She said the province doesn’t want to inadvertently create an incentive for people to move to Alberta to seek out the highest benefit.

She argued this was a reason why Alberta included tighter eligibility requirements for seniors’ benefits in last week’s provincial budget, and why Alberta plans to make changes to its Assured Income for the Severely Handicapped (AISH) program.

“That was one of the reasons why we knew we had to bring AISH payments in alignment with other jurisdictions, because we’d heard that people were moving here just to be on social programs,” said Smith.

“We think people should be taxpayers first and should be moving here to pay taxes, not to be on social programs.”

WATCH | Alberta premier doesn’t want ‘overly generous’ social programs:

Danielle Smith says people are moving to Alberta just for its social programs

Answering a question about tightening the eligibility for a seniors’ benefit, Alberta Premier Danielle Smith says the province doesn’t want to make its social programs ‘overly generous’ because they heard people are moving here just to take advantage of them.

The province plans to move AISH recipients to a new program on July 1, which disability advocates say will mean a $200 monthly reduction in income.

CBC Calgary asked Smith’s office how many people have moved to Alberta to access AISH, but did not receive an answer by press time.

Source of premier’s argument unclear

Inclusion Alberta CEO Trish Bowman said her organization previously asked the province for evidence people are moving to Alberta to access AISH, but have not received data backing up this argument.

“If we’re going to be making social policy that affects tens of thousands of Albertans, it should be based on evidence, and it should be evidence that’s available to all of us,” said Bowman.

It’s unlikely many people would leave their communities and pay moving costs to come to Alberta for AISH, Bowman said. She said while Alberta has historically had some of the best benefits in Canada, she worries that’s changing.

“We should be striving, actually, to be ensuring that people who need the support that they require have access to that to live with dignity,” said Bowman.

Provincial data shows AISH caseloads have steadily risen for at least 15 years.

In the last decade, that coincides with a national increase in the country’s disability rate. Statistics Canada’s most recent Canadian Survey on Disability in 2022 found 27 per cent of people age 15 and older had one or more disabilities limiting them in daily activities, up five percentage points since 2017.

Strong Alberta benefits a source of pride: advocate

Bowman said she’s heard from people who currently rely on AISH who worry how they will make ends meet after their monthly benefits are reduced.

“People are unsure if they’re going to be able to maintain housing. People are wondering if they’re going to be able to eat. People are really scared, and it’s causing a tremendous amount of anxiety and stress,” said Bowman.

NDP MLA Marie Renaud said she doubts people are moving to Alberta just to access the province’s social programs. (Janet French/CBC)

Marie Renaud, the NDP’s community and social services critic, said she’s worried the premier’s comments will create division among people who rely on AISH if they believe the program is changing because of people moving to Alberta.

She added that people currently on AISH often struggle to live on less than $2,000 per month.

“People don’t move here to live in the lap of luxury of AISH or to wait five years for a [Persons with Developmental Disabilities] contract,” said Renaud.

Zachary Weeks, vice-president with Voice of Albertans with Disabilities, said Alberta having stronger social programs than the rest of the country should be a source of pride.

He also said he doesn’t hear about people with disabilities relocating very often.

“That’s not to say there aren’t people who are so desperate from, say, out east that move to Alberta because they see a better life for themselves out here,” said Weeks.

“But I don’t think our first priority is to dissuade our most vulnerable from moving to Alberta for a better life.”

Listen to this article Estimated 4 minutes The audio version of this article is generated by AI-based technology.…

[194293
49,2798,48
0":"post-524060","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-calgary","8":"tag-ca","9":"tag-calgary","10":"tag-canada
["GET
