Ontario\u2019s police watchdog has cleared an officer in the shooting death of a man investigators say killed a young mother and abducted a child in Brampton.<\/p>\n

Savannah Kulla, a mother of four from Brampton, was shot and killed on Oct. 20 in the parking lot of a plaza near Airport Road and Queen Street East. Peel Regional Police called the murder a case of \u201cintimate partner violence,\u201d and said Kulla was killed by her ex-boyfriend Anthony Deschepper.<\/p>\n

The two had one child together, and Deschepper was out on bail and awaiting trial at the time of the murder<\/a> for allegedly firing a gun and endangering Kulla years ago, police say.<\/p>\n

Investigators descended on the scene and blocked off the plaza in Brampton, but it wasn\u2019t until hours later that an Amber Alert was issued across Ontario for Kulla\u2019s one-year-old daughter, who police believed was kidnapped by Deschepper.<\/p>\n

He was later killed in a shootout with police in the Niagara Area, and a new report from Ontario\u2019s Special Investigations Unit sheds light on the police shooting.<\/p>\n

Investigators say the girl was taken in a 2024 black Nissan Kick with Quebec license plate FRV4520, which was a rental registered to an address in the Niagara Region, according to the new report.<\/p>\n

And while the child was reportedly dropped off safely at a relative\u2019s house, officers with the Niagara regional Police Service were called to watch the Niagara home registered to the Nissan.<\/p>\n

That\u2019s where the SIU says police saw the female driver of a Chevrolet pull up and enter the home around 2:30 a..m on Oct. 21. She later returned to the vehicle with blankets that were placed in the backseat where the SIU says the suspect was hiding.<\/p>\n

Police followed the vehicle to two gas stations before getting the order for a takedown.<\/p>\n

Officers surrounded the Chevy with firearms and breaching tools, and that\u2019s when Deschepper appeared from underneath the blankets \u201cand fired three shots in (an officer\u2019s direction.\u201d<\/p>\n

The officer returned fire with \u201ceight or nine rounds,\u201d striking the suspect multiple times in the neck, chest, right arm and upper leg, the SIU says.<\/p>\n

Life-saving measures were attempted on the scene, but the victim died of his injuries. A semi-automatic firearm was retrieved from the suspect\u2019s right hand after the shooting, the SIU says.<\/p>\n

The police watchdog agency says the officer \u201cfired his weapon to defend himself,\u201d and that the number of shots fired \u201cconstituted reasonable force.\u201d The SIU says there is \u201cno basis for proceeding with criminal charges in this case.\u201d<\/p>\n

A woman, whose name has not been released, was also arrested and was facing charges following the shooting. Police have not said whether those charges were laid.<\/p>\n

Kulla\u2019s murder led to renewed calls for tougher bail reform in Canada.<\/p>\n
