{"id":540941,"date":"2026-03-16T21:45:08","date_gmt":"2026-03-16T21:45:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/540941\/"},"modified":"2026-03-16T21:45:08","modified_gmt":"2026-03-16T21:45:08","slug":"ircc-plans-to-bring-back-job-offer-points-under-express-entry-as-part-of-wider-reforms","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/540941\/","title":{"rendered":"IRCC plans to bring back job offer points under Express Entry, as part of wider reforms"},"content":{"rendered":"<p>Canada\u2019s immigration department has revealed plans to reintroduce Comprehensive Ranking System (CRS) points for job offers under the Express Entry system.<\/p>\n<p>More specifically, Immigration, Refugees and Citizenship Canada (IRCC) has announced their intention to award points to candidates with \u201cjob offers and Canadian work experience in high wage occupations&#8230;\u201d under the Express Entry system.<\/p>\n<p>The plan also reveals that IRCC will consider \u201chow to reward those&#8230;who are certified to work in regulated occupations\u201d in the context of the Express Entry system.<\/p>\n<p class=\"bottom-btn\" style=\"text-align: center;\"><a style=\"color: #ffffff; background: #e52237;\" href=\"https:\/\/canadavisaplus.com\/assessment?utm_source=cicnews.com&amp;utm_medium=article&amp;utm_campaign=2026-03-16_breaking-ee-job-offer-points_72975&amp;utm_content=See+how+competitive+your+Express+Entry+profile+is\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" data-utm-content=\"See how competitive your Express Entry profile is\">See how competitive your Express Entry profile is<br \/><\/a><\/p>\n<p>The above are part of a \u201cbroader suite of reforms\u201d to the <a href=\"https:\/\/www.canadavisa.com\/express-entry.html\" rel=\"nofollow noopener\" target=\"_blank\">Express Entry<\/a> system, as reported in <a href=\"https:\/\/www.canadavisa.com\/ircc.html\" rel=\"nofollow noopener\" target=\"_blank\">IRCC\u2019s<\/a> latest departmental plan, published on March 13, 2026.<\/p>\n<p>IRCC does not provide a clear timeline on when the above changes, nor the promised broader reforms, will be implemented in its department plan; noting that the document \u201c&#8230;. details&#8230;priorities, plans, and associated costs for the upcoming three fiscal years\u201d.<\/p>\n<p>As of this writing, no further details regarding these changes have been announced.<\/p>\n<p>Many in-demand occupations in Canada, including those in Express Entry\u2019s occupational categories, are regulated\u2014meaning that, to practice them professionally, workers need to obtain certification from a regulatory body specific to that profession or industry (usually at the provincial level).<\/p>\n<p>These planned measures are in support of Canada\u2019s Talent Attraction Strategy, a key part of immigration reforms to attract top global talent, as promised by Prime Minister <a href=\"https:\/\/www.cicnews.com\/2025\/03\/whats-mark-carneys-immigration-agenda-0352758.html\" rel=\"nofollow noopener\" target=\"_blank\">Mark Carney\u2019s platform<\/a> on the campaign trail last year.<\/p>\n<p>Which occupations are classified as &#8220;high wage&#8221;?<\/p>\n<p><a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/corporate\/publications-manuals\/departmental-plans\/2026-27-departmental-plan\/departmental-plan-2026-2027-full.html\" rel=\"nofollow noopener\" target=\"_blank\">IRCC&#8217;s departmental plan<\/a> does not specifically define &#8220;high wage&#8221; in the context of the proposed Express Entry reform.<\/p>\n<p>Currently, the Express Entry system assesses skilled work experience based on the <a href=\"https:\/\/www.canadavisa.com\/noc2021.html#matching\" rel=\"nofollow noopener\" target=\"_blank\">Training Education, Experience, and Responsibilities<\/a> (TEER) classification\u2014under Canada&#8217;s <a href=\"https:\/\/www.canadavisa.com\/noc2021.html\" rel=\"nofollow noopener\" target=\"_blank\">National Occupation Classification<\/a> (NOC) system\u2014with higher TEER (0, 1, 2) occupations generally commanding higher wages.<\/p>\n<p>Notably, under this system, wages are not directly assessed.<\/p>\n<p>Other parts of Canada&#8217;s immigration system, however, already have an operational definition for &#8220;high wage&#8221;, which may be what the department chooses to use when implementing these new Express Entry reforms.<\/p>\n<p>For example, in the <a href=\"https:\/\/www.canadavisa.com\/labour-market-impact-assessments.html\" rel=\"nofollow noopener\" target=\"_blank\">Temporary Foreign Worker Program<\/a> (TFWP), a position is classified as &#8220;high-wage&#8221; if the offered hourly wage for the occupation meets or exceeds the median hourly wage for the province or territory where the work is located.<\/p>\n<p>In this context, the definition of high wage depends on where a candidate&#8217;s work experience is accumulated in Canada. These figures are updated annually.<\/p>\n<p>Current median wages for Canada&#8217;s provinces and territories can be found in the table below:<\/p>\n<p> Province\/territoryWage threshold as of June 27, 2025Alberta$36.00 British Columbia$36.60 Manitoba$30.16 New Brunswick$30.00 Newfoundland and Labrador$32.40 Northwest Territories$48.00 Nova Scotia$30.00 Nunavut$42.00 Ontario$36.00 Prince Edward Island$30.00 Quebec$34.62 Saskatchewan$33.60 Yukon$44.40<br \/>\nThe removal of job offer points<\/p>\n<p>In <a href=\"https:\/\/www.cicnews.com\/2025\/03\/breaking-canada-removes-bonus-crs-points-for-arranged-employment-from-express-entry-0353251.html\" rel=\"nofollow noopener\" target=\"_blank\">March 2025<\/a>, Canada stopped awarding bonus <a href=\"https:\/\/www.canadavisa.com\/express-entry-comprehensive-ranking-system.html\" rel=\"nofollow noopener\" target=\"_blank\">CRS<\/a> points to Express Entry candidates who held valid job offers, including those backed by a <a href=\"https:\/\/www.canadavisa.com\/labour-market-impact-assessments.html\" rel=\"nofollow noopener\" target=\"_blank\">Labour Market Impact Assessment<\/a> (LMIA).<\/p>\n<p>The change came into effect on March 25, 2025, after initially being announced in <a href=\"https:\/\/www.cicnews.com\/2024\/12\/breaking-ircc-to-remove-lmia-based-points-from-express-entry-comprehensive-ranking-system-1249649.html\" rel=\"nofollow noopener\" target=\"_blank\">December 2024<\/a>.<\/p>\n<p>Under the previous system, candidates with a qualifying job offer could receive an additional 50 or 200 CRS points depending on the skill level of the offer, adding significantly to their chances of receiving an <a href=\"https:\/\/www.canadavisa.com\/express-entry-invitation-to-apply-for-permanent-residence.html\" rel=\"nofollow noopener\" target=\"_blank\">invitation to apply<\/a> (ITA) for <a href=\"https:\/\/www.canadavisa.com\/canadian-immigration-residency-obligations.html\" rel=\"nofollow noopener\" target=\"_blank\">permanent residence<\/a> (PR).<\/p>\n<p>IRCC made the change, citing concerns about fraud \u2014 specifically, the practice of candidates purchasing LMIAs to inflate their scores artificially.<\/p>\n<p>By removing the points incentive, Ottawa aimed to undercut a key driver of that market and strengthen the overall integrity of the immigration system.<\/p>\n<p>The change exempted any candidates who had claimed job offer points and who either received an ITA already or had a PR application currently in process; however, any candidates in the Express Entry pool who had been benefiting from job offer points saw their CRS score drop by 50 or 200 points overnight.<\/p>\n<p>This reshuffled the <a href=\"https:\/\/www.cicnews.com\/2025\/04\/big-drop-in-crs-scores-after-removal-of-points-for-arranged-employment-0454072.html\" rel=\"nofollow noopener\" target=\"_blank\">competitive landscape significantly<\/a> \u2014 candidates without job offers, whose scores remained unchanged, suddenly found themselves in a relatively stronger position.<\/p>\n<p>Valid job offers continue to carry weight in other parts of the Express Entry system \u2014 it remains relevant for eligibility under the <a href=\"https:\/\/www.canadavisa.com\/federal-skilled-worker-program-fswp.html\" rel=\"nofollow noopener\" target=\"_blank\">Federal Skilled Worker Program<\/a> (FSWP), the <a href=\"https:\/\/www.canadavisa.com\/canada-federal-skilled-trades-program-fstc.html\" rel=\"nofollow noopener\" target=\"_blank\">Federal Skilled Trades Program<\/a> (FSTP), and certain <a href=\"https:\/\/www.canadavisa.com\/provincial-nomination-program.html\" rel=\"nofollow noopener\" target=\"_blank\">Provincial Nominee Program<\/a> (PNP) streams.<\/p>\n<p class=\"bottom-btn\" style=\"text-align: center;\"><a style=\"color: #ffffff;
