{"id":579773,"date":"2026-04-03T14:59:25","date_gmt":"2026-04-03T14:59:25","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/579773\/"},"modified":"2026-04-03T14:59:25","modified_gmt":"2026-04-03T14:59:25","slug":"can-ford-seize-control-of-toronto-like-it-wants-with-durham","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/579773\/","title":{"rendered":"Can Ford seize control of Toronto like it wants with Durham?"},"content":{"rendered":"<p>OPINION \u2013 The authoritarian sentiment appears not to be creeping \u2013 but apparently sweeping \u2013 up from south of the border into Queen\u2019s Park.<\/p>\n<p>There has been public outcry as democratic institutions and processes are being seen as under threat, and transparency and accountability, are seemingly being eroded.<\/p>\n<p>Ford\u2019s Bill 97, has been criticized for threatening privacy and public accountability in Ontario. There have been charges of lack of transparency as evidenced by the Ontario greenbelt scandal, and the lack of accountability over multi-billion and multi-year delays in major transport projects.<\/p>\n<p>The latest is the move by Ford government to wrest control of relatively smaller and less-powerful municipalities \u2013 among them the Region of Durham.<\/p>\n<p>Larger and more powerful municipalities, like Toronto, have been left alone.<\/p>\n<p>Installing Its Own Chair<\/p>\n<p>The Ontario government now wants to bypass a democratic election process by tax-paying residents to select its own chief executive and directly instal Ford\u2019s own man or woman \u2013 and give them \u2018strong chair\u2019 powers.<\/p>\n<p>Yesterday, the Ontario government introduced the <a href=\"https:\/\/news.ontario.ca\/assets\/files\/20260402\/864cc93dbf25895e9ad5d1ca22ee6e5d.pdf\" target=\"_blank\" rel=\"noopener nofollow\">Better Regional Governance Act,\u00a02026<\/a> that would, if passed, give the Minister of Municipal Affairs and Housing the power to appoint upper-tier council chairs in eight fast-growing regions and granting these council chairs \u2018strong chair\u2019 powers.<\/p>\n<p>The bill will allow the minister to appoint regional chairs in<\/p>\n<p>Durham,<br \/>\nYork,<br \/>\nHalton,<br \/>\nMuskoka,<br \/>\nNiagara,<br \/>\nPeel,<br \/>\nWaterloo and<br \/>\nThe Warden of Simcoe County.<\/p>\n<p>Under previous legislation, the minister had the authority to appoint chairs in Niagara, Peel and York regions for the 2022-2026 council term only.<\/p>\n<p>Why Takeover Just These 8 Municipalities?<\/p>\n<p>To be fair, if the Ford government intention is altruistic, then it should try and take control of all municipalities \u2013 including Toronto.<\/p>\n<p>It is not clear why just eight specific regional municipalities and a county, generally in and around or within proximity of the Greater Toronto area, are being targeted, while others have been left untouched.<\/p>\n<p>Queen\u2019s Park Rationale<\/p>\n<p>According to Queen\u2019s Park, these changes would support lower costs for municipal taxpayers and better alignment between regional decision-making and shared provincial-regional priorities.<\/p>\n<p>It said regional chairs in the eight municipalities would receive \u2018strong chair\u2019 powers which mirror \u2018<a href=\"https:\/\/www.ontario.ca\/document\/ontario-municipal-councillors-guide\/10-strong-mayor-powers-and-duties\" target=\"_blank\" rel=\"noopener nofollow\">strong mayor powers<\/a>, providing more efficient, streamlined local decision-making, enabling them to deliver faster results for residents and support efforts to advance shared provincial-municipal priorities.<\/p>\n<p>But At What Cost?<\/p>\n<p>The bill, if passed will result in that taxpayers in Durham and the seven other named municipalities will have no say over who runs their region. Decisions affecting their daily lives and future will be imposed on taxpayers.
