{"id":526278,"date":"2026-03-10T07:15:09","date_gmt":"2026-03-10T07:15:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/526278\/"},"modified":"2026-03-10T07:15:09","modified_gmt":"2026-03-10T07:15:09","slug":"surrey-council-oks-more-than-12-8m-in-public-works-contracts","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/526278\/","title":{"rendered":"Surrey council OKs more than $12.8M in public works contracts"},"content":{"rendered":"<p>Surrey city council approved more than $12.8 million in contracts for road paving and other public works on Monday night.<\/p>\n<p>They voted to approve, in descending order, <a href=\"https:\/\/www.surrey.ca\/sites\/default\/files\/corporate-reports\/CR_2026-R045.pdf\" target=\"_blank\" rel=\"nofollow noopener\">a $4,368,735 contract<\/a> for Amrize Canada Inc., with a spending limit set at $4,590,000, for arterial and collector paving at eight locations in north Surrey and three in the south, with the scope of work consisting of repaving 9.9 lane-kilometres of arterial and 7.7 lane-kilometres of collector roads. It also includes \u201ccoordinated works\u201d consisting of 1.35 kilometres of asphalt sidewalk improvements<\/p>\n<p>The contract work is expected to start in May and be completed by September.<\/p>\n<p>Next approved was a $3,702,926.98 contract (spending limit set at $3,888,073.34) for Tide\u2019s Out Services Ltd. for a three-year term to operate the eight outdoor pools owned by the City of Surrey \u2013 seven in the north and one in the south.<\/p>\n<p>Laurie Cavan, Surrey\u2019s general manager of parks, recreation and culture, noted in a <a href=\"https:\/\/www.surrey.ca\/sites\/default\/files\/corporate-reports\/CR_2026-R049.pdf\" target=\"_blank\" rel=\"nofollow noopener\">corporate report<\/a> that cames before council that a private contractor has operated the pools since 1997 and Tide\u2019s Out, in particular, since 2006.<\/p>\n<p>\u201cThis operating model has proven to be an efficient and effective method of service delivery,\u201d she said.<\/p>\n<p>\u201cThe outdoor pools were built between 1967 and 1973 and remain a significant community recreation asset. The outdoor pools provide free opportunities for public swimming and lane swimming, in addition to fee-for-service learn-to-swim lessons and aquatic sport practice lane rentals.\u201d<\/p>\n<p>Cavan noted the pools in 2025 saw more than 7,500 swim lesson registrants and some 154,000 public swim and sport users.<\/p>\n<p>\u201cThe user trends have grown since 2024, with an increase of over 900 swim lesson registrations and over 11,000 additional public swim and sport users.\u201d<\/p>\n<p>Council also approved a contract of $2,201,452.83 (spending limit set at $2,425,000) for Mar-Tech Underground Services Ltd. for 3,900 metres of sanitary sewer rehabilitation in the city\u2019s north end.<\/p>\n<p>Scott Neuman, Surrey\u2019s general manager of engineering, noted in a <a href=\"https:\/\/www.surrey.ca\/sites\/default\/files\/corporate-reports\/CR_2026-R048.pdf\" target=\"_blank\" rel=\"nofollow noopener\">corporate report <\/a>that came before council that the sanitary sewers are showing signs of deterioration \u201cand need to be rehabilitated to maintain a reliable system for conveying wastewater.\u201d<\/p>\n<p>The work is expected to start this month and be completed by December.<\/p>\n<p>A second award of contract for pavement restoration was also approved by council \u2013 this one to GB Paving Ltd. in the amount of $1,707,548.85 \u2013 with a spending limit set at $1,880,000.<\/p>\n<p>\u201cThe annual pavement restoration services contract provides labour, material and equipment for asphalt pothole repairs and minor utility trench repairs on arterial, collector and local streets throughout the city,\u201d Neuman noted in a <a href=\"https:\/\/www.surrey.ca\/sites\/default\/files\/corporate-reports\/CR_2026-R046.pdf\" target=\"_blank\" rel=\"nofollow noopener\">corporate report<\/a>. \u201cThese repairs extend pavement service life and improve ride quality and safety for motorists and cyclists.\u201d<\/p>\n<p>The project work is expected to be completed by December.<\/p>\n<p>The next contract concerned replacing arena boards at South Surrey Arena. Council approved a $583,683.01 contract for Cascadia Sport Systems, with the spending limit set at $599,550, for the \u201cdemolition, supply and installation of boards system, acrylic shielding system, and SoftCap rail system to replace the original boards system that has extended its intended service life, and to enhance player safety,\u201d Cavan explained in a <a href=\"https:\/\/www.surrey.ca\/sites\/default\/files\/corporate-reports\/CR_2026-R050.pdf\" target=\"_blank\" rel=\"nofollow noopener\">corporate report.<\/a><\/p>\n<p>South Surrey Arena seats more than 1,100 spectators. Located at 2199 148 Avenue, it\u2019s home to the Semiahmoo Ravens, South Surrey Skating Club and the Surrey Eagles Jr. Hockey team.<\/p>\n<p>\u201cThe existing arena boards system is original to the building and, in order to maintain the safety and integrity of the boards system, it requires replacement,\u201d Cavan explained. To enhance overall player safety, the new boards system will provide \u201ca more forgiving surface and maintains a similar viewing experience as traditional glass,\u201d she added.<\/p>\n<p>The work is to begin June 29 to August 6, 2026.<\/p>\n<p>\u201cGroups who will be impacted by the work have been accommodated at alternate sites due to ice assignments for summer being already completed. The ice surface will be reinstalled and ready for the Surrey Eagles and Semiahmoo Minor Hockey pre-seasons, beginning on August 17, 2026,\u201d Cavan assured.<\/p>\n<p>Finally, council approved a $330,535 contract for Blackrete Paving Ltd. (spending limit $364,000) to install 73 speed humps at school and park zones with the vast majority of them in the north end and several in the south.
