{"id":550399,"date":"2026-03-21T03:47:07","date_gmt":"2026-03-21T03:47:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/550399\/"},"modified":"2026-03-21T03:47:07","modified_gmt":"2026-03-21T03:47:07","slug":"gfl-wants-to-run-saults-landfill-composting","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/550399\/","title":{"rendered":"GFL wants to run Sault\u2019s landfill, composting"},"content":{"rendered":"<p>A consultant retained by the city says the company&#8217;s proposal could save local taxpayers as much as $122 million over 25 years<\/p>\n<p>Green for Life Environmental (GFL), the solid-waste management behemoth founded by billionaire Saultite Patrick Dovigi, has expressed interest in running the landfill and composting operations in his hometown.\u00a0<\/p>\n<p>GFL\u00a0has approached the City of Sault Ste. Marie\u00a0with a proposal to take over local landfill operations, including expansion of the existing landfill at\u00a0402 Fifth Line East with\u00a0new cell development and mining.<\/p>\n<p>It also wants to build and operate\u00a0a composting facility for biosolids and single-source organics.<\/p>\n<p>Tom Vair, the city&#8217;s chief administrative officer, says over a 25-year operating agreement, GFL&#8217;s proposal could save the city between $39 million and $122 million.<\/p>\n<p>The Sault&#8217;s municipal landfill site was developed during\u00a0the early 1960s by Cherokee Disposals and Construction Ltd.\u00a0<\/p>\n<p>In 1989, it was bought by the city.<\/p>\n<p>The landfill is currently licensed to accept domestic, commercial, non-hazardous solid industrial waste and processed organic waste.<\/p>\n<p>If GFL&#8217;s\u00a0offer is accepted, the city would continue to own the land\u00a0and GFL would pay the city a royalty per metric ton of inbound municipal solid waste.\u00a0\u00a0<\/p>\n<p>&#8220;GFL would be responsible for all future capital investments and construction costs associated with the landfill, and would take over landfill operations, as well as environmental compliance and regulatory requirements,&#8221; Vair said in a report prepared for Monday&#8217;s council meeting.\u00a0<\/p>\n<p>&#8220;The city would be charged an inbound tipping free for all material in our care and control,&#8221; he said.<\/p>\n<p>GFL is also willing to build an organic waste processing facility at the landfill as part of an agreement lasting at least 25 years.<\/p>\n<p>The city would be charged for each tonne of organic waste received.<\/p>\n<p>An analysis done by city staff with help from an independent consultant found the deal could save the city between $39 million and $122 million over its 25-year term.\u00a0\u00a0\u00a0<\/p>\n<p>&#8220;Further, outsourcing the construction of the composting facility would free up debt capacity, enabling the city to consider other priority municipal projects,&#8221; Vair said.\u00a0<\/p>\n<p>&#8220;The most recent council report indicated a construction cost of approximately $56 million\u00a0for the composting facility. Given the timing of the report, there is a risk that the cost of the facility could be higher than $56 million\u00a0once tendered.&#8221;<\/p>\n<p>City councillors will be asked on Monday to issue a request for proposals (RFP) for the project.<\/p>\n<p>&#8220;Operations of a landfill by a private sector operator are not an uncommon model in Ontario and Canada,&#8221; Vair said.<\/p>\n<p>&#8220;An agreement would be recommended only if the results of the RFP process enable the city to achieve satisfactory outcomes.&#8221;<\/p>\n<p>One possible wrinkle involves who will work at the landfill.<\/p>\n<p>&#8220;A key consideration for the city is looking after existing city staff working at the landfill,&#8221; Vair said.\u00a0<\/p>\n<p>&#8220;Should an agreement proceed with a proponent, an important component of this project will be to create individual plans for affected employees.<\/p>\n<p>&#8220;The city will make efforts to find alternative employment opportunities within the city so that affected employees have a choice in their career paths.<\/p>\n<p>&#8220;Union members will have the ability to rely on their general seniority as per the CUPE-3 collective agreement to revert back to public works operations.<\/p>\n<p>&#8220;In addition, private-sector proponents will have an obligation to offer employment opportunities to affected employees so they may choose to remain with landfill or composting operations,&#8221; Vair said.<\/p>\n<p>&#8220;The city retains the ability not to award the RFP to a proponent should the submissions not meet the threshold of benefit for city staff and, ultimately city council.&#8221;<\/p>\n<p>Monday&#8217;s city council meeting will be livestreamed on SooToday starting at 5 p.m.<\/p>\n","protected":false},"excerpt":{"rendered":"A consultant retained by the city says the company&#8217;s proposal could save local taxpayers as much as $122&hellip;\n","protected":false},"author":2,"featured_media":354726,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[22],"tags":[49,48,295,213894,66],"class_list":{"0":"post-550399","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-environment","8":"tag-ca","9":"tag-canada","10":"tag-environment","11":"tag-sault-ste-marie-city-councillandfilltom-vaircompostgfl","12":"tag-science"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/posts\/550399","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/comments?post=550399"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/posts\/550399\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/media\/354726"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/media?parent=550399"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/categories?post=550399"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/tags?post=550399"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
