<\/p>\nA Toronto city councillor was found to have engaged with a constituent \u201cin a derogatory manner,\u201d according to a report by the Integrity Commissioner.<\/p>\n
The report recommended council not issue a penalty against Coun. Chris Moise and to \u201cadopt the findings\u201d that he violated the city\u2019s code of conduct, said Commissioner Paul Muldoon in a report issued earlier this week.<\/p>\n
The report follows two complaints \u2014 one from IntegrityTO executive director Daniel Tate \u2014 against the councillor after an interaction at a budget town hall meeting at city hall on Jan. 16, 2025.<\/p>\n
Tate, identified as the complainant in the report, approached Moise after the meeting and asked him what he was going to do that year related to \u201crenaming things that hurt your feelings for whatever reason,\u201d said the report.<\/p>\n
The report alleges Tate opposed the city\u2019s decision and Moise\u2019s role in renaming Yonge-Dundas Square to Sankofa Square.<\/p>\n
Moise responded by saying Tate had allegedly harassed him and his staff and that Tate had \u201ca white supremacy view.\u201d<\/p>\n
A transcript of the recorded interaction in the report stated Tate asked Moise to apologize for the statement. To which Moise allegedly said, \u201cI will never apologize \u2026 because you are.\u201d<\/p>\n

It was very \u201cshocking\u201d to hear what Moise said and that the Integrity Commissioner\u2019s report was \u201cbittersweet,\u201d Tate told CBC News Sunday.<\/p>\n
While he was happy the commissioner found Moise had violated article 14 of the city\u2019s code of conduct, he was \u201cdisappointed\u201d that there was no decision to levy a penalty.<\/p>\n
\u201cYou’re not really sending a strong message, if there’s no sanction as a result of this bad behaviour,\u201d Tate said.<\/p>\n
The Integrity Commissioner\u2019s report said Moise\u2019s statements directed at a specific person \u201ccould cause reputation harm\u201d and therefore found him in violation of the code of conduct.<\/p>\n
But Muldoon did not recommend a penalty after considering additional context, such as Moise\u2019s position as a racialized person and Tate\u2019s \u201cpersistent criticism of equality, diversity and inclusion principles, often directed at the councillor.\u201d<\/p>\n
Muldoon\u2019s report also said it considered Moise\u2019s alleged claim that Tate\u2019s tone and language during the incident \u201cwere confrontational\u201d to \u201celicit and catch on video a reaction \u2026 described as a \u2018gotcha moment.\u2019\u201d<\/p>\n
‘Lead by example and stand up to racism’: Councillor<\/p>\n
\u201cWe encourage our children and others that if they see something, say something,\u201d said Moise in a statement to CBC News. \u201cAs an elected representative, it is incumbent on me to lead by example and stand up to racism, bigotry, and marginalization.\u201d<\/p>\n
Moise said he \u201crespectfully disagrees\u201d with the commissioner’s report and has no regrets for standing up to white nationalism.<\/p>\n
He went on to say that during the incident, he was \u201ccornered by a handful of people in addition to Tate,\u201d some of whom may have been his associates or organization\u2019s volunteers.<\/p>\n
Moise called that moment a “deliberately orchestrated ambush.\u201d<\/p>\n
Tate calls this recollection by Moise \u201ca complete cop out\u201d and that councillors should give constituents the opportunity to ask hard questions.<\/p>\n
\u201cIf you can’t handle the heat or tough questions at city hall, then maybe you should pick a different career,\u201d he said.<\/p>\n
The matter will now go before Toronto\u2019s city council to either accept, reject or revise the recommendations by the commissioner.<\/p>\n
Tate said he is hopeful council will choose to issue a penalty.
