The I Fund saw the biggest drop, losing more than 9% month over month. The L Funds also reflected the tough market conditions, losing anywhere from 3% to almost 7% for March. For comparison, the Dow Jones and S&amp;P 500 also saw a month over month drop of almost 5%. The bad month for the TSP also means 12 of 16 funds are in the red for 2026.A Senate Democrat is pushing back on the Postal Service\u2019s plans to add a temporary surcharge to most of its shipping and package services. USPS said the higher prices are necessary to cover higher fuel and transportation costs. Sen. Ed Markey (D-Mass.) said USPS could have avoided these costs by moving ahead with plans to electrify its next-generation vehicle fleet. He\u2019s asking USPS to withdraw its plans for the surcharge and expedite its acquisition of more electric vehicles.  Homeland Security Secretary Markwayne Mullin has scrapped his predecessor\u2019s contract review policy. A DHS spokeswoman confirmed Mullin had eliminated a requirement for the secretary to review all department contracts over $100,000. That policy was instituted by former Homeland Security Secretary Kristi Noem last year. It was blamed for delaying disaster aid and other homeland security spending.  Mullin is expected to continue reviewing all contracts worth more than $25 million. The Forest Service is moving its headquarters out West, the first step in a broader agency reorganization. The agency will move its headquarters from Washington, D.C., to Salt Lake City, Utah. The Forest Service will close all nine of its regional offices and relocate that work to six hubs across the country. Some of the facilities currently serving as regional offices will be repurposed. The Forest Service\u2019s wildfire operations will continue to operate mostly unchanged. The agency said its reorganization would bring agency leaders and employees closer to the communities they serve. The vast majority of Forest Service land is concentrated in the Western part of the country.]]><\/p>\n<p> Department of Homeland Security workers sounded off on the ongoing shutdown. Employees at the Cybersecurity and Infrastructure Security Agency, the Federal Emergency Management Agency and other DHS components continue to work without pay. They said they\u2019re concerned the recent directive to pay TSA workers through the shutdown could lessen the pressure on Congress to reach a funding deal. Thousands of administrative staff at Customs and Border Protection are also working unpaid. They said they\u2019ve received little communication about why some CBP employees are getting paid and others aren\u2019t.The Trump administration is opening up yet another hiring opportunity. This time, it\u2019s in search of about 250 federal project managers across government. Selected candidates will lead projects on AI, health care, defense, energy and more. The cross-agency hiring initiative, led by the Office of Personnel Management, aims to combat what it said is a critical, governmentwide skills gap in project management. More than 15 agencies have expressed interest in participating in OPM\u2019s hiring opportunity.The federal government simultaneously has the largest political workforce and the lowest levels of senior career leaders in decades. A new report from the Partnership for Public Service found that there are now more political appointees in place under the Trump administration than any other modern U.S. president. At the same time, senior career leadership staffing has gone down 30% since President Donald Trump took office.The Office of Management and Budget is out with its latest attempt to empower agency chief information officers. The OMB is laying out new requirements for how agency CIOs should manage IT. Greg Barbaccia, the federal CIO, said in a video posted on X that the new memo is reinforcing the CIO&#8217;s decision-making authority and eradicating shadow IT. Among the new requirements are that CIOs must approve all IT contracts, and then &#8220;agency CIOs must notify my office of approved IT contracts for their entire agency.
