/p>\n

He also said he doesn’t hear about people with disabilities relocating very often.<\/p>\n

\u201cThat\u2019s not to say there aren’t people who are so desperate from, say, out east that move to Alberta because they see a better life for themselves out here,\u201d said Weeks. <\/p>\n
