Meanwhile, revenue has dipped to 92 per cent and operating costs have gone up to 137 per cent of where they were before the COVID-19 pandemic.\u00a0<\/p>\n<p>The numbers were included in a report to the TTC&#8217;s strategic planning committee Tuesday, where members of the TTC board heard about efforts to fix lagging ridership.<\/p>\n<p>Solutions to getting more riders on the felt red seats come with a central tension, however: the committee also heard early projections which show the transit service could be facing a budget shortfall of half a billion dollars in 2027. <\/p>\n<p>Crafting the TTC\u2019s 2026 budget <a href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/ttc-budget-2026-9.7036570\" target=\"_blank\" rel=\"nofollow noopener\">began with a shortfall of about half that size<\/a>, but it was eventually balanced with the help of a $1.4 billion subsidy from the city. <\/p>\n<p>\u201cGrowing our ridership grows our costs, it\u2019s that simple of a relationship,\u201d Josh Colle, the TTC\u2019s chief strategy and customer experience officer, said during the meeting. Getting the transit agency on more stable financial footing is a separate problem that will require another solution.\u00a0<\/p>\n<p>The TTC has long been advocating for sustainable funding for its operations from either the provincial or federal government.<\/p>\n<p>When it comes to growing ridership over the next two years, TTC staff told the board they are undertaking or exploring a variety of ideas to achieve the high-level goals of making the TTC fast, safe, seamless and affordable.\u00a0<\/p>\n<p>\u201cA transit trip, it\u2019s not a single moment, it\u2019s a chain of experiences,\u201d Stephanie Simard, manager of transit systems planning, said during the meeting. \u201cCustomers judge the system based on the weakest link in their journey.\u201d<\/p>\n<p>In the long term, the plan proposes service improvements, like streetcars that arrive every six minutes, which would cost tens of millions of dollars and be part of budgets that won\u2019t be finalized for two years.\u00a0<\/p>\n<p>More short-term measures include speeding up routes with often-discussed <a href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/ttc-line-5-6-signal-priority-rollout-9.7125684\" rel=\"nofollow noopener\" target=\"_blank\">transit signal priority<\/a>, bringing down costs through <a href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/ttc-fare-capping-mayor-chow-proposal-9.7006870\" rel=\"nofollow noopener\" target=\"_blank\">fare capping<\/a> and improving wayfinding in stations. <\/p>\n<p>There are also ideas that may seem less obvious, like using artificial intelligence to monitor behaviour on platforms and predict if someone might be about to hurt themselves on the tracks \u2014 a tragic cause of delays on the system.\u00a0<\/p>\n<p>In Colle\u2019s perspective, those ideas need to be underpinned by a TTC that rewards people for leaving their cars at home.\u00a0<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/02\/1772039478_default.jpg\"  alt=\"\" class=\"thumbnail\" loading=\"lazy\"\/><\/p>\n<p class=\"video-item-title\">TTC special constables could be given powers to arrest drug users<\/p>\n<p>Proposed new legislation being considered by Ontario would allow special constables working on transit to direct people to stop using illegal drugs in a public space, as well as arrest and charge people who don\u2019t and take the illicit substances.<\/p>\n<p>Committee members differ on ridership growth spending<\/p>\n<p>\u201cOur basics have to be there,\u201d he said. \u201cIf you\u2019re stuck in traffic on the bus, you\u2019re not likely to ride transit again.\u201d\u00a0<\/p>\n<p>These tensions are at the heart of the issue for routes that share the road with cars.
