ends criminal summonses for cyclists, e-bike riders in policy shift"},"content":{"rendered":"<p data-block-key=\"wctlw\">Cyclists and e-bike riders in New York City will no longer have to appear in criminal court for minor traffic violations under a sweeping policy change announced Wednesday by Mayor Zohran Mamdani.<\/p>\n<p data-block-key=\"ee7o6\">Starting March 27, low-level offenses like riding against traffic or disobeying a stop sign will be handled with civil summonses similar to how drivers are ticketed, instead of criminal charges that require a court appearance.<\/p>\n<p data-block-key=\"3ah6t\">The move rolls back a crackdown under the previous administration that led to a sharp increase in criminal summonses for cyclists.<\/p>\n<p data-block-key=\"e5i1k\">Riders received 10 times as many of the so-called \u201cpink tickets\u201d in the second quarter of 2025 compared to the first, as Gothamist previously <a href=\"https:\/\/gothamist.com\/news\/nyc-cyclists-see-tenfold-increase-in-criminal-summonses-under-nypd-push\" rel=\"noopener nofollow\" target=\"_blank\">reported<\/a>.<\/p>\n<p data-block-key=\"3ps4o\">Under that policy, cyclists who missed their court date risked a bench warrant or arrest.<\/p>\n<p data-block-key=\"24hfh\">Transportation advocates and cycling groups welcomed the change, arguing the prior approach unfairly penalized riders, especially delivery workers.<\/p>\n<p data-block-key=\"da1bm\">\u201cBiking is not a crime and criminalizing it doesn\u2019t make anyone safer,\u201d said Charlie Baker, a spokesperson for Transportation Alternatives, a street safety advocacy group.<\/p>\n<p data-block-key=\"4sekf\">\u201cIt was a backwards policy to hand out criminal summonses for minor traffic offenses that a car driver would only receive a ticket for,\u201d Baker added. \u201cIn order to actually make our streets safer, you have to address the root cause: delivery workers are being made to go too fast by their bosses.\u201d<\/p>\n<p data-block-key=\"b1ekd\">Baker said thousands of people signed a <a href=\"https:\/\/act.transalt.org\/a\/repeal-the-criminalization-of-biking-policy\" rel=\"noopener nofollow\" target=\"_blank\">petition<\/a> and hundreds joined <a href=\"https:\/\/www.ourtownny.com\/news\/cyclists-protest-nypd-criminalization-push-against-bikers-for-traffic-infractions-AD4665020#:~:text=Some%20of%20the%20concerns%20raised%20at%20the,at%20major%20intersections.%20No%20arrests%20were%20reported.\" rel=\"noopener nofollow\" target=\"_blank\">protests<\/a> against the policy last year.<\/p>\n<p data-block-key=\"21hih\">Street safety advocates said the changes could help balance fairness with accountability.<\/p>\n<p data-block-key=\"clur\">\u201cIt returns everybody who is operating a vehicle on city streets \u2014 whether it\u2019s one that you pedal or drive \u2014 on equal footing,\u201d said Eric McClure, executive director of StreetsPAC. \u201cIt\u2019s fair and it\u2019s just.\u201d<\/p>\n<p data-block-key=\"9t0ni\">Mamdani framed the shift as a matter of fairness.<\/p>\n<p data-block-key=\"8rppu\">\u201cEvery New Yorker on our roads, whether driving or biking, deserves to be treated fairly,\u201d the mayor said in a statement. \u201cBy ending criminal summonses for low-level traffic offenses, we\u2019re ensuring cyclists and e-bike riders \u2014 including those who deliver our food and groceries \u2014 are treated like others on the road.\u201d<\/p>\n<p data-block-key=\"7o5mi\">The administration said it will also launch a safety training program for delivery workers in April, in partnership with the city Department of Transportation.<\/p>\n<p data-block-key=\"8im1d\">City officials said they were also planning legislation aimed at delivery app companies, which they say can incentivize unsafe riding through tight deadlines.<\/p>\n<p data-block-key=\"bn70q\">The proposals would require companies to share trip data with the city and could establish new delivery time standards and training requirements for
